Corridor Management Plan Draft

Mr. Palozzi stated that the draft application was reviewed by Brian Smith and several comments were forwarded for inclusion. Mr. Palozzi stated the text is completed except for any additional comments that may come out of this meeting. The remaining holes in the application are quickly being completed–outstanding items include the Executive Summary, and the participating organizations list which includes names, organization, address, phone, fax, e-mail, etc. He also stated he needs the document stating the Tampa Bay Regional Planning Council agreed to take on the job of Corridor Management Entity (CME).

Mr. Palozzi added he also needs recently written copies of support letters. Comm. Jonson stated

Katie Cole, Clearwater Chamber, is working of getting letters of support from the Tampa Bay

Partnership, and the Pinellas Convention and Visitors Bureau. Bill Sanders stated his organization, Keep Pinellas Beautiful, will provide a letter of support. Comm. Jonson stated we still need letters of support from the Westshore Alliance, the Hyatt, Trammel Crow, and others in the

Westshore area.

Comm. Jonson stated the Goals, Objectives, and Strategies, the Vision Statement, and the schedule for the Action Plan and have already been approved by this group. He added the group will review and finalize the Executive Summary today.

Comm. Jonson asked Comm. Platt if the application needs to be taken back to the local governments to have them sign off. Comm. Platt stated that if nothing substantially changed in the appliction, she didn’t think it needed to be re-signed. She then asked if a representative from

the City of Tampa was present, and went on to say since the City will be responsible for a larger part of the project than the County, she suggested that someone contact Councilwoman Saul-

Sena and make sure she is up-to-date, and on-board with the project.

Comm. Platt asked about the timeframe for Designation. Comm. Jonson stated the goal is to submit the application by the end of March 2004, and should expect a response from FDOTwithin two months. Comm. Platt then asked about who will be responsible to see the program through once Designation is received. Comm. Jonson stated, under the Tampa Bay Regional Planning

Council, a Corridor Advocacy Committee (CAC) was formed to oversee implementation. Mr.

Palozzi stated the CAC’s operating plan is the Goals, Objectives & Strategies.

Comm. Jonson stated the Regional Planning Council will need to sign off on the application. It was agreed that sign-off should take place at the next RPC Council meeting, 3/8/04.

Executive Summary of Action Plan

Comm. Jonson

Comm. Platt

3 rd paragraph from bottom; change 2004 to 2003 .

Suggested the summary focus more on the importance of the bay, and

Mr. Gregory not sound so formal and governmental.

Suggested putting the ecological and community aspects toward the front, then follow with the required details.

The group then looked at the original Executive Summary provided by Comm. Jonson:

Mr. Sanders Recommended including the words “to enjoy” after Tampa Bay in second-to-last sentence in the “Introduction” paragraph.

Comm. Platt

Ms. Burmer

Comm. Jonson

Recommended adding “Florida’s largest open water estuary” to the end of the last sentence in the “Introduction” paragraph.

Suggested adding some wording specifically about the 1989 landscaping volunteer effort along the Causeway, and also add a sentence about the

Coastal Cleanup effort that continues today.

Delete paragraph under Administrative/Coordination from the longer version and replace with 4 paragraphs from short version starting with

“The FDOT.....” and ending with “community specific strategies.”

Trail Connection Inventory Project Update

Neither Gina Torres, Planning Commission, nor Sue Dutill, Pinellas County Planning were able to attend the meeting.

Old Business:

View Completed Video

The group was invited down to the video studio to view the final version of the Courtney Campbell

Scenic Highway video.

Comm. Jonson stated we need to start looking at creating a sponsorship or members sponsorship program so we can start covering our administrative costs. Comm. Jonson stated he thought there could be several levels of sponsorship that businesses and associations in the area could sign onto, in addition to the groups we approach to fund a specific project, i.e. a brochure, or signage, etc.
