General Conditions for Proposal

1. The North Penn School District Board of School Directors invites vendors to submit request for proposal for the furnishing and delivery of

NPSD Audio Frequency Inductive Loop System.

2. Proposals will be accepted until 2:00 pm on Tuesday, June 25, 2013, at which time they will be opened at a public meeting at the

Educational Service Center, 401 E Hancock St., Lansdale, PA.

3. The proposal should be submitted in a sealed envelope and clearly marked on the outside, “NPSD Audio Frequency Inductive Loop System”.

4. No charge will be allowed for federal, state, or municipal sales or excise taxes, for which the school district is exempt by law. The proposal price shall be net and shall not include the amount of any such tax. Exemption certificates, if required, will be furnished on forms provided by the bidder.

5. On proposals for Services involving the furnishing of labor and/or materials, the successful bidder shall be required to furnish performance and payment bonds in the amount of 100% of the bid.

6. On proposals for Services involving the furnishing of labor, materials, and/or equipment, while said Services are being performed the successful bidder must maintain in full effect the following minimum insurance coverage:

Workers' Compensation. 6.1

6.2 Comprehensive public liability in the sum of $100,000 for each person and $300,000 for each accident, including contract liability.

Such shall be endorsed with a save harmless clause in favor of the North Penn School District, its officers, members, and employees.

Property damage in the amount of $50,000.

Automobile and truck insurance in an amount not less than $300,000 on account of any one accident, and property damage in amount not less that $50,000.

6.5 If special hazards, such as might result from blasting, represent a possibility, these shall be covered by a rider to the policy or policies in an amount of not less than $50,000.

Prior to the beginning of the Service, etc., to be performed, a certificate of insurance shall be furnished to the School District showing the insurance coverages required above. The Contractor shall assume full responsibility for loss of life and property, injuries to persons, including all employees of the Contractor or Subcontractors.

7. DISCRIMINATION PROHIBITED: According to Section 755, Public School Code of Pennsylvania, 1949 as amended, the contractor agrees:

7.1 That in the hiring of employees for the performance of work under this contract, or any sub-contract hereunder, no contractor, subcontractor, nor any person acting on behalf of such contractor or sub-contractor, shall, by reason of race, creed or color, discriminate against any citizen who is qualified and available to perform the work to which the employment relates;

7.2 That no contractor, sub-contractor, nor any person on his behalf, shall in any manner discriminate against or intimidate any employee hired for the performance of work under this contract on the account of race, creed or color;

7.3 That there may be deducted from the amount payable to the contractor under this contract, a penalty of five dollars ($5) for each person for each calendar day during which such person was discriminated against or intimidated, in violation of the provisions of this contract; and,

7.4 That this contract may be canceled or terminated by the School District, and all money due or to become due hereunder may be forfeited, for a second or any subsequent violation of the terms and conditions of the contract.

General Conditions for Proposal

24. HUMAN RELATIONS ACT: The provisions of the Pennsylvania Human Relations Act, Act 222 of October 27, 1955 (P.L. 744) (43 P.S.

Section 951 et. seq.) of the Commonwealth of Pennsylvania prohibit discrimination because of race, color, religious creed, ancestry, age, sex, national origin, handicap or disability, by employers, employment agencies, labor organizations, contractors and others. The contractor shall agree to comply with the provisions of this Act as amended that are made part of this specification. Your attention is directed to the language of the Commonwealth's non-discrimination clause in 16 PA Code 349.101.

25. COMPETENT WORKERS: According to Section 752 of the Public School Code of 1949, no person shall be employed to do work under such contract except competent and first class workmen and mechanics. No workmen shall be regarded as competent and first class, within the meaning of this Act, except those who are duly skilled in their respective branches of labor, and who shall be paid not less than such hours by employers of organized labor in doing of similar work in the district where the work is being done.

26. STANDARD OF QUALITY: The various materials and products specified in the specifications by name or description are given to establish a standard of quality and of cost for bid purposes. It is not the intent to limit the acceptance to any one material or product of lesser quality would not be acceptable. Where proprietary names are used, whether or not followed by the words"or as approved equal," they shall be subject to equals only as approved by the architect, engineer and/or School District.

27. PREVAILING WAGE: It is the responsibility of the bidder to determine compliance with the Pennsylvania Prevailing Wage Act and to adhere to all regulations governing this Act.

28. CLEARANCES: The successful Bidder must supply to North Penn School District documentation required by Act 34, Section III of the

Public School Code (Criminal Record Check) and Act 151, Chapter 63 of 23 PA Consolidated Statues (Pennsylvania Child Abuse History

Clearance) and Act 114 (FBI Fingerprinting Clearances) before work on a project shall begin. These forms must be current for every worker on site at all times.

