POSITION DESCRIPTION TITLE: FLSA STATUS: Project Advisor, Small Business Development CATEGORY: Professional Exempt GRADE: D JOB SUMMARY: Responsible for providing advisory, outreach, and training to small business manufacturers and contractors. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 50% 1. Provide advanced advisory services to SBDC clients including small business manufacturers, inventors, and contractors. Advisory services include but are not limited to: strategic planning, marketing, budgeting, cost control, quality standards and processes, intellectual property, product commercialization, SBIR, government/corporate contracting, capital formation/financing, and minority enterprise certifications. Manage a caseload of clients per milestones set by the SBDC Regional Office. 2. Plan, coordinate, and perform outreach and training activities for special focus groups; small business manufacturers, inventors, contractors, SBIR applicants/recipients, SBA 8(a) Minority Enterprise Program/HUB Zone clients. Act as liaison for the SBDC with the UTSA Technology Center in San Antonio on program related initiatives. 15% 3. Initiate and maintain client case records and documentation required by the SBDC grant; document progress of client cases/projects electronically; monitor support staff assisting on case projects; ensure accuracy and compliance of client information required in case files and MIS system; and prepare and submit timely periodic performance reports to Center director. 10% 4. Maintain a network of public and private resources and consultants available to small business manufacturers; maintain a library of directories, guides and resource material essential in supporting client services. Communicate with the SBDC network (regional and nationwide) and the SBDC National Information Clearinghouse (SBDCNet) in sharing information, sourcing expertise and resources for client projects. 5% 5. Work closely in collaboration with the Advanced Technology Center and the Contract Opportunities Center at El Paso Community College and with the Manufacturing Extension Partnership (MEP), the Texas Manufacturing Assistance Centers (TMAC), and trade organization in leveraging specialized assistance for client projects. 5% Effective: 11/28/05 Page 1 of 2 6. Participate in professional development activities. 5% 7. Contribute to the development of news articles, success stories, and newsletter content for publishing on the SBDC website. 5% 8. Maintain and implement operational guidelines of the SBDC program and adhere to EPCC policies and procedures; conduct self-assessment of the training programs in preparation for SBA on-site reviews; contribute to team effort by accomplishing related results as needed; attend staff meetings and SBDC regional meetings. 5% REPORTING RELATIONSHIP: Manager, Small Business Programs SUPERVISORY RESPONSIBILITIES: Provides work direction to assigned staff. ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s degree. EXPERIENCE: Five (5) years experience. CERTIFICATE AND/OR LICENSURE: Must acquire and maintain business advisor certification required by the SBDC Regional Office. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Good advising skills; ability to manage, coordinate and prioritize multiple tasks; strong communications skills; public speaking skills; knowledge of Sigma-Lean Manufacturing practices; ability to work with and solve complex problems; knowledge of funding sources; and excellent writing skills. 2. Equipment Used: Personal Computer; projector equipment and digital camera; trade show exhibit and other equipment associated with an office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, Internet, and presentation software. PHYSICAL REQUIREMENTS: Duties require little physical effort in work with light (up to 10lbs), easy to handle materials. Duties performed causes light fatigue of eyes, fingers, or other faculties due to long periods of standing, sitting, and/or repetitive motion. INTERPERSONAL SKILLS: Alternative or combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others.
