It also provides proposals for future FG-FN activities from April 2010. To meet its objectives in its terms of reference, that is, to gather new ideas relevant to Future Networks (FNs) and to identify potential study areas, to describe visions, to identify a timeframe, to identify potential impacts on standards development and to suggest future ITUT study items, FG held eight meetings, many of them as collocated meetings with FN related academic events. By collecting information through these activities, FG developed ‘project description’ deliverable that describes FN related research activities. Based on this information as well as contributions and discussions, FG has developed FN vision deliverable. As FN vision, FG has found new requirements for networks which come from new application areas such as internet of things or smart grid, new social requirements such as environment. FG identified four objectives that will differentiate FNs from conventional networks, that is, service-, data-, environment-, and social and economic awareness. Twelve design goals in order to realize the objectives were identified, that is, service diversity, functional flexibility, virtualization of resources, data access, energy consumption, service universalization, economic incentives, network management, mobility, network optimization, identification, reliability and security, assuming that the target date for prototyping and phased deployment of FNs falls roughly between 2015 and 2020. FG also identified technologies in recent research efforts that are likely to be used as enablers of these design goals. FG has identified three important technology areas, and has started to develop deliverables that describe the issues in details. The first one is network virtualization, a technology that generates logically isolated network partition in networks and enables co-existence of networks of different architecture or different protocols. Second one is energy savings of networks, which will contribute to reduce environmental impact of networks. The third one is identification processes and identifiers, which are the starting point for everything. By doing this activity, FG has found promising areas of today are in interdisciplinary areas between telecommunication and other industries. For example, smart grid is the one with power industry. FNs are the base for these interdisciplinary area activities, so closer collaboration with other industries will be the key for further standardization of FNs. Based on these findings, FG proposes the followings to SG13. OD-72/TD-105 (vision deliverable) is mature enough for publication, and it should be processed for approval procedure of an ITU-T recommendation immediately. Since it will be the baseline recommendation for other FN related recommendations, FG proposes to publish it as a new series recommendation. Other deliverables should be studied further at Future Networks Question (Q.21/13), and some of them should be published as recommendations when they become mature enough. All Questions of SG13 as well as other SGs in ITU-T should review FG deliverables, and start standardization based on them, in particular 12 design goals in vision deliverable. SG13 should pay attention to sustain and expand the relationship with other FN related activities established through FG activities. These activities were difficult to reach in traditional ITU-T activities because currently FN activities are mainly in academics and they are not always interested in standardization and does not submit contribution to ITU-T. FG has learned that it is difficult to invite contributions when an activity is in its pre-standardization phase. Collaboration with other industry SDOs needs to be strengthened, e.g., by exchanging liaisons or by having collocated meetings with their activities because closer collaboration with other industries will be the key for FNs. Scope This report documents the results of ITU-T Focus Group on Future Networks (FGFN), summarizing FG-FN activities since its first meeting in June 2009. It also provides proposals on future FN activities from January 2011. 2. Purpose and Objectives of FG-FN According to the decision by WTSA-08 at Johannesburg, the title of SG13 in the new study period (2009-2012) is “Future Networks including Mobile and NGN” reflecting the importance of “Future Networks” agreed by WTSA -08. It means that the SG13 has a leading role to investigate the issue on Future Networks in the new study period. In particular, a new Question on Future Networks has been approved as Q.21/13. Future Networks have become a part of global agenda through lots of research activities such as IRTF (International), GENI/FIND (US), FP7/FIRE (EU), CNGI (China), AKARI/NwGN (Japan), FIF (Korea) as well as standardization works in ISO/IEC JTC1/SC6. The academic community expressed their strong interest in collaborating with the ITU-T on this subject during the last ITU-T Kaleidoscope event in May 2008. However, it is understood all these activities are in their early stage of investigation. Taking into consideration the importance of global connectivity and interoperability between devices, networks, services and applications, global harmonization between these different activities are extremely important and necessary to build up globally interoperable future ICT infrastructures. ITU-T SG13 envisions that the role of the Focus Group will involve interaction with these various research activities, and familiarize ITU-T and standardization communities with emerging attributes of future networks. Having this in mind, at January 2009 meeting SG13 established the Focus Group to document results that would be helpful for developing Recommendations for future networks. To achieve this objective the Focus Group was mandated to gather new ideas relevant to Future Networks and identify potential study areas on Future Networks, describe visions of the Future Networks, identify a timeframe of Future Networks, identify potential impacts on standards development, and suggest future ITU-T study items and related actions. 