Mr. Schilling called the meeting to order at 6:05 p.m.
Public Comments

The minutes of the February 29, 2016 meeting were approved.
Informational Items:
a. Pennfield Sidewalk Request:
i.
A request has been made from McMahon Transportation Engineers & Planners for
North Penn School District to authorize a 34’ sidewalk extension on the Pennfield
Middle School Property located adjacent to Forty Foot Road.
ii.
The sidewalk extension is the result of road and sidewalk improvements being made
by Clemens Business Center, LLC.
iii.
There will be no cost to the District for this sidewalk.
b. Service and Repair Contracts for Consideration:

A list of service and repair contracts were presented including:
a. Sprinkler Service and Maintenance – 3 year contract
b. Fire Alarm Maintenance – 3 year contract
c. Integrated Pest Management – 3 year contract
d. Water Testing and Treatment – 3 year contract
e. Asphalt Repairs – 1 year contract
f. Concrete Repairs – 1 year contract
g. Parking Lot Striping – 1 year contract
c. Pennbrook Basin – Upper Gwynedd Township Update:
v.
The District has reviewed the design of the project and met with the District’s
attorney, Upper Gwynedd Township’s attorney and their engineer to discuss the
necessary easements. The review of the project is complete and acceptable.

During the discussion, the engineer asked if North Penn could use approximately
19,000 cubic yards of soil. This soil could be placed at the Pennfield site to
construct additional sports fields. This work will be provided as an option to the
project.
d. Demand Response Discussion:

The Committee was presented with an explanation of demand response and that
the current contract could be renewed for three years. The revenues would not be
as great as previous years but the program benefits North Penn with energy
management.
e. Capital Projects Update:

Montgomery Elementary School Addition and Renovation update

a. The general construction rebid is scheduled to be opened on Friday, April 8th
with an award at the April 12th work session. Please note that at the meeting
this was reported to be awarded on April 21st.
b. Montgomery Township has requested a Consultant Escrow Fee Agreement with
an initial amount of $5,000.
i. Mr. O’Donnell asked about the Township charging North Penn fees and if
the fees were waived. Mr. Schneider explained that this agreement was
for payment of the Township’s consultant fees that would be charged.
ii. Ms. Stoll asked how the OCIP (Owner’s Controlled Insurance Program)
was bid and if an alternate price was requested.
1. Mr. Schneider explained that the project is bid without insurance
costs added by the contractor and then the District requests
insurance pricing from the low bidders. This is then compared to
the OCIP costs.
2. Ms. Stoll indicated that this method does not take advantage of
the beneficial premium status of low risk contractors.
2016 Capital Projects Update
a. Project status:
i. NPHS & ESC Security Upgrades – Out to bid, bid opening April 8th.
ii. Surveillance Camera Server Upgrade – Will purchase through state
contract
1. Mr. O’Donnell requested that additional cameras be installed at
the bus depot.
iii. Bridle Path Exterior Caulk Replacement – Will be quotes
iv. Carpet and Vinyl Tile replacements – Will be out to bid next week.
v. Penndale Carpet and VAT Abatement – Out to bid, bid opening April 12th.
vi. North Wales Elementary School Canopy Repair – Out to bid, bid opening
April 8th.
Other Business:
i.
Vandalism Report
a. There was $199.08 of vandalism reported in February. This is significantly lower
than previous years.
ii.
Facility Use Report
a. The Facility Use Financial Report was discussed. The District has invoiced
$90,794 in facility use fees.
b. The Committee requested that there seems to be an excessive balance from
users and asked if this could be looked into.
iii.
There was a discussion regarding the next step for the Baseball Team raising the
funds for dugouts and field improvements.
a. Mr. Schilling asked if the Administration has met with the Coach to discuss next
steps. Mr. Schneider indicated that the Administration has not met and that the
Coach is in the middle of his season. Mr. Schneider will reach out to Coach
Manero.
b. Ms. Charnock asked if there is additional maintenance as the result of the
planned work. Mr. Schneider did not think there would be additional
maintenance for this planned work. The field maintenance would remain the
same and the dugouts would be constructed relatively maintenance free.
