Abstract:
Hunger and malnutrition of low income families due to lack of resources prompted the USDA
Extension Service to set up an Expanded Foods and Nutrition Education Program. This program has
been deemed effective but evaluation is needed. The purpose of this study was to investigate two
different methods used in EFNEP and to compare them for effectiveness.
Homemakers were interviewed in two counties and family progress under one method of guidance was
compared to progress under the other method. To determine the difference in methods employed,
Aides, Extension Agents, Supervisors and personnel of other agencies were interviewed.
Cascade County had the supervision of a professional Home Economist compared to a
para-professional Supervisor in Yellowstone County. Yellowstone County homemakers appeared to be
more needy than Cascade County homemakers. The Aides from the community in which they work in
Yellowstone County do individual guidance compared to more group guidance in Cascade County.
Yellowstone County minority group Aides served a large number of racial minority families. There
was a definite trend of more knowledge, skills and motivation generated in Yellowstone County than in
Cascade County. Cascade County Aides and homemakers appeared to be more independent in the

M a n y A m e ric a n s s u f f e r from h u n g e r a n d m a ln u tr it io n for
sev eral reasons:
I) u n e q u a l in c o m e d i s t r i b u t i o n ; 2) l a c k o f e d u c a tio n ;
3) d i f f e r e n c e s in h a b i t , t a s t e , a n d / o r 4) d i f f e r e n c e s in p e r s o n a l p r e f e r ­
e n c e s (6).

t i o n a l s t a i n s o f A m e r ic a n s . Two o f th e m o s t r e c e n t s u r v e y s a re th e 1965
Food C o n s u m p tio n S u rv e y a n d th e 19 70 N a t i o n a l N u t r i t i o n a l S u r v e y . The
USDA R e s e a r c h S e r v ic e c o n d u c t e d th e 19 65 Food C o n s u m p tio n S u rv ey to
o b t a i n a m e a s u r e o f fo o d u s e d in U . S . h o u s e h o l d s to e v a l u a t e th e q u a l ­
i t y o f d i e t s (7 ). The d i e t s w e re e v a l u a t e d b y c o m p a rin g th e n u t r i e n t
c o n t e n t o f th e m w ith th e l e v e l s o f s e v e n n u t r i e n t s r e q u ir e d to m e e t th e
19 64 R e c o m m e n d e d D i e t a r y A llo w a n c e s (RDA's) (7 ). The F ood a n d N u tr i­

In th e 19 65 USDA food c o n s u m p tio n s u r v e y , a g o o d d i e t w a s s p e ­
c i f i e d a s m e e tin g th e 1964 RDA1s for s e v e n n u t r i e n t s (7 ). A f a ir d i e t w a s
d e f in e d a s m e e tin g a t l e a s t t w o - t h i r d s o f th e RDA's fo r s e v e n n u tr i e n ts
b u t l e s s th a n th e RDA's fo r o n e to s e v e n ‘n u t r i e n t s . A p o o r d i e t m e a n t
t h a t l e s s th a n t w o - t h i r d s o f th e RDA's w e re c o n s u m e d fo r o n e to s e v e n
n u t r i e n t s . In th e food c o n s u m p tio n s u r v e y , th e USDA fo u n d t h a t good
d i e t s am ong U . S . f a m ilie s h a d d e c r e a s e d from 60% in 19 55 to 50% in
19 65 (7 ). Po o r d i e t s i n c r e a s e d from 15% to 21% in th e s a m e p e r io d . W ith

s t u d y c o n d u c te d in N e w York C ity o f 49 p o o r m o th e rs a n d 203 n o n - p o o r
m o th e rs r e v e a l e d t h a t 37% o f th e p o o r m o th e r s ' b a b i e s a n d 2 7% o f th e
n o n - p o o r m o th e r s ' b a b i e s w e re s t i l l b o r n (16). (The U . S . B ureau o f L abor
