Professional and Support Staff
Recruitment and Selection - Nepotism Purpose
Recognizing that employment and personnel determinations are crucial to the successful, effective
and efficient operation of the district, it is essential that such determinations be made based upon
merit and in accordance with the applicable regulations and law. To ensure the integrity and
accountability of such determinations, the district seeks not only to comply with all applicable
regulations and laws but also to affirmatively eliminate and/or avoid the factor of family relationships
in such determinations.
Guidelines
No person shall be employed by the district who is related to any member of the board as a father,
mother, brother, sister, husband, wife, son, daughter, stepson, stepdaughter, grandchild, nephew,
niece, first cousin, sister-in-law, brother-in-law, uncle, or aunt, unless the person receives the
affirmative votes of the majority of all members of the board other than the member related to the
applicant, who shall not vote.
No person shall be hired, nor shall any employee be promoted or transferred based solely upon the
person’s acquaintance, friendship, or other relationship with a member of the board or a district
employee.
No employee of the district who is responsible for employing, supervising, evaluating, promoting, or
disciplining other district employees shall be placed in a position of making such personnel
decisions affecting a member of his or her own immediate family. To that end, no person will be
employed, assigned or reassigned to any position with the district if such employment, assignment,
or reassignment will require that person to supervise, discipline or evaluate, or be supervised,
disciplined or evaluated by an employee who is a member of the same immediate family. In
addition, no employee shall be supervised, disciplined or evaluated by any person who is in turn
subject to supervision, discipline or evaluation by a member of the employee’s immediate family.
No reporting relationship, direct or indirect, shall exist between two persons who are immediate
family.
If an employment relationship among immediate family members as described above is discovered
to exist after this policy is implemented or if the immediate family relationship arises subsequent to
the initial employment of both employees, every effort will be made to make reassignments as soon
as possible in order to rectify the situation in compliance with this policy.

Persons related to employees of the district or members of the board may be recommended for
employment in positions that do not constitute a violation of this policy. However, when the
administration is aware that a recommended candidate is a relative of a district employee or board
member, the board will be informed of the relationship prior to the time of the recommendation
appears on the agenda.
For the purposes of this policy, “immediate family” as set forth above shall mean father, mother,
brother, sister, husband, wife, son, daughter, stepson, stepdaughter, grandparent, grandchild,
nephew, niece, first cousin, parent-in law, son-in-law, daughter-in-law, sister-in-law, brother-in-law,
uncle, or aunt.
