2403.5 - Integration With Other Resources.
Wildlife Management - Aspen is considered to be a noncommercial timber species under the
Land Management Plan signed in 1985. Aspen treatment objectives for this decade are primarily
for benefiting wildlife habitat and to provide fuel for home heating.
Aspen is a dynamic species because it can be both serial and climax in various situations.
Encroachment of conifers in pure aspen stands and aspen encroachment in harvested conifer
stands is a common occurrence. The Caribou-Targhee's objective is to maintain a balance of
diversity between the conifer and aspen components. Aspen types identified for improvement
and maintenance will be managed in accordance with Appendix M of the Land Management
Plan.
All aspen treatments must be evaluated in compliance with the NEPA regulations. Silvicultural
Prescriptions prepared for stands treated. The TMIS system shall be used to record, map, and
track aspen stands and treatments.
Wildlife Management should develop aspen habitat improvement projects in accordance with the
Land Management Plan and request assistance from Timber Management through the budget
process for support. Timber Management should provide specialist input including Certified
Silviculturist services as requested.
2404.2 - Designation of Authority to Sell and Dispose of Timber.
The Forest Supervisor will designate the Contracting Officer for each individual timber sale
contract by name for all sales, which exceed the authority delegated to District Rangers. In
absence of an individual name designation, the Branch Chief for Timber Management and Fire
or the Assistant Branch Chief for Timber Management is designated as Contracting Officer for
the Forest Supervisor. This includes all authority delegated by the Regional Forester to the
Forest Supervisor to permit timber use, as included in R-4 Supplement 2400-97-1. He will
execute approval over the title of Contracting Officer for all Forest Supervisor sales. In his
absence, the Forest Supervisor will execute timber sale contracts, bonds, and related documents.
The Forest Supervisor shall sign over the title of Contracting Officer.
The Contract Disputes Act of 1978 (PL 95-563) defines Contracting Officer as "any person who,
by appointment in accordance with applicable regulations, has the authority to enter into and
administer contracts and make determinations and finding with respect thereto."
District Rangers are authorized to permit timber use under 36 CFR 223.1, as shown in this
supplement Section 2404.28. Under PL 95-563, District Rangers become Contracting Officers
for all contracts which permit timber use and shall sign over the title of Contracting Officer.

District Rangers to whom authority to permit timber use has been delegated and the Forest
Timber Sale Contracting Officer may designate individual staff members or other qualified
individuals as Contracting Officers for timber sale contracts if the individual staff member has
completed all requirements prescribed by R-4 for Timber Sale Contracting Officer. Such
designation shall carry full authority to act on all provisions relative to the contract. Your
authorities and responsibilities do not include:
1. Settling claims or disputes which another Federal agency is specifically authorized to
administer;
2. Settling claims or disputes involving fraud;
3. Termination of the contract under provision C-CT 8.2 Termination;
4. Actions prohibited by legislation or by policy included in the Forest Service Manual.
Delegation of authority to an individual or individuals as Contracting Officer must be done in
writing; this may be done as shown in Exhibit #1.

1. Emergency sale authorization is not delegated to Rangers.
2. Sales of any competitive products will be advertised.
3. Any one transaction.
4. Free use to all individuals is limited to $20 total value in any one fiscal year.
5. Schedule showing delegated authority for permitting timber use for
commercial timber sales under 36 CFR 223.1 is 2000 MBF for each District Ranger. This 2000
MBF is for any single timber sale. Each District Ranger is also granted the authority to; combine
several sales ranging from minimum permit size to the maximum size authorized (2000 MBF)
within one Environmental Analysis document covering a span of up to five years. No individual
sale within this multi-year document may exceed the individual authority of the District Ranger
involved.
