Broadcasting services
Introduction
The meetings of Working Parties were foreseen in the programme of the Radiocommunication
Study Groups by the meeting of Study Group Chairmen and Vice-Chairmen held on 6 and
8 June 2000. Task Group 6/7 was established during the meeting of Study Group 6 of
26 October 2000 (see Administrative Circular CACE/196). The allocation of Questions assigned to
Study Group 6 is listed in Annex 1.

Date and place of the meetings
The meetings will take place in the ITU Headquarters, Geneva. Services directly connected with
meeting activities, such as delegate registration, document distribution, etc., will be located in the
vicinity of the meeting rooms. Registration will commence at 08:30 hours on the opening day. The

Circular CACE/220.

Programme of meetings
In accordance with Resolution ITU-R 1-3, the Working Parties and Task Group study assigned
ITU-R Questions and will prepare draft ITU-R Recommendations, progress reports and other texts
for consideration by Study Group 6. Preliminary draft agendas for the above-mentioned meetings
are contained in Annex 2.
3.1
Preparation of draft new or revised Recommendations to be adopted according to
§ 10.2.2 of Resolution ITU-R 1-3
Draft new or revised Recommendations prepared during the meetings of Working Parties 6D, 6E,
6M, 6P, 6Q, 6R, 6S and Task Group 6/7 held immediately prior to the Study Group, will be
submitted to the Study Group. Immediately after the Study Group meeting, these draft
Recommendations will be circulated for consideration to all administrations and other organizations
participating in the work of Study Group 6 (§ 10.2.2.3). The Study Group consideration period shall
extend for at least two months following the circulation of the draft Recommendations and shall end
after the texts of the draft Recommendations have been available in the working languages for at
least four weeks. If no objections from Members are received in the Study Group consideration
period, the procedure of approval (§ 10.3) will be initiated.
Should any unresolved objection from Members remain, the text will either be submitted to the next
Radiocommunication Assembly or, if appropriate, referred back to the relevant Study
Group/Working Party/Task Group for further study.
If, at its meeting, a Study Group decides that a draft Recommendation resulting from the study of a
Question identified as suitable for the Alternative Approval Procedure (AAP) has no policy or
regulatory implications, the approval process of Resolution ITU-R 45 may be applied. In such a
case, the draft Recommendation should be considered for adoption using the consultation procedure
described above. Once adopted by this procedure, such a Recommendation shall then be considered
approved in accordance with Resolution ITU-R 45.

Working language
The Working Parties and Task Group conduct their work in English.

Contributions
Contributions in response to the work of the Working Parties and Task Groups are invited. These
will be processed according to the provisions laid down in Resolution ITU-R 1-3. One copy of each
contribution should be sent to the Secretariat, Radiocommunication Bureau for processing.
Contributions should also be sent to the Chairmen of the relevant Working Party or Task Groups
and to the Chairmen and Vice-Chairmen of Study Group 6. The pertinent addresses can be found in
Annex 3 to this circular. Participants are encouraged to submit contributions by electronic mail to:

Documents received up to six weeks in advance of the meeting are dispatched, as far as possible,
before the meeting in their original language. Later contributions, received up to seven days in
advance of the meeting, are made available at the opening of the meeting in the original working
language and, if possible, in English. The Secretariat cannot guarantee that documents received after
the seven-day limit can be made available for the opening of the meeting. Submissions later than
12:00 hours on the working day preceding the opening of the meeting are not accepted. Resolution
ITU R 1-3 provides that contributions which are not available to participants at the opening of the
meeting shall not be considered.

Visa requirements
We would remind you that citizens of some countries are required to obtain a visa in order to enter
and spend any time in Switzerland. The visa must be requested and obtained from the office
(embassy or consulate) representing Switzerland in your country or, if there is no such office in
your country, from the one that is closest to the country of departure. If problems are encountered,
the Union can, at the official request of the administration or company you represent, approach the
competent Swiss authorities in order to facilitate delivery of the visa. Any such request must specify
the name and functions of the individual(s) for whom the visa(s) is/are requested and be
accompanied by a copy of the approved registration form approved for the ITU conference or
meeting in question.

The intended participation of your representative(s) should be advised not later than one month
before the opening of the meeting, by means of the annexed form (Annex4) (to be photocopied as
required). For hotel accommodation see Administrative Circular CA/87 dated 6 September 2000.