3. Key summary of Activities FG-FN was established at January 2009 SG13 meeting under ITU-T A.7 guidelines. Under the chairperson and two vice-chairpersons, it had its first kick-off meeting in June 2009, and eight face-to-face meetings including the kick-off. Since April 2010 SG13 meeting extended the lifetime of FG till the end of 2010, its activity spans 18 month. Since it was very important to collaborate with academics and to study ongoing research activities, the first four FG meeting was held by visiting various future network events in all over the world, i.e., Europe, North America and Asia. Through this activity various information were collected as verbal information as well as written contributions [see contribution list in Appendix 2]. Together with the information collected during the later meetings, this information is summarized in uniform format as project descriptions. Based on this information, contributions and discussions FG focused on developing documents in the latter four meetings. It has developed consolidated vision document and three documents on specific key technology area, network virtualization, identification and energy savings of networks. Assuming that Future Networks are the networks that roughly start to emerge between 2015 to 2020 to satisfy new requirements from new social requirements, new application areas and new implementation technologies, FG identified four candidate objectives (environment, service, data and social-economics) that can differentiate Future Networks from existing ones, and described twelve design goals. Besides the project descriptions and the four documents (consolidated vision and three specific areas) mentioned above, FG has developed t wo documents, report on activities and proposals document (this document) and terminology. These seven documents have been submitted to January 2011 SG13 meeting for consideration. 5.1. FG-FN Management FG was organized as a single entity and did not establish internal groups, e.g., working groups. All the activities were managed by the Chairperson, Mr. Naotaka Morita (NTT, Japan) and two vice-chairpersons, Mr. Hyoung-Jun Kim (ETRI, Korea) and Prof. Alex Galis (UCL, UK). However, because Mr. Morita stepped down, Mr. Takashi Egawa (NEC, Japan) became the acting chairperson at the 3rd Geneva meeting and took over the chairmanship from 4th Tokyo meeting. 5.2. Methodology The FG work required broad survey of academic/industry activities, and broad participation from such activities as well as ITU-T members. To this end FG decided to have four F2F meetings by visiting various research activity events all over the world. The first meeting was with European project FIRE in Lulea, Sweden. The second meeting was with GENI in Salt Lake, USA. The third meeting was with NGN-GSI in Geneva, Switzerland. The fourth was with Future Network Testbed symposium in Tokyo, Japan. From 5th meeting FG decided to spend more effort on completing documents under development, in particular to establish an overall image of Future Networks, and held four meetings without visiting academic events. Figure 1 depicts the timeline for the FG-FN. As described in Figure 1, FG-FN developed these documents in a different way from common methodology in standardization. In common method use cases and scenarios are collected, and in stage 1 requirements are described, in stage 2 architecture, and in stage 3 protocol. But in FG-FN where novel technologies are one of the key drivers of this activity, FG did its discussion and documentation in two ways. One is bottom-up approach in which FG collected the information of future network related activities, identified research areas that may become key enabler/driver of future networks, and developed consolidated vision. The other is top-down approach in which FG tried to describe the vision first by analyzing social requirements. The First FG-FN meeting (OD-01) o Framework of existing research activities in China, Europe, Korea, and Japan were introduced. Framework of other regions’ activities should be taken into account. Further inputs are expected. o Two deliverables were identified to be produced by FG-FN, which are 1) Future Networks: vision, concept, and requirements (Agreed scope and table of contents were in FGFN-OD-05, editors are Myung-Ki Shin, ETRI and Daisuke Matsubara, Hitachi) and 2) framework of network virtualization (title only, editor is Sangjin Jeoung, ETRI). o Based on contributions, initial thoughts on the design of future networks, i.e., concept, key