I. Chair Higgins called the meeting to order at 3:33 p.m. II. The minutes of the November 13, 2014 meeting were approved 10-0-0. III. The following recommendations of the Arts Committee from its December 11, 2014 meeting were accepted 10-0-0: A. Africology and African-American Studies, College of Arts & Sciences 1. Not approve the following Proposal for New Program and Requests for New Courses. a. Minor in Diversity Studies b. DVS 200 Introduction to Diversity Studies c. DVS 442 Capstone Seminar in Diversity Studies B. Music and Dance, College of Arts and Sciences 1. Approve the following Proposals to Revise Programs and Request for New Course. a. Music Performance Major (Instrumental) – With Specialization in Guitar, Keyboard, Strings, Winds or Percussion b. Music Performance Major (Vocal) c. MUSC 460 Pedagogy of Music Performance C. Sociology, Criminology, and Anthropology, College of Arts and Sciences 1. Approve the following Request for New Course. a. CRM 229 Green Criminology D. World Languages, College of Arts and Sciences 1. Approve the following Proposals to Revise Programs and Requests for New Courses. a. A motion to not pass the following Proposal for New Program and Requests for New Courses with the comment “Several CAS courses and programs would be impacted by these proposals, but the affected CAS departments have not been consulted” carried 10-0-0. A. Leadership & Counseling , College of Education 1. Undergraduate Minor in Human Services 2. HMSV 300 Interviewing, Intervention and Case Management Skills in the Human Services 3. 4. HMSV 400 Ethical, Legal and Professional Issues in Human Services HMSV 499 Field Experience in Human Services Please note: The following comments relevant to these proposals were made in committee: Sciences Committee: 1. We support adding social work courses to curriculum. 2. We suggest including as electives for Content Area I (Social and Cultural Issues) PSY 340, Prejudice and Discrimination; for the Cognate in Human Services for Persons with Disabilities, PSY 360 Abnormal Psychology; and for the Cognate in Gender and Sexual Orientation Issues, PSY 240 Psychology of Sex. 3. A 300 level course ought to have a prerequisite or restriction requirement. Arts Committee: SAC: Among other concerns, SAC states that they are not currently able to staff the additional sections of SOCL 311W, CRM 331, and SOCL 208 that the new program would require. PLSC: PLSC was not consulted in advance about inclusion of its courses, and is concerned that the title of the program is broader than its content. AAAS: AAAS requests consultation about possible inclusion of their courses in the minor. H&P: Philosophy requests consultation about the proposed course HMSV 400 Ethical, Legal and Professional Issues in Human Services, and about possible inclusion of PHIL 223 Medical Ethics in the minor. V. The Summer 2015 Instructional Budget and Recommended Maximum Gen Ed Sections were discussed. Higgins asked whether limiting the number of Gen Ed classes would cause departments to raise their course caps. Laporte said that raising caps would have little effect, because very few Gen Ed classes fill in the summer terms. Laporte also reiterated that the Gen Ed maximums were just recommendations, and that departments could exceed them. VI. Faculty Remarks Egge requested that planning for buildings and campus be a topic for discussion at a future meeting. Dean Venner and Associate Deans Mehuron and Laporte proposed incorporating this topic into the strategic planning process. VII. Dean’s Remarks Dean Venner presented his rankings of faculty position requests, and he invited faculty input on the rankings. All 30 requests received were ranked. Request narratives and data sheets are available at reserves.emich.edu (course number CAS201, course name CAC201, password FACULTY). Several members requested the numerical ratings for each matrix category, and Dean Venner said that these data would be emailed to members, and could be shared with faculty. VIII. The Council went into closed session to discuss rankings of position requests, alternate proposals from the Procedures Committee on summer meetings, evaluation of the Dean, and matters related to the current faculty contract negotiations.
