NORTH PENN SCHOOL DISTRICT School Board Policy 8340 INTERNAL BOARD POLICIES Reference Board Policy #9363 Method of Operations Meetings Audience of Citizens For a limited scheduled period during regular board meetings, citizens of the district are invited to express concerns, ask questions, or offer suggestions. Priority and preference shall be given to those who filed a written request with the board secretary or superintendent at least 24 hours before the scheduled meeting. Members of the audience shall not participate while board members are conducting official business during a regular meeting. Those wishing to speak must be officially recognized by stating their name, address, and subject. At the beginning of each public meeting that is video taped, the following statement shall be read by the presiding board officer: “This meeting is being videotaped for community cable channels. Individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped. In order to meet the requirements of Pennsylvania’s Sunshine Law, it is necessary to record the names of all citizens who speak to the board during the meeting. To assure compliance with this requirement, it is essential that those planning to address the board come to the microphone, state their name and address and sign the audience of citizens log book. Members of the audience are asked to limit their questions and comments. To allow time for all those who wish to speak to the board, the board president may ask an individual to yield the microphone to the next speaker.” Failure to read this statement shall not affect the legality of the meeting. The board secretary, or in his/her absence the assistant secretary, shall include in the minutes of the board the names of all citizens who appeared officially and the subject of their testimony. The board president shall rule on the appropriateness of the subject to be addressed and may impose time limits. Participation by members of the audience is scheduled near the beginning of each regular board meeting (as listed in policy # 9363). During special meetings or work sessions, the presiding officer shall schedule an audience of citizens at the beginning and/or conclusion of the business agenda.