characteristics, and requirements of Future Networks were collected and published in FGFN-OD-06. o Eleven technical inputs were summarized in “project description format,” which are given in FGFN-OD-07. More inputs are expected to formulate specific technology areas. The project description template is given in FG FN-OD-08. o In order to create a useful and convincing Future Network vision, the meeting agreed to review ongoing research activities from specific viewpoints of technology in parallel with concept discussion. o Target time frame of Future Networks to be dealt with by FGFN was clarified. There was common understanding that the estimated target date for prototyping and phased deployment of Future Networks should roughly fall between 2015 and 2020. This estimate is based on two factors: First, the status of cur rent and evolving technologies that would be employed in the experimentation and -9TD1 15 (PLEN/13) development of FNs as presented by contributions to the Focus Group meeting. Second, any novel development that might take place well beyond that estimate is too speculative and is outside the mandate of this focus group. o Working method of FG-FN was agreed, which is given in FGFN-OD-09. o Chairman proposed tentative meeting plan, candidate tasks, and document structure of FGFN. The meeting agreed to follow the proposals, which ar e given in FGFN-OD-11. o A vice chairman, Mr. Hyoung Jun KIM, ETRI Korea, was appointed. Further volunteers for vice chairman are expected. o Chairman was suggested to continue collocation meetings with existing research organizations. o Two draft Recommendations which had been produced by Q.21 were raised for information. Since FGFN agreed to contribute Q.21 work in a comprehensive manner, FGFN believed that Q.21 should wait for FGFN inputs before further advancing the work on two drafts by freezing the editing process. o Liaison statements were produced to reply to incoming liaison queries including ones previously received by SG13 on the matter of FGFN. They are given in FGFN-OD-10. o Thanks to the local supporters, FGFN participants joined FIRE –living lab events in the same week. o The FIRE - FGFN joint meeting was held in the morning of 2 July 2009. Fabrizio Sestini, EC, DG INFSO and Naotaka Morita, chairman of FGFN chaired the meeting. The agenda is given in FGFN-TD-05. Documents are given in FGFN-TD-09. Chairman of FGFN made three presentations and FIRE experts made three presentations. Experts on both sides exchanged their views including mutual possible benefit of collaboration. Although the meeting did not identify any urgent need for ITU-T standardization with regard to FIRE activities, the meeting agreed to continue information exchange and collaboration. The second FG-FN meeting (OD-13) o Participating in and gaining information about the 6th Global Environment for Network Innovations (GENI) Conference (GEC6) thanks to the understanding of the GENI Project Office (GPO). o Clarifying the scope of Future Networks by confirming the target timeframe, clarifying the baseline of the study, and describing the relationship with legacy networks. The agreed text is given in the “vision” document in OD-16. The meeting also agreed to consider materials, which are packed in OD -16, as candidates to be incorporated into the “vision” document. OD -06, which was compiled at the last meeting, also contains candidate materials. Exper ts will discuss the document structure and possible content of the “vision” document via e-mail to settle the issue at the next meeting in January 2010 in Geneva. o Developing the first framework document of a potential new study area, which is on network virtualization, with the definition of terminology, initiation of architectural discussion, and implementation examples. The draft is given in OD-17. o Initiating investigation of two new study areas: identifiers related to Future Networks and their processes, and technologies of energy saving networks. They are given in OD-18 and OD-19, respectively. - 10 TD1 15 (PLEN/13) o Collecting six new project descriptions and relevant forums and organization information, which are given in OD-20 and OD-21. o Reviewing Future Network activities such as the Future Internet Design (FIND) project sponsored by the US National Science Foundation (NSF), emerging virtual network research of the IRTF, EU FP7 Management and Service -aware Networking Architectures (MANA) group, and the ETSI ISG Autonomic/S elfManaging Multi-Service Future Networks (AFI) group. o Nominating a new vice chairman, Professor Alex Galis of University College London (UCL). o Establishing future meeting schedules. The third meeting is 26 -28 January 2010 in Geneva, Switzerland. The fourth meeting is tentatively announced as 29 March – 2 April 2010 in Tokyo, Japan. The third FG-FN meeting (OD-23) o An analysis of various visions was presented as huge step forward in direction of description of motivation and vision in FNVision document, wh ere also new table of content was agreed. o Based on contributions attributes, problem space, and some use cases was explored on network virtualization. Some fundamental questions were raised from network management point of view and the necessity to explore the issue was recognized. o By introducing materials on