COMMENTS ON THE DRAFT ITU STRATEGIC PLAN, 2008-2011
COMMENTS
Japan welcomes the opportunity to comment on the working draft of the ITU Strategic Plan 20082011. Japan provides the following comments as a contribution to the elaboration of the Strategic
Plan.
PART I – The Union and its membership
2 The telecommunication environment and its implications for the Union
Concerning 2.1, Japan proposes the following new sub paragraph as 2.1.5 bis.
2.1.5 bis
The emergence of key technologies including radio-frequency identification
(RFID) and sensor network technologies which will be vehicles to create new services and
applications, enhance efficiency in a revolutionary way and thus promote the building of the
Information Society.
2. 2 WSIS
Japan believes that it is vital for the ITU to take the lead in implementing the outcomes of the
WSIS. In this regard, among the bracketed words [should/must/shall], “shall” would be appropriate.
3 Strategic orientations and goals
3.2 The main mission of the ITU
Goal 2
Considering that the term “interoperability” is stated independently and that it might be challenging
to realize interoperability among all systems and services, we presume the bracketed word [full]
would be unnecessary.
Goal 7
Japan believes that the development of transparent, pro-competitive and predictable legal and
regulatory frameworks should be promoted. Therefore, we prefer the expression used in Proposal 1.
