Recommend approval to establish the Extended School Care Program fees for the

2016-2017 school year, as per the attached fee sheet.

BACKGROUND:

Based upon the costs that will be incurred in the upcoming year (see attachment for the

2016-2017 Extended School Care Fees), the Extended School Care Program needs to set fees for the 2016-2017 school year. The new fees represent a 2.4% increase over last year. These fees still place us below the competition in terms of the cost our families pay for their child care services.

The 2016-2017 Extended School Care Program will continue to offer a hot breakfast program and an afternoon snack, while including fees for early dismissals on scheduled afternoons. We will continue to employ a well-trained, qualified and mature staff.

State and county subsidized child care clients are accepted in both the summer camp and the before and after care Extended School Care programs.

* Parents selecting a two, three or four day fixed schedule must specify days of attendance at the time of registration. No additional fees

will be incurred for early dismissals which fall on your child's regularly scheduled afternoons.

* Fees are based on a 180 day school calendar. Care is billed in 9 equal payments, September-May and at one half the

monthly fee in June.

* Families requiring a flexible schedule will be assessed a monthly administrative fee of $20, per child. An additional fee of $10.00 per day will be

assessed to those whose flexible afternoons fall on early dismissal days. Flexible families must submit their schedules to the Extended School

Care Office by Friday at noon for the upcoming week.

* The option to purchase additional days of care will be offered to any parent whose child is an Extended School Care Program participant, on

a space available basis, with a minimum of 5 business days notice. An additional morning can be purchased at a rate of $16.00, an afternoon

at $21.00, a morning and afternoon at $28.00, an early dismissal afternoon at $30.00 and a morning and early dismissal afternoon at $31.00.

Inservice day care will be offered at a rate of $35.00 per day.

BACKGROUND:

As a part of the process for construction of the Montgomery Elementary School Additions and Renovations, we are required to submit PlanCon documents to the Pennsylvania Department of Education (PDE). We are now required to submit PlanCon Part F “Construction Documents”.

PlanCon Part F documents include PlanCon worksheets and drawings and specifications of the final bid documents that will be used to obtain pricing for the project. The PlanCon Part F review includes a final architectural review conference with the PDE staff architect assigned to the project. PlanCon Part F must be approved by the school board before the PlanCon Part F architectural review can take place and it is recommended that the architectural review take place prior to the opening of bids.

In accordance with the plan and schedule for the additions and renovations at Montgomery Elementary

School, action by the Board of School Directors approving submission of PlanCon Part F is required at this time.

The Support Services Committee, in the past 6 months, has been approached by athletic boosters to improve sports fields and the public to improve the athletic facilities throughout the district. In an effort to assess the athletic facilities conditions, current use, and maintenance the Administration suggested that an outdoor athletic facility master plan be performed. At the February 1 st

Support Services Committee meeting, the Committee recommended bringing a proposal forward to the full Board for consideration.

It is the Support Services Committee and Administrations recommendation to contract with Architerra,

PC to provide outdoor athletic campus master plan services for the North Penn High School and the three middle schools in the amount of $13,200.00 plus expenses.

It is the recommendation of the Administration that the subject agreement with Architerra PC be approved.

Thank you for all your assistance and interest in Architerra over the past several months.

Architerra is a firm with over thirty-one years of athletic master planning experience. Recent clientele have included the school districts of Manheim Township, Hempfield, New Hope-

Solebury, Palmyra Area, Kennett Square, Boyertown, Haverford, Allentown, Bethlehem,

Central Bucks, Oley Valley, Lampeter-Strasburg, as well as, private institutions such as

Gettysburg College, Dickinson College, The Lawrenceville School, Princeton Day School,

The Pingry School, Princeton Academy, and The Peddie School.

Architerra’s outdoor athletic campus master plans focus on developing a safe, strategic, economically-oriented methodology to enhance the athletic experience. Function, aesthetics, and safety concerns are defined, analyzed, and managed in a Plan of Action format for client implementation over the next ten years. The solutions must be sustainable . Our efforts at

Lampeter-Strasburg School District, Gettysburg College, Township of Haverford School

District, and the Hempfield School District have stood as strong testimony to the quality of our professional service. Previously, we have shared with you a number of our master plan reports. You may have noticed Architerra’s professional services are thorough, focused, and innovative.

An outdoor athletic facility master plan study for the North Penn School District will include an examination of every outdoor venue within the School District’s high school campus, as well as, the three middle school campuses. Every field at each site will be analyzed in terms of soil conditions, physical characteristics, size, drainage, playing surface quality, and support facilities. Usage of each field will be detailed and tabulated! Maintenance procedures and equipment will be reviewed and recommendations for short term and long term field sustainability will be made. Based upon the School District’s needs and the community needs, we will determine if a shortage of fields exists and how best to accommodate the current and future needs. This will include the feasibility of whether or not additional synthetic turf is an appropriate option, or if the relocation of selective venues makes sense from a number of perspectives.

This scope of services will determine economical, functional, and logistical feasibility with regards to this issue, while researching various synthetic surface applications, improving natural grass playing field conditions and long term maintenance costs, as well as, safety issues. In performing this master plan, our first and foremost focus must be placed on the safety of the student.

A scope of professional services which addresses and organizes all of these concerns, and more, is noted below. This is based upon our previous experiences with other similar campuses and the issues we discussed during our earlier visits throughout the past twelve months.

