Key aspects:
u Addressing space: need to be able to “call” into a crisis
area as well as to “call” out of it
u Broadcasting: the people affected by a crisis may find
receive -only broadcast information very useful
u Interoperability of emergency services telecomms
systems is preferable to interworking
u Emergency services organizations should be free to
apply their core competencies: telecomms experts
should support them by supplying their expertise
