Define your questions precisely, for example: Which information is lacking so far? How can I measure the maximum frequency deviation of FM broadcasting transmitters? How can I measure GSM coverage? (Impossible!) But: How can I verify the coverage predictions of GSM networks? 2. Elements of a solution Do you have already a complete proposal? May your problem/solution be relevant for other administrations too? 4. Is the subject of European or worlwide interest ? 5. Are there good reasons to start the discussion first in the ITU and later within the CEPT or vice versa? 6. Do you propose the development of a Report, of a Recommendation or both types of deliverables? 7. Which elements are absolutely essential for you? Is there room for compromises? Recommendations have a higher legal status and hence a higher commitment. 2. A Recommendation recommends, e.g. that the method described in Annex 2 should be used when the values of the deviation and modulation power are required. 3. A Report illustrates a method or a procedure. Example: The purpose of this Report is to provide guidance to administrations ... The Annexes to this Report provide practical examples ... Vorname Name | Veranstaltung | © Bundesnetzagentur 6 General considerations Please don‘t formulate this way: The ITU Radiocommunication Assembly, considering d) that field-strength or pfd measurements of unwanted emissions, at locations distant from the transmitter, are recognized as the direct means of expressing the intensities of interfering signals due to such emissions; recommends 1 that the maximum permissible levels of certain unwanted emissions defined at the output of transmitters may, under some circumstances, be applicable when the measurements are made in free space. They are principally intended as harmonisation measures for those matters where ECC Decisions are not yet relevant, or as guidance to national Administrations. Additional input for the next meeting is expected. b) Same procedure as a). In addition, a correspondence group is installed to facilitate close co-operation between the meetings. c) The document is considered to be stable. The TEMP document will be annexed to the minutes of the meeting and the Chairman will forward the document as an input document to the next WG FM meeting. d) No further treatment of the subject. Vorname Name | Veranstaltung | © Bundesnetzagentur 11 FM 22 – ECC and CEPT Reports CEPT Reports are technical studies carried out by the ECC under mandates from the European Commission. These studies give results that are typically used as the technical basis of EC Decisions on spectrum policy matters. This case is normally not an issue in FM 22. ECC Reports are the result of studies by the ECC. They are developed in support of ECC Decisions, ECC Recommendations or European Common Positions (ECPs) adopted on a voluntary basis by European countries at World Radiocommunication Conferences. Treatment of Draft ECC Reports within FM 22 is the same procedure as for ECC Recommendations. Vorname Name | Veranstaltung | © Bundesnetzagentur 12 FM 22 – ECC and CEPT Reports ECC Report 136 PRACTICAL CONSIDERATIONS REGARDING REMOTE MONITORING STATIONS, Kyiv, October 2009 EXECUTIVE SUMMARY This report provides practical experiences related to designing, establishing, operating, maintaining and decommissioning remote unmanned monitoring stations. The intention of this report is to share the knowledge gained by countries operating remote monitoring stations between themselves and also with countries that are in the process of building up a remote network. Vorname Name | Veranstaltung | © Bundesnetzagentur 13 WG FM – ECC deliverables Draft ECC Recommendations and Reports submitted by the relevant Project Team are discussed in WG FM in a similar way as described above. A draft ECC Recommendation or ECC Report agreed by WG FM for Public Consultation shall be notified to Members by the Office using e-mail. Public Consultation is carried out during a minimum period of six weeks. If needed, the duration of the public consultation can be extended. WG FM shall consider the results of the Public Consultation when approving the draft Recommendation. The Plenary shall decide on the approval of the Recommendation, preferably by consensus. The final text of the ECC Recommendation shall be included as an annex to the Minutes of the meeting at which it is approved, published in the documentation area of the Office website and may be sent to ETSI. The first input document could be a Working Document towards a draft NeW Question. QUESTION ITU-R 235/1 Spectrum monitoring evolution (2011) The ITU Radiocommunication Assembly, considering a) that spectrum monitoring is a key element of spectrum management; b) that radiocommunication technologies and systems are in a constant and rapid evolution; h) ; Vorname Name | Veranstaltung | © Bundesnetzagentur 17 ITU-R WP 1C decides that the following Questions should be studied 1 What are the new considerations for monitoring of radiocommunication systems that are based on new technologies? 2 What are the new approaches that may be required in terms of organisation, procedures and equipment to monitor systems based on future radiocommunication technologies? 3 What are the needs for administrations in order to implement the new approaches to monitor systems based on future radiocommunication technologies? further decides 1 that the results of the above studies shall be included in (a) Recommendation(s) and/or (a) Report(s); 2 that the above studies should be completed by 2013. Probably not at the first meeting, approval of the Preliminary Draft New Recommendation ITU-R SM.[title] by the WP 1C plenary and submission as Preliminary Draft New Recommendation ITU-R SM.[title] to Study Group 1. There are different procedures applicable for the adoption and approval of a Draft Recommendation or Draft Revision of a Recommendation. Time can be saved by applying the procedure for simultaneous adoption and approval by correspondence. Administrations are informed via Administrative Circular letters, e.g. CACE/578. Cosider storing relevant deliverables on your server. Transfer them in detailed, national work procedures in your own language!