introduction, capabilities etc., the image of energy savings of networks was clarified. o TDs of a SG13 rapporteur stimulated a discussion on the meaning of clean -slate. It was noted that there are issues that cannot, need not, or virtually impossible to change in future networks, and it was agreed to develop a short list of questions/issues that clarifies the problem, what are the trials in the past and what are the pros and cons of them. o Collecting of one new project descriptions which is given in OD-30. o New vice chairman, Professor Alex Galis of University College London (UCL) attend the meeting. The announcement was made at the SG13 plenary on January 29, 2010. o Established the next meeting schedule. The fourth meeting is in 29 March – 2 April 2010 in Tokyo, Japan. The fourth FG-FN meeting (OD-32) o It was agreed to propose to April SG13 meeting to extend FG lifespan for 12 month, that is, until June 2011, based on the recognition that it is necessary t o review the information collected and to document integrated vision, and to assist ITU-T continue to be a focal point of future network standardization. o Based on the contributions and discussions based on the summary of FGFN mailing list discussions, the meeting understood that candidate concept such as even more dynamic, smart and flexible network management (which can be the justification of network virtualization) and sustainability such as energy savings are emerging as important requirements of telecommunication networks. They were recognized as important candidates for the update of FN vision document, and based on the discussion on other contributions the document was improved. - 11 TD1 15 (PLEN/13) o During the meeting, the definition of network virtualization was revised in order to provide bridge between network virtualization technology and other emerging services, such as cloud computing. Also, uses cases based on mobility perspective were investigated and incorporated into the framework document.By analysing the IP address scheme in mobile environment, a set of requirements for future networks was added to identification document. o Based on contributions, descriptions and categorization of current energy saving technologies for networks, and possible future technologies were added to FNenergy document. o It was agreed to develop terminology document by collecting definitions from other FG-FN documents. o Collected one new project description, MOFI, which is given in OD -41. o It was announced that the Chairman, Mr. Naotaka Morita (NTT, Japan) steps down because of his health problem. The meeting agreed that Mr. Takashi Egawa (NEC, Japan) takes over the chairmanship. o It was agreed to try to have a co-located meeting with FP7 event in June 14-18 in Florence, Italy. Backup is the same time period but in Geneva. The fifth FG-FN meeting (OD-43) o Based on the contributions, the meeting made a major progress of FN vision document. The structure of the document was changed, and was agreed to have a brief ‘objective’ section to show the essence of FN, that is, why we need future networks. Energy awareness, service awareness, contents awareness and incentive awareness was described as the objectives. It was understood that the relationship between this new section and other sections needs f urther investigation and clarification, and will become an important discussion point at the next meeting. o Based on the contributions, revised table of contents, and text for attributes of network virtualization section were added. o It was agreed to divide Introduction section of FNenergy document into Introduction section and Motivation and High Level Requirements section. Capability section was also revised, and the description of capabilities that was used to explain a table has become a explanation of possible capabilities of future networks. o The plan for the future meetings was announced. The next meeting will be on the 1st week of NGN-GSI event, 6-9 September in Geneva. The sixth FG-FN meeting (OD-51) o The meeting made a major progress of FNvision docume nt, and the text is becoming in a good shape. Based on the document structure agreed at the previous meeting, major enhancement was made on almost all the sections thanks to 19 contributions. To stabilize the document by clarifying e.g., missing, insufficient, inappropriate items will be the important discussion point at the next meeting. o Various sections, in particular problem space section and attributes section of FNvirt document was enhanced. - 12 TD1 15 (PLEN/13) o Various energy savings technologies including wireless techn ologies were added to FNenergy document. A figure that describes an overall conceptual management/control flow of energy savings technology was proposed and discussed. The basic idea of the figure was welcomed, but since it would be a very important figure and the meeting failed to reach clear consensus on its details, it was added to the document as a living list item. This will become a major discussion point in future meetings. o A project description was generated. o Joint meeting with Focus Group on Cloud Computing (FG-Cloud) was held, and the areas and methods for future collaboration were discussed. It was recognized that there were areas, e.g., virtualization, that both FGs have strong