Freedom of Speech The Board of Trustees acknowledges the rights of members of the District community to freedom of speech, and at the same time recognizes the need for an official source to respond to inquiries concerning District activities and programs. II. III. Identification of official spokesperson A. The Board of Trustees directs the President to identify the official spokesperson for the District. B. The President may delegate authority to the Director of Public Relations and Marketing to serve as official spokesperson. The Director of Public Relations and Marketing is specifically charged with the responsibility for public information and press relations. When appropriate, the President may also delegate this authority to the Vice Presidents. Media Inquiries A. District employees will refer all inquiries by the news media to the Director of Public Relations and Marketing. After determining the nature of the inquiry, the Director of Public Relations and Marketing will consult with the President to develop a response. The President will either respond personally to the inquiry or delegate this authority to the Director of Public Relations and Marketing or to an appropriate Vice President. All news media inquiries will be addressed with dispatch, objectivity, and candor. B. The Office of Public Relations and Marketing is responsible for requesting news media coverage of any District event or activity.
