implementation of time “T”

Background
This contribution presents the results of the two questionnaires sent out by the TSB concerning the
implementation of the capabilities as defined in Recommendation E.164. This Recommendation
states that all networks should have the capability of handling international telephone numbers up to
a maximum length of 15 digits and be capable of analyzing up to 7-digits. Previously, the maximum
digit length was 12 digits with the digit analysis of up to 5-digits only.
Details on the announcement of Time T, on the need for this change, and the impact and demands
on both existing and future networks were distributed in TSB Circulars Nos. 128 of 28 February
1995 and 14 of 12 December 1996.
In TSB Circular 52 of 23 June 1997, the ITU asked all national Administrations of Member States
of the Union for assistance in completing a questionnaire regarding conformance with the above
changes. The ITU received less than 65 replies on that occasion so therefore ITU-T Study Group 2
agreed to send out an improved second questionnaire.

In a second TSB Circular 196 of 11 June 1999, all national Administrations of Member States of the
Union were asked to assist in completing a questionnaire regarding conformance with the above
changes. This time the TSB received about 200 replies. The replies are summarised in the attached
list (Annex 1).

Summary
The analysis of these responses shows that over 96% of the Member States and networks have
implemented the capabilities as defined in Recommendation E.164 and the other 4% of the
Members intent to implement the capabilities within the next few years.
The results of the analysis will also be published in an ITU-T Operational Bulletin and reflects the
worldwide implementation of ITU-T Recommendation E.164 with respect to maximum digit length
and digit analysis capability is concerned.

1) 10% of local carrier do not allow subscribers to dial up to 15 digits.
2) It is not envisage in the short term to analyse the first seven digits of the international number. This
case has not presented itself.
3) The capability to analyse the first 7 digits will be implemented shortly.
4) The capability to analyse the first 7 digits could be implemented when all correspondents furnish us
the detail of their numbering plan.
5) For IVPN, the n(s)n is up to 14 digits.
6) In Turkish telecommunication networks, PSTN, international exchanges and most of the digital
exchanges have the capability of handling international numbers up to maximum length of 15 digits
and have the capability of analysing the first 7 digits of international numbers. But some rural
exchanges and electromechanical exchanges do not have this capability.
7) Regarding the end to end call, concerning the capability to analyse 7 digits, it depends on the
capability of the origination network.
8) For a few exception, the n(s)n = 9 digits.
