Independent Contractor Accounts
1.0 Purpose
Email and network accounts are services provided based upon enrollment or employment and therefore should not
be granted to independent contractors unless there is a justifiable business need. Independent contractors should use
their company or personal email for any correspondence.
Reasons that an independent contractor may require a NetID:

Require VPN access to perform the requested service
Handling of confidential information through email
The purpose of this procedure is to document the process and necessary information required to request an account
for independent contractors.

3.0 Procedure
Supervisor:
To request an account for an independent contractor working for the University where the contractor is not paid
through EMU Payroll, the supervisor of the department must submit the request for creation of a NetID account on
behalf of the contractor.
To request an account the supervisor must complete the form from the IT Forms Library (IT Web Site) titled:
“Contractor/Third-Party System Access Request” and submit the form per the instructions on the form.
IT Security:
Most requests will not incur separate costs to the department. However, should any request require a funding source
to complete, IT will reach out to the requesting supervisor to discuss costs and charges prior to completing the
request.
Upon approval and account creation, the supervisor will receive the new username and new password.
4.0 Responsibility for Implementation
Director over IT Security is responsible for the implementation of this procedure.
