No. 004.1 ROSE TREE MEDIA SCHOOL DISTRICT SECTION: LOCAL BOARD PROCEDURES TITLE: STUDENT BOARD REPRESENTATION ADOPTED: October 28, 1999 REVISED: 004.1. STUDENT BOARD REPRESENTATION 1. Purpose The Board recognizes that the students attending the Rose Tree Media School District are the district's most important concern. The Board, therefore, establishes the position of Student Board Representative to the Board to establish a communications link between itself and the student body and to present the students' viewpoints. 2. Authority In order to achieve this goal, the Board will permit the appointment of three (3) junior class student representatives to sit in a nonvoting capacity on the Board. 3. Guidelines Selection of the representatives will occur as follows: 1. Three (3) students shall be selected by the School Board at its May Legislative meeting and shall serve together as three (3) Student School Board members. 2. Candidates shall be required to write a 500 word essay entitled, "My Qualifications and Desire to serve as a Student Representative to the Rose Tree Media Board of Education." 3. The essays and three (3) teacher/administrator recommendations shall be submitted to the Student Board Member Selection Committee of the School Board consisting of three (3) School Board members, the Superintendent or designee, and the high school principal or designee. Student Board Representatives will be interviewed in April of the school year and appointed at the May Legislative meeting. They will serve for a term of one (1) school year commencing the following September and concluding in June. 4. The Selection Committee may recommend a representative to complete the unexpired term within thirty (30) days. Page 1 of 3 004.1. STUDENT BOARD REPRESENTATION - Pg. 2 Participation At least two (2) Student Representatives are expected to attend the combined monthly Planning and Legislative Board meetings and, if invited, sessions of Ad Hoc committees or other committees that may be created by the Board. One (1) Student Representative is expected to attend the monthly Curriculum, Technology and Operations Committee meetings. The three (3) Student Representatives shall work among themselves to attend these meetings so that the burden of attendance is shared equally. Role of Student Board Representatives The Student Board Representatives shall act in a nonvoting capacity. . 1. The Student Board Representatives shall, with assistance from the school professional staff, develop two-way communications with secondary students in the district's attendance areas. 2. The Student Board Representatives shall become familiar with the educational goals of the district and shall offer constructive contributions toward the realization of those goals. 3. The Student Board Representatives should consider the aspects of health, safety and welfare of their fellow students and advance constructive contributions in these areas. 4. The Student Board Representatives shall communicate with schools through Student Council all policies, actions and decisions that are an appropriate concern of the students. JOB DESCRIPTION/EXPECTATION Purpose To establish a communication link between the Board of School Directors and the student body. Role and Responsibility 1. Be aware of the great responsibility of the position and be willing to represent the total student population and not an individual group. 2. Recognize that effective democratic procedure exists when all Board members support the implementation of policy that has been approved by majority action at an open public meeting. 4. Be willing and able to attend all Planning and Legislative meetings (currently the same night) and share the responsibility to attend the Curriculum, Technology and Operations Committee meetings. Executive sessions, personnel meetings, and student disciplinary hearings, or other subjects deemed confidential by the Superintendent or Board will exclude the Student Board Representatives. 5. Be a nonvoting participant of the Rose Tree Media School Board. 6. Receive the agenda for meetings, and other related materials as deemed appropriate by the Superintendent, agreeing to read and study these materials. 7. Be prepared with the agenda at each meeting including review of any appropriate items with the high school principal and/or the Student Government. Be prepared to make presentations at Board meetings, as necessary. 8. Be courteous with Board members and the public at all times. 9. Understand that sometimes meetings can run late; have a clear understanding as to the time commitments and transportation. 10. Serving as a Student Board Representative will satisfy the Community Service Requirement for that year. Sunset Provision This policy shall terminate on the last day of school in the year 2002.
