POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Environmental Specialist Environmental Specialist Non-Exempt CATEGORY: Classified GRADE: E JOB SUMMARY: Under general supervision is responsible for maintaining and administering the College’s hazardous waste removal and disposal, and establishing, coordinating and promoting districtwide recycling programs and operations. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 35% 1. Manage and administer College Hazardous Waste Removal, keeping types segregated by: Identifying sites needing chemical waste removed. Coordinate waste removal pickups. Maintain disposal records. Identifying sites needing microbiological and/or medical waste removed. Coordinate waste removal. Maintain disposal records. Coordinate inspections and obtain permits as needed. Disseminate Right To Know information. 2. Develop and implement programs for reducing environmental pollution through elimination and recycling of electronic and hazardous waste such as batteries, computer equipment, cell phones, ink and toner cartridges, plastics, and solid waste. Set up equipment / collection stations to eliminate waste from sites, such as classrooms, offices and indoor and outdoor facilities, for recycling and repurposing. Maintain files and/or databases that include information related to hazardous waste and recycling, and maintain diagrams showing equipment / collection stations locations. Record recycling data and prepare a variety of reports or charts that interpret results. Discuss results with engineers and administrators. 25% 3. Initiate and maintain waste reduction programs to include project planning, implementation, training, monitoring and modification. Ensure compliance with federal and state laws and regulations. Meet with faculty, staff and students to generate an awareness of and promote campus waste reduction programs. Identify and apply for recognition awards and grants for EPCC related to all waste reduction. Encourage district-wide participation in the recycling and hazardous waste programs by annual outreach plans, media campaigns, and presentations. 15% 4. Ensure areas needing hazardous or biomedical waste removed are trained and procedures are written on how to package, list, and request pick up of the material. Coordinate with Safety Specialist to ensure areas maintain MSDS (SDS) at appropriate sites and assist in developing safe operating procedures as needed. Assist in investigating and making recommendations concerning environmental issues. Stay abreast of new trends and innovations in the field. 15% Effective: 01/16/14 Page 1 of 5 5. Monitor both the hazardous waste and recycling budget. Keep records of expenditures and provide monthly reports to supervisor. Interpret this data to ensure that the budgets are adequate to cover related costs at the end of the fiscal year. Develop control procedures for funds to ensure compliance with EPCC purchasing regulations 5% 6. Perform other duties as assigned. 5% REPORTING RELATIONSHIP: Executive Director, Physical Plant ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in related field. EXPERIENCE: Two (2) years related experience. Working knowledge of Federal, State, and local safety and environmental regulations. CERTIFICATIONS/LICENSURES: Must have a valid driver’s license and insurable by the district’s auto liability insurance carrier. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Ability to organize, prioritize, and manage reports and summaries; Intermediate computer skills; Must be able to communicate effectively in both written and verbal form; Excellent customer service and interpersonal relationship skills; Working knowledge of hazardous materials including hazardous wastes; Ability to understand and apply government regulations related to hazardous materials and wastes; Experience in inspecting for hazardous materials and understanding processes which can produce hazardous wastes and hazardous air pollutants. 2. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
