Dear Sir/Madam,

At the request of the Chairman of the Telecommunication Standardization Advisory Group
(TSAG), I have the honour to inform you that this Group, which will meet from 26 to 30 November
2001, intends to apply the procedure described in Resolution 1, Section 9, of WTSA (Montreal,
2000) for the approval of draft revised Recommendation A.5 and of draft revised Annex A to
Recommendation A.23.

The summaries and locations of the draft revised ITU-T Recommendation A.5 and draft
revised Annex A to ITU-T Recommendation A.23 proposed for approval will be found in Annex 1.

Any ITU Member State, Sector Member or Associate aware of a patent held by itself or
others which may fully or partly cover elements of the draft Recommendations proposed for
approval is requested to disclose such information to TSB, in accordance with TSB patent policy
(see Appendix III to WTSA Resolution 1 (Montreal, 2000)).
Available patent information can be accessed on-line via the ITU-T website.

Having regard to the provisions of Resolution 1, Section 9, I should be grateful if you
would inform me by 2400 hours UTC on 14 November 2001 whether your Administration assigns
authority to the Telecommunication Standardization Advisory Group that this draft revised
Recommendation and draft revised Annex should be considered for approval at the
Telecommunication Standardization Advisory Group meeting.
Should any Member States be of the opinion that consideration for approval should not
proceed, they should advise their reasons for disapproving and indicate the possible changes that
would facilitate further consideration and approval of the draft revised Recommendation and draft
revised Annex.

If 70% or more of the replies from Member States support consideration for approval of
these draft revised Recommendation and Annex at the Telecommunication Standardization
Advisory Group meeting, one Plenary session will be devoted on 30 November 2001 to apply the
approval procedure.
I accordingly invite your Administration to send a representative to the meeting. The
Administrations of Member States of the Union are invited to supply the name of the head of
their delegation. If your Administration wishes to be represented at the meeting by a recognized
operating agency, a scientific or industrial organization or another entity dealing with
telecommunication matters, the Director should be duly informed, in accordance with Article 19,
No. 239, of the ITU Convention.

The agenda, registration form and all relevant information concerning the
Telecommunication Standardization Advisory Group meeting will be available from Collectiveletter 2/TSAG.

After the meeting, the Director of TSB will notify, in a circular, the decision taken on these
Recommendations. This information will also be published in the ITU Operational Bulletin.

Draft revised Recommendation A.5 – Generic procedures for including
references to documents of other organizations in ITU-T Recommendations
Summary
This Recommendation provides generic procedures for referencing the documents of other
organizations in ITU-T Recommendations. Also included is the format for documenting a study
group decision with respect to making the reference.

Draft revised Annex A to Recommendation A.23 – Guide for ITU-T
and ISO/IEC JTC 1 Cooperation
Summary
This Annex to Recommendation A.23 contains a set of procedures for cooperation between ITU-T
and ISO/IEC JTC 1 and rules for presentation of common text of ITU-T Recommendations
International Standards. This revision reflects changes in procedures of the two organizations that
have been adopted since approval of Recommendation A.23 (Geneva, 1996). All the underlying
principles for cooperation have remained unchanged.