interests. However, since both FGs have severe time limitations, it w as agreed not to establish special collaboration groups or procedures, but to collaborate by exchanging liaisons. The seventh FG-FN meeting (OD-60) o The meeting made a major progress of FNvision document, and the text is becoming in a good shape. By using the several review results of the previous meeting output, major enhancement was made on almost all the sections thanks to 15 contributions. Finalizing the document by clarifying e.g., missing, insufficient, inappropriate items will be the important discuss ion point at the next meeting. o Various sections, in particular problem space, attributes and applicability section of FNvirt document was enhanced. o Various energy savings technologies including wireless technologies were added to FNenergy document. An updated figure with its explanation that describes an overall conceptual management/control flow of energy savings technology, an item added as a living list at the previous meeting, was added in the main body. o Basic direction of the final FG FN activities report to SG13 was presented. Finalization will be done until end of Dec. 2010. The eighth FG-FN meeting (OD-68) o After intensive discussion and hard work, the meeting has completed FNvision document. In FG-FN activity report, FG proposes SG13 to start immediately its approval process as a new ITU-T recommendation, assigning a new series number because it will be a baseline recommendation for other FN related recommendations. o Descriptions on control framework of Logically Isolated Network Partition (LINP), some definitions, and a test-bed use-case were added to FNvirt document. Many editorial changes in particular introduction section was also made to the document. o Various editorial clarifications were made on FNenergy document. One of them is the terminology. The meeting agreed to use the term ‘energy savings’, not ‘electric power savings’ in this document. The meeting also agreed to call energy saving technology’s three level as device, equipment, and network level. o Project description deliverables and terminology deliverables were updated by using the information developed between 5th and 8th meetings. - 13 TD1 15 (PLEN/13) o A report that describes all FG-FN activities from its beginning and its concluding proposals was developed and was submitted to January SG13 meeting. In addition intensive discussion was held on the mailing list of FG ( fgfn@list.itu.int ). 5.4. Accomplishments 5.4.1. Diversity of Participants The FG attracted a number of FN experts from various researchers in communications sectors and engaged with a worldwide array of FN forums. FG also visited various activities and collected information. The work resulted in establishing productive and continuing collaboration with various. As for the research activities FG collected information from European, US, Brazil, China, Japan, Korean activities. FG also established relationship with SDOs, ISO/IEC JTC1/SC6 and ETSI/ISG AFI. In particular JTC1/SC6 regularly participated in our activity. These relationships, many of which have not previously been involved with ITU-T, proved invaluable in progressing the FN work and established new relationships for ITU-T’s FN standardization work. Refer to Appendix I for participation diversity. 5.4.2. Key findings By visiting various academic events all over the world that relate to future networks, the FG succeeded directly to observe their activity and to exchange opinions and views on future networks with researchers active in this community. Thanks to these activities as well as the contributions and discussions at FG meetings, we found that the followings. As for the overall vision of FNs, FG has found new requirements for networks that arises from new social requirements (e.g., environment), new application areas (e.g., internet of things, cloud, smart grid), new implementation technologies. These new requirements are stimulating research activities, and they are expected to result in networks of new architecture in 2015-2020 as prototyping or phased deployment. These networks should be called Future Networks. FG has identified following four objectives of FNs as those that are not considered or not sufficiently satisfied in current networks, that is, environmental awareness, service awareness, data awareness, and social and economic awareness. These objectives will clearly differentiate FNs and motivate their development and investigation. Based on these findings, FG has identified design goals in twelve areas, i.e., service diversity, functional flexibility, virtualization of resources, data access, energy consumption, service universalization, economic incentives, network management, mobility, network optimization, identification, reliability and security, FG has identified three important technology areas, and has started to develop deliverables that describe the issues in details. One is network virtualization, a technology that generates logically isolated network partition in networks and enables co-existence of networks of different architecture or different protocols, which will contribute to realize even more diversified services, to easier - 14 TD1 15 (PLEN/13) network management, and to flexible functionalities by allowing small start of