INTERNATIONAL TELECOMMUNICATION UNION RADIOCOMMUNICATION ADVISORY GROUP Document RAG2001-1/29-E 5 March 2001 English only GENEVA, 12 - 16 MARCH 2001 EUTELSAT REVIEW OF THE WRC/CPM PROCESS Separation of CPM-1 (or any equivalent open meeting) from the CVC meeting The agenda for a future WRC is an issue of treaty level which is decided by the Member States of the Union in the WRC and the Council. The preparatory activity for a WRC within ITU-R is a process of non-treaty level entrusted to a number of working entities of ITU-R (namely the study groups with their working and task groups, the CPM and the SCRPM) which are all open to the participation of both Member States and Sector Members. Also the RA and the RAG, to which certain issues may be referred to in the framework of the conference preparatory activities, are working entities open to the participation of both Member States and Sector Members. It is therefore advisable that the whole process of conference preparation which follows the adoption of the agenda of the next WRC, be maintained within an environment where debates are open to Member States and Sector Members. This open process shall also include: the identification of the structure of the CPM report; the identification of the groups that shall develop work for the various chapters of the CPM report, and have a lead role when appropriate. The CPM-1 meeting that follows immediately a WRC serves this purpose correctly. Other solutions are possible. The role of the CVC meeting held in conjunction with CPM-1 is not clear. Section 5.1 of Resolution ITU-R 1-3 (see Annex 1) does not provide enough indications on the expected outcome of a CVC meeting held just after a WRC and unfortunately the Chairmen and Vice-Chairmen have not the time and the opportunity to consult with the main participants (among the Member States and Sector Members) in the work of the study group they represent, about the conclusions of the WRC which has just finished and may not be in a position to correctly reflect the consolidated views of their study group about the preparatory work for the next WRC. Additionally a number of Chairmen and Vice-Chairmen happen to be freshly appointed by the RA that has just taken place and may not yet have established all the working connections with the members of their study group that their regular consultative duties require. We consider that the CVC meeting shall not address the identification of the structure of the CPM report and of the working structure for the preparation of such report. One single group (e.g. the CPM-1 meeting) open to Member States and Sector Members shall address these issues. Chairmen and Vice-Chairmen shall be invited to attend this meeting. The CVC meeting shall be held after the completion of the CPM-1 and shall focus on issues such as meeting scheduling and other matters pertaining to the organization of the work of the BR secretariat. Annex: 1 D:\612869262.DOC (121988) 31.05.16 31.05.16 -3RAG2001-1/29-E ANNEX 1 Excerpt from Resolution ITU-R 1-3 (Working methods for the Radiocommunication Assembly, the Radiocommunication Study Groups and the Radiocommunication Advisory Group) concerning the meeting of Study Group Chairmen and Vice-Chairmen 5.1 Meetings of Study Group Chairmen and Vice-Chairmen Shortly after the close of each Radiocommunication Assembly and once in each year, the Director shall call a meeting of the Chairmen and Vice-Chairmen. The purpose of the meeting shall be to ensure the most effective coordination of the work of the Study Groups. The Director shall serve as Chairman of this meeting. The meeting shall also consider the status of work in the Study Groups regarding agendas for the next two WRCs and make recommendations accordingly. In addition, the Director may, after consultation with the Chairmen and Vice-Chairmen of the Study Groups, call meetings of Chairmen and Vice-Chairmen at other times to discuss subjects which require urgent consideration. _____________ D:\612869262.DOC (121988) 31.05.16 31.05.16
