1236.42 - Forest Staff Officers
Staff Officer must designate an acting with the necessary authority to fully act for them in their
absence.
The designation shall be verbal for absences up to 8 hours and written when the absence is
expected to exceed 8 hours. Written authorities must contain any reservations placed upon the
acting.
1236.43 - National Forest Signing Authorities.
Specific policy concerning the signing of correspondence and other documents in the
Supervisor's Office and on Ranger Districts is as follows:
1. Internal Correspondence and External Correspondence. All internal or external
correspondence, except as delegated herein, shall be signed by the unit head or designated acting.
Specific examples include:
a. Documents or letters establishing new policy, changing the existing policy, or
interpreting controversial policy.
b. Letters involving funding, targets adjustments, or budgetary decisions.
c. Transmittal and follow-up letters for management, program, or activity reviews.
d. Correspondence related to Congressional inquires. District will refer
Congressional inquires to the S.O., with acknowledgment to the Congressional Office
involved.
e. Letters of charges, decisions, and reprimands to employees under the Forest
Supervisor's employment authority.
f. Correspondence concerning important policy, key relationships, special situations,
or that may have repercussions.
g. Environmental impact statements, environmental analysis reports, and letters of
transmittal for EIS's and EA's.
h. Correspondence which involves functional activities on which specific procedures
or policy have not been established for coordination.

l. Approval or proposal of issues, opportunities and concerns for environmental
assessments.
m. Approval or proposal of unit objectives.
n. Requests for reports or replies requiring compilation of data, field work, or other
impacts.
o. Attainment reports or other reports reflecting unit accomplishment or standing,
and letters of transmittal.
p. Accident reports and letters of transmittal.
q. Letters transmitting inspection reports to permittees, notification of permit
compliance, deficiencies, proposed actions, breach, agreements on actions, or other
significant permit administrative items.
r. Letters initiating fee reviews, 5-year reappraisals, changes in fees, or late fee
payments.
s. Special use or similar permits, applications, waivers, and operating plans.
t. Timber appraisals.
u. Fire reports and law enforcement reports.
v. Grazing permits, applications, waivers, and related plans.
w. Administrative approval of plan and specifications packages and engineering
reports for force account, contract, or permittee construction.
2. Acting Forest Supervisor, Acting District Ranger, or Acting Branch Chief Signature
Authority. During the absence of the unit head (e.g. leave) the designated "Acting" must sign
over the Forest Supervisor's, District Ranger's, or Branch Chief's name and title, unless the
position is vacant, in which case the Acting shall sign over the title "Acting Branch Chief" as
applicable.

The "Acting" title must be used in certain other situations where authority is specifically
delegated, as outlined under Special Signing Authorities.
3. Branch Chiefs, Forest Engineer, Forest Planner, and Administrative Officer. Branch
Chiefs have authority to sign over the title of "Branch Chief" (resource branches), "Forest
Engineer", "Forest Planner", or "Administrative Officer" as appropriate, for functional
correspondence and special or recurrent reports to other Federal agencies, State and County
governments, the Regional Office, other Branch Chiefs, and private parties.
Branch Chiefs shall also sign over their name and title when their personal identification
as the Forest "expert" or "contact" is appropriate to the context of the subject, or where a need
exists to maintain key personal contacts or working relationships.
District Rangers shall designate those principal staff members whom they wish to
function in this fashion.
4. - Other Singing Authorities. The title "Contracting Officer" shall be used by duly
appointed contracting officers in signing contract and subsequent correspondence after award of
contract. The title of "Contracting Officer's Representative:" shall be used only by those so
designated.
Routine correspondence within or outside the Forest Service pertaining to personnel
management or manpower development shall be signed by the Personnel Officer or Manpower
Development Officer.
Routine correspondence with vendors, District Rangers, or the Regional Office, in
connection with small purchases, etc., must be signed by the Contracting Officer or Purchasing
Agent.
Routine correspondence to the District Rangers or Regional Office dealing with
accounting or budgeting must be signed by the Budget and Accounting Officer.
All professional specialists and project staff shall sign over their own titles on internal
correspondence dealing with their technical specialties when the addressee is their work
supervisor. When the addressee is other than the work supervisor, the correspondence must be
addressed to the unit head "through" the District Ranger or Forest Supervisor, as appropriate.
This does not include the establishment or interpretation of policies, budgetary matters, or
personnel matters.
PIO's and the Forest Information Receptionist shall sign over their name and title when
responding to inquiries or requests for general Forest information, price schedules, map sales,
etc. District Rangers shall designate those on their staff whom they wish to function in this
fashion.

Branch Chiefs, the Forest Engineer, the Forest Planner, District Rangers, and the
Administrative Officer are also authorized to sign Overtime Request and Authorization, Form
6100-30, to approve overtime for their employees. This authority shall be redelegated to a
designated acting. The Administrative Officer has authority to sign for the Forest Supervisor
over the title "Acting Forest Supervisor", the following:
a. Operator's Identification Cards, OF-346.
b. Travel Vouchers for Rangers and Branch Chiefs.
c. Recommendations for changes in imprest funds (SF-1191).
d. General and Special Travel Authorizations and amendments thereto.
5. - Correspondence Procedures. For all correspondence, the author must sign his or her
last name and date in the lower left hand corner of the yellow file copy. Other staff or Branch
Chiefs (or acting) endorsements shall be indicated in a similar fashion.
Correspondence shall not by-pass an organizational level between the originating staff
person and the unit head. When the subject is multi-functional, or impacts or affects the
responsibilities of another branch, the affected Branch Chief must also endorse the file copy
prior to its submission for signature.
After the original is signed, the yellow file copy, reading file, extra copies, etc., must be
signature stamped.
The practice of making "personal" file copies shall be avoided. In a few cases it is
necessary or desirable to make extra copies of correspondence for individuals, but this
occurrence is rare.
1236.51 - District Rangers
*-This supplement is to clarify the Forest policy concerning the relationship between crews or
individuals working out of the Supervisor's Office and the District Rangers.
Regardless of the origin of personnel doing the work on a Ranger District, the District Ranger is
responsible for the execution of all land management and general administration activities.
Work performed by centralized crews shall only be done in accordance with the plans approved
by the District Ranger. These plans are in the form of multiple use survey reports, Project Work
Plans, form 1900-4, and/or formal contracts.

Supervisor's Office personnel have no authority to deviate from approved plans without
clearance from the District Ranger.
The special relationships which exist between the District Ranger and road construction
inspectors are as follows:
1. Timber Purchaser Roads. The designated engineer on timber purchaser roads is
operating in the same capacity as the timber sales administrator. He is responsible to the District
Ranger to see that the work is done in accordance with the specifications of the timber Ranger.
He shall also work closely with the Forest Engineer on all items concerning technical
engineering problems. Inspectors on these projects shall be working directly for the construction
engineer and must work through him on any technical engineering questions.
2. Contracted Roads. The Inspector on contract roads is answerable to the Contracting
Officer's Representative. No changes can be made without the approval of the Contracting
Officer's Representative and the Contracting Officer. Supervisor's Office personnel are required
to keep the District Rangers completely informed of their activities while on the District. This
includes letting the District Ranger know, as far in advance as possible, of the job, and exactly
what will be done.