Instructions:

North Penn School District Audio Frequency Inductive Loop Systems 2013

The North Penn School District is seeking proposals for the design and installation of Audio

Frequency Induction Loop systems at the following three locations:

North Penn High School Auditorium & Audion

Installation of the AFILS System in the NPHS Auditorium must be coordinated with carpet installation commencing July 1, 2013 and must be completed by August 23, 2013.

A pre-bid meeting will take place on Wednesday, June 12, 2013, 10:00am. Interested parties should meet in the North Penn High School Auditorium and be prepared to gather any information required to develop the proposal as specified. All three spaces will be viewed at this time.

1 AFILS requirements

Supply and install the complete Audio Frequency Induction Loop Systems (AFILS) at the following locations and areas:

Full Coverage of North Penn High School Auditorium – Main Floor, under balcony, balcony.

Full Coverage of North Penn High School - Audion

Full Coverage of Educational Service Center – Conference Room A

The AFILS extent of supply shall incorporate all necessary components and works, including but not limited to the following:

AFIL system design including loop layout design;

AFILS drive equipment, ancillary components and mounting accessories;

Appropriate Audio Input systems;

AFILS Loop wire or tape with appropriate fixings or containment and associated feed cables;

AFILS test equipment.

2 Compliance

The AFILS shall comply with:

IEC 60118-4:2006

A Certificate of Conformity to this standard shall be issued for each AFILS in the project.

In addition the system shall comply with:

2010 Americans with Disabilities Act (Section 706)

2012 International Building Code (Section 1108.2)

3 System design

The Contractor shall:

At the earliest opportunity in the project, provide evidence that the background magnetic noise in the areas designated for loop coverage is within the limits defined in the standard, IEC 60118-

4:2006. Where the background magnetic noise exceeds -32dB re: 400mAm

-1

[-22dB for shortterm use/localised applications], the contractor shall not proceed without client approval.

Prior to installation, show that cross-talk between adjacent looped areas (whether part of this contract or not) will, by design, be less than -40dB with normal signal levels.

Prior to installation, provide evidence that the effect of metal within the structure of the building has been adequately assessed and compensated for by loop design and / or appropriate loop driver selection. Where necessary, the effect of metal shall be assessed by site survey and test using trial loops on relevant construction, carried out by a competent test specialist.

Prior to installation, provide calculations to demonstrate that the field strength of the proposed systems will meet the requirements of the standard IEC 60118-4:2006.

4 Audio input

Audio inputs shall provide clear pick up of all wanted audio signals whilst minimising unwanted audio and background noise.

Signal-to-noise improvement is important to provide benefit to the hearing aid user

The input system design shall provide selective amplification of the intended audio signal above the general sound level in the area

Where a sound reinforcement system is installed, a line level feed from the system to the induction loop should be used where this is appropriate, which may include feeds from emergency evacuation systems.

A single boundary microphone mounted on the ceiling is unlikely to provide sufficient rejection of background acoustic noise in most rooms and should not be used unless it can be demonstrated that the system delivers tangible benefit to the hearing impaired.

Input levels shall not be adjustable at the signal source or connection point.

5 AFILS drivers

AFILS drivers shall be provided to amplify input audio signals and to drive the induction loops appropriately. The drivers shall meet the requirements for a type A or type B driver as defined below.

5.1 Area coverage loop driver

Where the horizontal loop area that must be covered is in excess of 6½ feet x 6½ feet, for either a onephase or two-phase (phased array) system:

Each induction loop driver shall have the following characteristics:

‘Current drive’ output

Rated current and voltage capable of driving the designed loop without clipping or distortion of the signal with full power bandwidth up to at least 1.6kHz

Capable of delivering the rated current and voltage into a load with 1kHz sinewave signal for at least 20 seconds continuously without damage to the unit or interruption of the output signal

Frequency response from 80Hz to 6.5kHz

THD+N less than 0.2% at 1kHz sine at full current

Automatic Gain Control (AGC) optimised for speech, with a dynamic range greater than 36dB

Metal loss correction with an adjustable gain slope range of at least 0dB to +3dB per octave

Input facilities of a type and connection suitable for the intended audio inputs to the system.

Where input connections are to exceed 10 feet in length, balanced inputs shall be available.

Balanced microphone inputs shall have phantom power available.

Front panel indication of audio signal activity on the output of the unit and where possible the input

Adjustment of controls for commissioning shall be achievable without exposure of terminals carrying hazardous voltages

Unit must be rack mountable

All AC powered devices shall have passed testing at a Nationally Recognised Testing Laboratory

(NRTL) for safety with reference to the current edition of UL 60065 and any other applicable safety standards.

Where two-phase systems are required, a single unit shall be provided that is capable of driving two separate outputs with a 90° phase shift accurate to ±1° from 100Hz to 5kHz, or two identical drivers shall be provided unless it can be demonstrated in the system design that this is not appropriate. If two

identical drivers are appropriate, in addition to the requirements above, each driver shall have the following characteristics:

Slave input/output socket providing an insert point after the input AGC but before the output drive control

Auxiliary power outlet on rear panel with ±15V dc, 150mA minimum capacity

Front panel indicators to indicate separate fault conditions of overload, overheat and loop error

In a two-phase system, there shall be an independent 90° phase shift unit (to be provided) with the following characteristics:

Derives power from a loop driver dc power outlet

Obtains input signal from one loop driver slave output

Provides separate outputs to both driver slave inputs

Generates a constant 90° phase shift between the outputs.