experimental services. The other is energy savings of networks, which will contribute to reduce environmental impact as well as avoiding power consumption (and resulting heat, etc.) to become the limitation for network operation. The third one is identification processes and identifiers. Identifiers themselves are not new, but they are the starting point for everything, in particular for better mobility and for data access. There are other important areas as described in objectives or design goals, but FG focused on to these three areas considering its limited time and resources. By doing this activity, FG has found that promising areas of today are in interdisciplinary areas between ICT and other industries. Cloud: computing is the one between computing industry, smart grid is between power industry, and IoT is between various industries such as health or vehicles. FNs need to be the base for these interdisciplinary area activities. Closer collaboration with the other industries will therefore the key for further study of FNs. 5.4.3. Focus Group Deliverable Reports As described in 5.2 Methodology section, FG has developed six deliverables. One is a deliverable that describes consolidated vision of FNs. This is supported by three deliverables that describes specific technology areas. There are two more documents. One is terminology on FNs, and the other is project description. A summary of the FG-FN deliverables are shown in Table 1. Proposals on future activities FG has completed to develop a deliverable that describes the consolidated vision on FNs, that is, high-level objectives and 12 design goals of FNs. This deliverable is the starting point of FN standardization in SG13 and other SGs in ITU -T, but because of the limited resources, this activity is still in its initial stage. Based on this recognition, FG proposes the followings. 1. FG deliverables should be treated as follows. - 16 TD1 15 (PLEN/13) 1. All the deliverables and this report should be publicized at FG-FN web site. 2. OD-72/TD-105 (WP5/13) (vision document) should be processed for approval procedure of an ITU-T recommendation immediately. Since it will be the baseline recommendation for other FN related recommendations, FG proposes to publish it as a new series recommendation. 3. OD-73/TD-101 (WP5/13) (network virtualization), OD-74/TD-103 (WP5/13) (energy savings) and OD-39/TD-102 (WP5/13) (identification) should be studied further at Q.21/13, and should be published as recommendations when they become mature. 4. OD-75/TD-182 (GEN/13) (terminology) should be maintained at Q.21/13, and should be published as a recommendation when its volume reaches the level that effectively guides readers of FN related recommendations. 5. OD-76/TD-105 (WP5/13) (project description) should be maintained at Q.21/13, and should regularly be published as a supplement of the vision recommendation. 2. To start FN standardization based on FG deliverables, in particular 12 design goals in vision document. FG requests All Questions of SG13 as well as other SGs in ITU-T to review FG deliverables, and to identify work items appropriate for their groups. As stated, vision deliverable has identified 12 design goals. These design goals mainly describes the architecture related issues, so many of them primarily relates to SG13. However, it is obvious that there are other important issues that require the expertise of other SGs. The resource of Future Network Question (Q.21/13) is very limited. FG believes the support from other Questions of SG13 and other SGs is the key for further study. 3. SG13 to sustain and expand the relationship with other FN related activities. FG has learned there are many FN related activities outside of ITU -T by academics and by SDOs, through its visit to them. The relationship with them needs to be sustained for future FN standardization activities. These activities were difficult to reach by traditional ITU-T activities. Current FN related activities are mainly in academics, and many of them are not always interested in standardization activities because their primary target is research. FG learned that contribution-based approach does not always work to initiate a survey about new areas. Technology watch is a TSAG-level survey to overcome this difficulty, but such activities also seem necessary at SG level to sustain and expand the relationship with ITU-T and activities in new areas. 4. Collaboration with other industry SDOs needs to be strengthened. As stated in key findings (section 5 4.2), FG has found that FNs needs to be a base for interdisciplinary area activities between telecommunication industries and other industries. One of the difficulties FG faced was that FG participants were experts of networking technologies and did not have detailed knowledge to specify design goals from other industry-related issues such as smart grid, cloud computing or IoT. It is - 17 TD1 15 (PLEN/13) therefore necessary to have closer collaboration with other industry SDO activities more than exchanging liaisons. 7. Conclusions The FG-FN has developed a deliverable that describes the consolidated vision on FNs and relevant deliverables. These deliverables, in particular vision deliverable will be the starting point of future standardization activities in SG13 and other SGs of ITU-T. 8.
