5192 - FINANCING
Forest Supervisors must submit a written request to the Regional Forester for Forest Fire
Severity Authorization. Include in this request supporting documentation described in FSM
5192.25.
Forest Supervisors are responsible for updating their Fire Management Plan annually by June 1.
The Fire and Aviation Management Organization and Financial Plan (FS-5100-2) is a part of the
Fire Management Plan. The Forest Fire Management organization and planned expenditures are
displayed on the FS-5100-2. The FS-5100-2 is the basis for seasonal severity requests.
A revision or update in allocation of funds to the Forest will require the Forest to submit a
revised FS-5100-2 if the final allocation differs form the initial advice.
Development of the Forest FS-5100-2 is based on the National Fire Management Analysis
system (NFMAS) most efficient level (MEL), and current fiscal year funding.
