Title
Mobile Phone Stipends
1.0 Purpose
Certain IT team members are expected to be available by phone, SMS, and email while away from their desks and
after business hours. To minimize service disruption and expedite issue resolution, near instantaneous
communication among IT managers and technical staff is necessary to support 24/7 operations. This policy provides
for the allotment of funds to offset business use of a team member’s personally owned mobile phone.
2.0 Scope
IT full time staff with operational responsibilities such as those who may need to be contacted while out of the
office.
3.0 Policy
This policy provides funds to offset the average monthly cost of the business use of personally owned mobile
phones. This policy is not intended to cover the full cost of the employee’s mobile phone service plan. To receive
the monthly stipend, the employee’s plan must include voice, SMS and data. Employees shall receive additional
pay in an amount consistent with the university’s standard cellphone stipend policy. Employees receiving the
stipend who repeatedly fail to respond when contacted using their mobile device shall forfeit eligibility for the
monthly stipend.
These funds will be allotted only to individuals within IT who have a specific operational responsibility and business
need as described in 10.8.A.1 Mobile Phone Stipend Matrix.
In order to receive this stipend, each individual must request these funds by submitting the Eastern Michigan
University Wireless Allowance Form to your supervisor.
The mobile phone obtained by the employee is the property of the employee and Eastern Michigan University is not
responsible for loss, theft, or damage to personally owned devices.
4.0 Responsibility for Implementation
IT directors are responsible for the implementation of this policy.
5.0 Enforcement
Any employee found to violate federal or State of Michigan laws, EMU policies, procedures or standards of
conduct, will be subject to disciplinary action under University policy. Any student found to violate federal or State
of Michigan laws, EMU policies, procedures or standards of conduct, will be subject to disciplinary action under
EMU’s Student Code of Conduct. Any suspected violation of state or federal laws will be reported to the appropriate
legal authority for investigation.
The University reserves the right to protect its electronic resources from threats of immediate harm. This may
include activities such as disconnecting an offending computer system from the campus network, terminating a
running job on a computer system, or taking other action.

Definition
Short Message Service, often referred to as Text messaging.
The terms cell phone and mobile phone are used synonymously to refer to
wireless phones or smartphones not connected to traditional fixed infrastructure
commonly referred to as landlines.