Accuracy ±1° from 100Hz to 5kHz

6 AFILS loops

Loops connected to the AFILS system shall meet the following requirements:

Be designed and implemented to meet all requirements of section 3 above.

The implementation of the loop design shall take into account the layout and fabric of the building

Appropriate materials for the installation location shall be used (e.g. wire in the floor/ceiling, flat copper tape under floor coverings, or a purpose-designed loop coil inside a counter vertical front)

Loop wire containment shall be of non-metallic construction (to avoid short circuit earth paths parallel with the loop wire). This restriction does not apply to the loop feed wiring between a loop amplifier and the start of the loop itself, which may be installed in metal or non-metal containment.

Where flat copper tape is accepted for use under carpet or other floor coverings, this does not require the use of containment and shall be installed according to the manufacturer’s recommendations and current best practice.

Implementation of the loops shall in general follow best practice

7 AFILS test equipment

7.1 Loop receivers

For each loop location a loop receiver shall be provided for operational staff to check and monitor the performance of the AFILS system. The receiver shall have the following characteristics:

Headphone output and be provided with headphones

Low frequency cut filter

Field strength indicators at 0dB and -6dB (As required by the standard IEC 60118-4:2006)

7.2 Field Strength Meter

If the Client is required to set up, commission or carry out annual maintenance, a field strength meter shall be provided capable of commissioning to the requirements of IEC 60118-4:2006. The meter shall have the following characteristics:

Calibrated reading of 0dB at 400mA/m rms as per IEC 60118-4:2006

True RMS measurement with 125mS time constant

Class 2 meter as defined in IEC 61672-1:2003 (Electroacoustics – Sound level meters)

A-weighted background noise range of at least -42dB to -12dB

Field strength measurement range of at least -22dB to +8dB, with increments of 1dB from -3dB to

+3dB

Frequency band mode with 1/3 octave frequency bands centred on at least 100Hz, 1kHz and

5kHz meeting IEC 61260:1996 and IEC 60118-4:2006

Headphone output for listening to the loop signal

Instructions for setting up an AFILS to IEC 60118-4:2006 by use of the field strength meter

8 Installation

The contractor shall:

Co-ordinate with other relevant contactors and client to ensure that all appropriate audio signals are connected to the induction loop system and transmitted clearly.

Provide appropriate cabling and/ or connection points for system integration.

Wire and connect to all items of equipment in accordance with the manufacturers’ recommendations.

Ensure complete segregation of the ELV wiring system, from any other ELV or LV wiring system.

Provide all necessary equipotential and supplementary earth bonding conductors and connections to each component or item of equipment.

Follow good audio and other relevant practice to ensure that earth bonding and other cable system design does not cause degradation of this or other system performance by allowing interference in inappropriate paths.

Confirm locations of all local power supply requirements and equipment spatial requirements.

All wiring of loops and between equipment locations shall be installed and concealed in appropriate containment.

All wiring, including that inside equipment enclosures or racks, will be of a neat and tidy appearance. Wiring shall be identified at both ends of each cable.

9 Commissioning

The contractor shall:

Include for testing and commissioning of the complete system(s) in accordance with IEC 60118-

4:2006.

Provide a method statement for testing and commissioning. Provide all necessary test equipment to complete the works, all test results to be fully recorded and copies provided with the Operation and Maintenance manuals.

Provide a minimum of 14 days notice of all testing in order that a Client’s representative may have reasonable option to attend and witness tests.

Provide operating instructions for all items of equipment and installed systems. Demonstrate all systems and methods of use to the end user.

Provide “As Installed” drawings and Operation and Maintenance manuals for all AFILS

When carrying out commissioning tests, use a Field Strength measurement tool with a minimum specification as in section 7.2 above.

Issue Certificates of Conformity to IEC 60118-4:2006 that clearly state the results of testing and whether the system performance meets the relevant requirements of the standard.

Where the induction loops are to be installed prior to the drive/amplifier equipment, the loops shall be tested for continuity and for isolation from electrical ground and metal structures/containment. The Client shall have the opportunity to witness these tests which shall be recorded and documented.

10 Training and maintenance

Training and instruction documentation shall be provided that enables operational staff to understand the proper use of the AFILS system and how to ensure that people with hearing aids can make use of the system effectively.

A test and maintenance schedule shall be provided.

Training and instruction documentation shall be provided for operational staff such that they can use and perform regular functional tests on the system(s). This training shall include, but not be limited to, demonstrating the correct use of the test equipment and AFILS drivers provided.
