Finance Committee Meeting Date: 3/29/2016 MINUTES Members Present: Frank O'Donnell (chair), Josephine Charnock, Edward Diasio Members Absent: None Others Present: Curt Dietrich, Pam Gallagher, Brian Pawling, Doug Peters, Marjie Scott, Steve Skrocki Meeting called to order at: 6:41 p.m. Prior meeting minutes: 2/29/2016 ITEMS RECOMMENDED FOR WORKSESSION / ACTION MEETING COMMENTS Budget Transfers No discussion. 2016-17 School Nutrition Services Budget 2016-17 Extended School Care Budget 2016-17 Community Education Budget 2016-17 North Montco Technical Career Center Budget NEW BUSINESS Mrs. Gallagher presented the 2016-17 School Nutrition Services budget and executive summary. Currently the district has an approximate free and reduced student rate of 30%, which has been increasing at a rate of 2.5% each year. Some of the highlights of the presentation included a decrease in al a carte food sales, a review of the Summer Food Service and Child and Adult Care Food programs, and an explanation of the USDA commodities program. Paid meal prices will remain the same in 2016-17. Ms. Scott presented the 2016-17 Extended School Care budget and executive summary. There are 780 students currently in the program. Mr. Skrocki highlighted the increasing fund balance showing that the program is in a good financial position. Tuition rates for 2016-17 were already approved by the board at the February 18, 2016 meeting which represent a 2.4% increase over the current year. The North Penn aquatic program budgets will be presented at the April 25th committee meeting. Mr. Skrocki reviewed the remainder of the Community Education budget which is showing a slight net increase over 2015-16. The committee will recommend approval to the full board once the aquatics program budgets are presented. Mr. Skrocki discussed North Penn's share of the North Montco Technical Career Center budget. There is a .67% increase in the operating budget expenses and increase in debt service by 68% because of savings in current year which reduced costs. This represents a $30,403 decrease from North Penn's preliminary to final budget. The debt service payment amounts were already accounted for in the preliminary budget and will not be changed. COMMENTS Mr. Doug Peters from Voya Financial presented the award plaque to Mr. Pawling for the 2015Meritorious Budget Award 16 ASBO Meritorious Budget Award (MBA). The ASBO MBA is designed to recognize Plaque Presentation excellence in school budget presentation. This is the first time North Penn School District has received the award. Mr. Pawling presented information regarding bidding requirements for public school districts. Bidding Presentation Some of the items presented were bidding laws, purchasing thresholds, prevailing wage rates, and the awarding of bids. Mr. Skrocki reviewed the provided budget summary and discussed items not included on the summary which were still being considered. The preliminary budget deficit of $8.3 million has been reduced to $6.4 million through budget reductions and revenue adjustments. The 2016-17 Budget Update committee established a public Finance Committee meeting for Thursday, April 7 to further discuss potential adjustments, long term budget projections, and use of the PSERS stabilization fund balance. Mr. Skrocki discussed the workers' compensation draft policy that was vetted by the district's workers' compensation administrator SDIC, the district's solicitor, and the administration. Workers' Compensation This policy will be discussed at the April 11 Education/Community/Policy Committee meeting Draft Policy with a first board reading planned for May 17. Forecast5 Presentation This will be presented at the April 25th meeting. Mr. Skrocki presented information on the revised second look rates for medical and 2016-17 Health Care Rates prescription. The medical rates are increasing by 5.2% and prescription by 12% (a 6.5% composite increase).
