' .WHEREAS, Texas has had a strong and healthy business climate as a result of the historic partnership between the public and private sector; and WHEREAS, the increasingly competitive national and international markets are forcing a major reorganization of the Texas economy; and WHEREAS, this restructuring will inevitably result in obsolescence of workers' skills, industrial technologies, a n d business practices; and . WHEREAS, the State of Texas recognizes the need to develop the capability to respond immediately t o unexpected dislocation and to assist businesses, workers, and communities in planning for long-term readjustment and economic diversification; , the authority vested in me,.do hereby create NOW, THEREFORE, I, Mark white, Governpr of ~ e x h under and establish the Texas Rapid Response Team, hereafter referred t o as the TEAM. The TEAM will consist of representatives appointed by each of the following agencies with major responsibilities for education, job training, employment services, and economic development: (a) the Texas Department of Community Affairs; ib) . , the Texas Emolovment Commission: (c) the Texh ~ d u i a i o aAgency; (d) the Texas Economic Develooment Commissi~n: . (e) the Texas Department of ~ k a ,Resources. n ' Coordination of the TEAM will reside in the governor's Division of Economic Development. Meetings of the TEAM will be called by the director of the governor's Division of Economic Development as needed. The governor's Task Force on the Advancement of Labor-Management Relations will serve in an advisory capacity to the TEAM. ' The TEAM is charged with the following responsibilities: (a) to develop the state's capability to immediately respond to unexpected .dislocation; and (b) to coordinate existing services and' resources at the local, state, and federal level; and (c) to offer technical assistance such as exploring refinancing options and market expansions to assist distre* businesses; and (d) to minimize the economic, social, and personal costs that accompany major layoffs or plant closings; and (e) to preserve jobs where possible, to retrain workers; and (f) to help communities in planning for economic diversification and identifying potential business expansions. All agencies of state and local governments are directed t o cooperate with and assists the Texas Rapid Response Team. WHEREAS, youth unemployment rates continue at more than.twice the national average; and WHEREAS, the State of Texas is committed to serving our youdg people by preparing them with the knowledge and skills, and providing the opportunities t o enter the work force as productive citizens; and WHEREAS, the economy of Texas is healthy a i d growing, and the business and industrial community of our state has a continuing need for qualified workers; and WHEREAS, young citizens who are systematically excluded from economic participation and meaningful work experience become a tragic waste of resources and a costly burden to our society; and WHEREAS, the quality of life of the citizens of Texas is enhanced by the preservation, conservation, and development of our natural and historic resources; and WHEREAS, I have designated the Texas Educational Foundation t o be the administrative entity to operate the Texas Conservation Corps; and WHEREAS, I have appointed the Texas Conservation Corps Advisory Board composed of representatives of business and industry, state agencies, and environmentalgroups who serve at the pleasure of the governor, without compensation or reimbursement of expenses, to provide policy guidance and private sector support for the program; I@ .TqxRw:3156 August 20, I985 Texas Rqidter * . t ,- NOW, THEREFORE, 1, Mark White, Governor of the State of Texas, do hereby establish the Texas Conservation Corps, as a governor's Model Youth Program. The Texas Conservation Corps is hereby charged with, but not limited M, the following functions and responsiilities: (1) to protridd a work/education program that will prepare young men and women 18-21 years of age for entry into the work force; (2) to provide the business and industrial community of Texas with a pool of workers who have proven abilitySandwho have good work habits and attitudes; (3) to conserve, preserve, and develop the natural and historical resources of our state, both public and private; (4) to assist in establishing local community service and/or conservation corps programs; (5) to assist governmental and other disaster relief organizations in responding to natural disasters and other emergencies. The Texas conservation Corps shall be funded primarily from appropriate federal funds, private sector funds, available state resources such as surplus property. and any fee for service contracts which it may negotiate with public or private entities. All state agencies, boards, and commissions are hereby directed to assist fully the Texas Conservation Corps and its administrative entity in carrying out its responsibilities. That, for the purposes set forth previously, the state ceiling for the State of Texas for calendar year 1985 is hereby revised to be $1.18 billion. Section 2. That this droclamatian shall supercede Proclamation 41-1908 issued by me on January 18, 1985. Section 3. That the revision set forth in Section 1 hereof shall be deemed to be effective on the date hereof in accordance with the provisions of Executivq Order MW-25A and the resolution of the Board of Directors of the Texas Housing Agency adopted on July 11, 1985.
