Jerzy Kubasik received Ph.D. degree in telecommunications from the Poznan University of Technology (PUT) in 1988. In 1980 he joined the Institute of Electronics and Telecommunications at the PUT, where he currently is an Assistant Professor. He is engaged in research and teaching in the areas of telecommunication switching, teletraffic theory, tariffs and telecommunication policy. He has served as a consultant to OECD and to the industry and government agencies in Poland (incl. Ministry of Telecommunications, Anti-Monopoly Office, TP S.A., Netia, Dialog, NOM, Tele2) and abroad. He is co-author of several books and also author or co-author of dozens publications and unpublished reports. He has participaed or coordinated several research projects financed by the European Union. Currently he is a member of the Program Committee of the Biennial ITS Conference 2004, Berlin Germany) and Scientific Council of the “Communications & Strategies”, the quartely journal issued by IDATE (Montpellier), where he now is a Member of the Editorial Committee of the Special Issue of the Communications & Strategies: “EU enlargement and the ICTs”, November 2004.
