Action Meeting
February 18, 2016
The One Thousand forty-sixth meeting of the Board of School Directors of the North Penn School
District was held on Thursday, February 18, 2016.
The following members were present:

The meeting was called to order by Vincent Sherpinsky at 7:30 p.m. Vincent Sherpinsky reminded
those in attendance that the meeting was being videotaped by the school district for the community cable
channel. Vincent Sherpinsky requested that members of the audience wishing to address the board
should come to the microphone, state their name and address, sign the audience of citizens log book, and
limit their questions and comments to permit time for all those who wished to speak to the board.
Executive Session – Vincent Sherpinsky
The Board met in Executive Session tonight from 6:00 pm to 7:25 pm, to discuss matters of personnel
and litigation.
Proclamations were awarded to the students that participated in the Pennsylvania Farm Show
Agricultural Education Horticulture Competition; an additional Proclamation was awarded to Brian
Pawling, Assistant Director of Business Administration for North Penn School District for his hard work
on the Association of School Business Officials International awarding North Penn School District its
Meritorious Budget Award for excellence in budget presentation during the 2015-16 budget year.
During the Audience of Citizens William Patchell of Lansdale, PA., spoke to the Board on topics of
Concussions and budget matters.

A motion was made by Edward Diasio, seconded by John Schilling, to approve the minutes from the
January 21, 2016, Action Meeting and the February 9, 2016, Work session meeting, as circulated.
—This motion was carried unanimously eight (8) ayes –
Committee reports were presented as follows:
Education-Community-Policy – Suzan Leonard
The ECP Committee met on February 8, 2016. Items discussed included the proposed boundary
realignments that would affect the attendance areas of Nash, Walton Farm, Inglewood, and Gwynedd
Square; updates concerning curriculum and Keystone Exams were provided to the committee as well;
And exciting developments in the area of curriculum;
Our next Committee meeting will be March 14, 2016.
Finance – Frank O’Donnell
The Finance Committee met on February 1, 2016. Items discussed included 2016-17 Extended School
Care Rates and 2016 Summer Camp Rates; 2015 Real Estate Tax Liens; Security Projects & Athletic
Fields Master Study; Retirement Stabilization Fund and the 2016-17 Preliminary Budget.
The next Finance Committee meeting will be held on Monday, February 29, 2016.
Safe Schools – Josephine Charnock
The Safe Schools Committee has not met since the last Board meeting.
The next meeting of the Safe Schools Committee is scheduled for March 14th, 2016.
Personnel – Josephine Charnock
The Personnel Committee met in Executive Session on February 1, 2016, from 5:00 p.m. to 6:00 p.m. to
discuss matters of personnel, negotiations, and potential litigation.
Support Services – John Schilling
The Support Services Committee met on February 1, 2016. Items discussed included information
regarding Hatfield Elementary School the recipient of three Green Globes signifying that the building was
designed and built with sustainable features; A Deed of Dedication from the North Penn Water Authority for
Hatfield Elementary School; a project change order for the Secured Entrance project mechanical
contractor, Cook Services Co., Inc. for changes to automatic temperature controls; the Montgomery
Elementary School Renovations and Additions project update; PlanCon F approval; Enhanced security
upgrades at the ESC and High School and camera server upgrades; a recommendation to consider
performing an outdoor athletic facility audit and master plan for the High School and Middle Schools.
The next meeting of the committee will be Monday, February 29th at 6:00 PM at the ESC.

North Penn Educational Foundations – Carolyn Murphy
The Foundation met in January. Two new trustees were welcomed to the board. John Strobel, former
NPSD Manager of Support Services, and NPSD parent Marion Fraley. The trustees also voted to support
a brand new initiative by funding up to $6,000 for the use of Google Cardboard in all three middle
schools. I am pleased to announce that the Foundation received two Educational Improvement Tax
Credit donations. The first was from Waste Management for $5,000 and the second was from Univest
who gave us $10,000. February has been very busy since it is Foundation February! Eleven of our
schools have adopted the Foundation and are raising both awareness and funds for the student of NPSD.
We are also busy planning for the Foundation’s annual online auction to be held from April 25 to May
1st. The Foundation has been busy supporting programs in our schools. Two recent events we helped to
fund were LitFest at NPHS and The Iditarod: The Last Great Race” at Knapp Elementary School. The
Foundation has asked each building to do small fundraisers to benefit the Foundation for the month of
February. The Foundation supported the recent Vocab Bowl at NPHS.
North Montco Technical Career Center – Suzan Leonard
The NMTCC met on February 17, 2016. Items discussed included the Budget Presentation, Roofing
project, and the Open House.
The next meeting of NMTCC will be held in March.
Montgomery County Intermediate Unit – Carolyn Murphy
The MCIU met on January 27, 2016. The members were honored as it was Board Appreciation Month.
The IU again has its normal cash flow returned. The state released 95% of its funds to all of the IUs in
the state. We did not have to use the emergency loans we had arranged should the state have withheld
the money longer. The Pre-K money grant also came through with 100 slots. This program will be
housed at the old site on Main Street. Norristown School District is the first to be able to use these slots.
They are based on need. For the first time in its history, the Anderson School is at greater than capacity.
A special shout out to Lois Robinson for all of her hard work. There will be no increase in the
contribution of the Montgomery County Schools to the IU for the 2016-2017 school year. The budget
has been streamlined to have one payment instead of three different areas. The MCIU’s Reading
Olympics dates have been announced. It will be held in the North Penn District on April 27th, at North
Penn High School.
The next MCIU Board meeting will be held on February 24, 2016.
A motion was made by John Schilling, seconded by Carolyn Murphy, to approve the Montgomery
County Intermediate Unit 2016-17 Membership Services Budget in the amount of $208,399.

Extended School Care Program Fees for the 2016-17 school year, per Item # 05-16 (A-C), affixed
hereto and made an official part of these minutes; see pages 18098 (A-C).

Extended School Care summer camp program price at $252.00 per week for the 2016 year, (Pro-rated

to Cook Services Co., Inc., for the North Penn School District Main Entrance Renovations at Various
Schools project, at a change of contract amount of $5,029.50 to replace existing automatic temperature
control components at Walton Farm and Bridle Path Elementary Schools, per Item # 07-16 (A-B),
affixed hereto and made an official part of these minutes; see pages 18100 (A-B).

F documents to the Pennsylvania Department of Education for the Montgomery Elementary Additions

A motion was made by Theresa Prykowski , seconded by Carolyn Murphy, to approve a professional
services contract with Architerra, PC to provide outdoor athletic campus master plan services for the
North Penn High School and the three middle schools, per Item # 09-16 (A-F), affixed hereto and made
an official part of these minutes; see page 18102 (A-F).

A motion was made by John Schilling, seconded by Theresa Prykowski, to approve the North Penn
Water Authority Deed of Dedication for the water main line extension at Hatfield Elementary School,
per Item #10-16, affixed hereto and made an official part of these minutes; see page 18103.

submission of the delinquent real estate and interim taxes to the Montgomery and Bucks County Tax

A motion was made by Frank O'Donnell, seconded by Theresa Prykowski, to approve the establishment
of the Montgomery Elementary Construction Fund Account with National Penn Bank and general fund
money market investment accounts with Noah Bank, Covenant Bank, and First Priority Bank. The
authorized signatories for the accounts will be the Board President, Board Secretary and Treasurer, per
Item # 12-16, affixed hereto and made an official part of these minutes; see page 18105.
