CALL TO ORDER Pursuant to the School District's Procedural By-law 1, the chair of the inaugural meeting shall be the secretary-treasurer ("the interim chair") until such time as the board chair has been elected. Secretary-Treasurer Roller Routley called the meeting to order and acknowledged that we were on the territory of the Okanagan First People. 2. ADOPTION OF AGENDA 2015-218 MOTION Duly moved and seconded That the agenda be adopted. CARRIED 3. ELECTION OF CHAIR The school district's Procedural By-law 1 states: "The interim chair shall call for nominations for board chair three times and declare nominations closed. A secret ballot shall be held and the person receiving more than one-half of the total number of votes cast shall be declared elected. If no person receives a clear majority, that person with the least number of votes shall be dropped from the nominees and a further ballot conducted. Any vote involving only two trustees that ends “Working Together for Student Success” School District No. 67 (Okanagan Skaha) Page 2 Minutes of the Inaugural Meeting of December 14, 2015 in a tie vote shall result in the appointment of an interim chair to serve until the next regular meeting at which time the nomination and election process will be repeated. The interim chair shall be selected from the first available trustee in the following order: a. The most recent chair; b. The more recent vice chair; c. The two remaining trustees nominated for chair drawing lots. Pursuant to the school district's by-law, Secretary-Treasurer Roller Routley called for nominations for the position of chair. Trustee Clarke nominated Trustee Van Alphen. As there were no further nominations, the secretary-treasurer acclaimed Trustee Van Alphen as the chair of the Board. 4. ELECTION OF VICE CHAIR Chair Van Alphen assumed the chair and called for nominations for the position of vice chair of the Board. Trustee Bidlake was nominated by Trustee Manning. After calling three times for further nominations, Trustee Bidlake was acclaimed as the vice chair. 5. B.C. SCHOOL TRUSTEES ASSOCIATION PROVINCIAL COUNCIL According to British Columbia School Trustees Association by-laws, a provincial councilor and an alternate are to be elected annually between December 1 and the following January 15 to act as the Board's representative to the Provincial Council of the B.C. School Trustees Association. 5.1 Election of Provincial Councilor Trustee Clarke nominated Trustee Planiden for the position of provincial councilor. After calling three times for nominations, Chair Van Alphen declared nominations closed and Trustee Planiden acclaimed as the Board's representative to the provincial council of the B.C. School Trustees Association. 5.2 Election of Provincial Councilor Alternate Trustee Planiden nominated Trustee Clarke as alternate. After calling three times for nominations, Trustee Clarke was declared acclaimed as the BCSTA provincial councilor alternate. 6. B.C. PUBLIC SCHOOL EMPLOYERS' ASSOCIATION REPRESENTATIVE COUNCIL According to the bylaws of the British Columbia Public School Employers' Association, each member board of education shall appoint one delegate to the Association, who must be a trustee of the member board of education and shall not be a person with a direct or indirect pecuniary interest, within the meaning of the School Act, in teacher or support staff collective bargaining. In the past, this appointment for the delegate and alternate has been made by election. 6.1 Election of BCPSEA Delegate Chair Van Alphen called for nominations for BCPSEA representative councilor and Trustee Planiden nominated Trustee Manning for this position. After calling three times for nominations, Trustee Manning was acclaimed as the Board's delegate to BCPSEA. “Working Together for Student Success” School District No. 67 (Okanagan Skaha) 6.2 Page 3 Minutes of the Inaugural Meeting of December 14, 2015 Election of BCPSEA Alternate Delegate Trustee Manning nominated Trustee Sheppard and, since there were no further nominations, Trustee Sheppard was declared as the alternate delegate to BCPSEA. 7. DESTRUCTION OF BALLOTS 8. DISCUSSION OF COMMITTEES AND REPRESENTATIVE APPOINTMENTS The normal procedure in the past has been that the chair has presented committee and representative appointments at the first regular board of education meeting following the inaugural meeting. Chair Van Alphen advised these appointments will be brought to the January 11, 2016 meeting. Trustee Clarke advised that the City of Penticton wanted an alternate to be th named to the Penticton Heritage and Museum Committee by December 17 . Trustee Sheppard will serve as the alternate to this committee. 9. FINANCIAL DISCLOSURE FORMS Trustees were reminded that they are required to file the annual Statement of Disclosure form between the 1st and 15th of January of each year in which they hold office. The forms are available in the trustee boxes. 10. DATE OF NEXT MEETING December 14, 2015, immediately following the inaugural meeting 11. QUESTION PERIOD 12.
