POSITION DESCRIPTION TITLE: FLSA STATUS: Media Scheduling and Program Specialist Non-Exempt CATEGORY: Classified GRADE: E JOB SUMMARY: Responsible for scheduling programs for broadcast on all delivery systems, satellite teleconferences, ITFS systems and Cable channels. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Develop program schedules per semester; provide daily on air logs with instructions to the master control operators. 2. Maintain inventory of programs purchased, in-house productions, broadcast programs and satellite. 10% 3. Prepare satellite downlink cost estimates for scheduled teleconferences. 10% 4. Provide personnel management, direction, and guidance to staff, including; orientation, performance appraisal, coaching, personal and professional development. 10% 5. Maintain a budget for broadcast rights and purchases per fiscal year and prepare requisitions. 10% 6. Ensure programs are played as scheduled or make corrections if programs are late or damaged in the process of broadcasting; on call during broadcast hours for emergencies with programming. 10% 7. Schedule satellite downlinks programs for rebroadcast or duplication. 10% 8. Assist the studio crew with in-house productions and master control operations. 5% 9. Provide video duplication services for all campus libraries to include and PBS television station in El Paso and surrounding area. 5% 10. Organize the Cable Collaborative meetings and maintain current records of all collaborative members. 5% 11. Contact vendors for programming rights and new series availability for purchase. 5% REPORTING RELATIONSHIP: Director, Center for Instructional Telecommunications Effective: 9/1/03 Page 1 of 2 SUPERVISORY RESPONSIBILITIES: Direct supervision as a first-line supervisor to assigned staff. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree EXPERIENCE: Three (3) years experience. CERTIFICATIONS/LICENSURES: Federal Communications Commission License (FCC) SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Good verbal, written and financial skills, well organized, and effective problem solving skills. 2. Equipment Used: Personal Computer, fax, telephone, copier, and other equipment associated with an office environment. 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software. PHYSICAL REQUIREMENTS: Duties require little physical effort in work with light (up to 10lbs), easy to handle materials. Duties performed causes light fatigue of eyes, fingers, or other faculties due to long periods of standing, sitting, and/or repetitive motion. INTERPERSONAL SKILLS: Alternative or combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others.