OUTLINE SCOPE OF PROFESSIONAL SERVICES

School District Wide Outdoor Athletic Facility Master Plan

The following sequential course of service over the next several weeks would be pursued by

Architerra based upon the more than seventy public school districts we have consulted with:

1.

Architerra will visit the campuses to observe current athletic facilities, the lay of the land, the circulation patterns, the physical space available at not only specific sites, but also the entire campus, physical barriers, drainage features, school building expansion potential, accommodation of a potential additional parking, and overall character of the campus and the region.

2.

During our first visit, we will obtain all paper and/or electronic base data which may exist for the campuses and possibly the undeveloped surrounding environs.

3.

During our first visit, we would like to meet with a core group of school district personnel (or a single individual, if appropriate) who may provide us with insight relative to the number of events on the campus fields annually, the type of events, history of the campus, vision for the future, as well as, abstract wide concerns, goals, and overall thoughts.

4.

Not only will the consultant determine the number of events each field receives in one year, but we will use this information to determine, if and how many synthetic turf fields may be needed, as well as, the proposed number of events each facility should receive before and after field (facility) renovation. Without performing this service, it would be impossible for us to determine a “cost per hour of use” for natural grass fields when compared to a synthetic grass field.

5.

After our initial visit to the site, Architerra will prepare a scaled sketch of the four campuses. This graphic, in electronic form, will serve as the graphic base plan for all design scenarios pursued by our firm.

6.

Architerra will review municipal and county regulations to determine those issues and related time frames which play a role in the development of athletic enhancements.

7.

Architerra will research published safety/injury trends and issues in comparing various athletic surfaces. This information will be presented to the North Penn School

District.

8.

Ultimately, a calculation of “Cost per Hour of Use” will be calculated for a synthetic turf field as it compares to a natural grass field should an additional synthetic turf field surface become part of a solution.

9.

The feasibility of enhancing all outdoor athletic facilities will be thoroughly investigated by the consultant including not only natural grass fields, but also support amenities such as rest rooms, field lighting, concession stands, and stormwater management systems will be explored in terms of logistics, circulation, accommodation, and construction cost. Once again, this thinking must be tempered with a touch of practicality, a dose of reality, and a bond of sustainability.

It is understood there are a number of forces contributing to specific issues facing the

North Penn School District today. These include:

A.

The growth of synthetic surface playing fields throughout the

Commonwealth.

B.

The role booster groups may play in the controlled and organized manner of venue enhancement.

C.

Long term role of the current synthetic turf field in the School District.

D.

Athletic stadium enhancement and sport accommodation inside and adjacent to the stadium.

E.

Use of facilities by non-School District personnel.

F.

Overuse of fields outrunning current maintenance strategies.

G.

Gender equity through the reporting of Title IX information.

H.

Integration with District wide school buildings’ master plan.

10.

Recommendations will be presented on the existing facilities in terms of current condition, design usefulness, longevity, preservation during construction, and longterm sustainability.

11.

Under all tasks, estimations of probable construction costs will be presented as part of the master plan process.

12.

After initial options and preliminary costs are developed, Architerra will present these ideas to the North Penn School District for review, consideration, and input.

13.

Based upon your input, Architerra will develop a final recommendation, or “Plan of

Action” on how best to enhance the athletic campuses at the high school and three middle schools of the North Penn School District. A strategy for development will be presented for the campus athletics, including phasing, cost estimates, and the role synthetic in-fill turf may play, if any. Regulatory interface, construction costs, key time thresholds, and a recommendation of next steps will also be presented.

Architerra will perform this service in a ten to twelve week period of time (assuming availability of School District personnel and base data and the absence of snow cover) for a lump sum fee of $ 13,200.00. This fee does not include typical reimbursable expenses such as printing, long travel, copying, and photographic costs. Mileage and tolls between

Coopersburg and Lansdale will be donated. Other expenses will be billed at direct cost and receipts will be submitted for all reimbursable expenses, whenever appropriate. Our fees do not include any special reports. Finally, in terms of schedule, Architerra is prepared to begin work within seven days of receiving a written notification from North Penn School District to proceed as outlined in this proposal.

RECOMMENDATION:

Recommend approval of the establishment of the Montgomery Elementary Construction

Fund Account with National Penn Bank and general fund money market investment accounts with Noah Bank, Covenant Bank, and First Priority Bank. The authorized signatories for the accounts will be the Board President, Board Secretary and Treasurer.

BACKGROUND:

North Penn School District establishes a separate fund and bank account when bond proceeds are received for a specific project. The administration is recommending the establishment of the

Montgomery Elementary Construction Fund Account with National Penn Bank to deposit funds from the 2016 bond issue and anticipated 2017 bond issue. Payments for obligations related to this project will be paid from this fund.

All District funds are invested in accordance with board policy 3600 and Pennsylvania Act 72 of

1971. In order to maximize interest revenue, the administration is recommending establishing money market accounts with the following financial institutions:

Noah Bank

Covenant Bank

First Priority Bank

All funds deposited with these institutions are liquid and are collateralized through an irrevocable letter of credit issued by a Federal Home Loan Bank in accordance with Section 4 of

Act 72.

The authorized signatories for the accounts will be the Board President, Board Secretary and

Treasurer
