ITU Projects Description WSIS – Stands in Halle 2 - Geneva, 9-12 December 2003 ITU - BULGARIA Project Title: SEPTEMVRI TELECENTRE PROJECT - 7BUL03001 (PROJECT 1) The focus of new network construction around the world is shifting rapidly from conventional PSTN to IPbased technologies. The overall objective of this project is the field trial of deployment of Wireless IP Based Systems in Rural Areas that will allow the successful pilot to be used as a model for future full-scale implementation of IPbased, wireless infrastructure in rural areas. The specific objectives of the pilot project are: To test the suitability of packet-based wireless access infrastructure for delivering multimedia applications in rural areas. To provide an easy access to data and voice services, where needed, in rural area and hence to: Provide adequate telemedicine care (tele-cardiology, tele-dermatology and tele-psychology) in the fields of tele-consultation, tele-diagnostics, tele-treatment of people at any time; Increase access to medical information; Stimulate the development and growth of local businesses; Develop ICT skills among the local population and increase access to education facilities. The goal is to connect ten public sites/villages in the community of Septemvri. The central station will be installed in Septemvri. The network will consist of ten wireless routers and for the connectivity between any two nodes at least three paths will be possible. Project Title: IMPLEMENTATION OF A LIGHT PUBLIC KEY INFRASTRUCTURE (PKI) RUN AND OPERATED BY MTC (MINISTRY OF TRANSPORT AND COMMUNICATIONS (PROJECT 2) Bulgarian PKI project ensures application and vendor level interoperability between different PKI technology providers (i.e. ITU PKI and Bulgarian PKI). It permits a secure, efficient and cost-effective interaction between senior level Government officials thereby supplementing face-to-face meetings and increasing productivity. All data exchanged between the participating officials is secured, digitally signed and will provide non-repudiation and data integrity. Project Title: SOFTWARE TOOLS FOR RESOCIALIZATION PROCESS OF JUVENILE PRISONERS (PROJECT 3) The product consists in three multimedia applications for independent work at the Penitentiary for young offenders at the town of Boychinovcy, Bulgaria. They aim to assist the tutorial process in the regular school at the Penitentiary in two basic subjects for the general education: (literacy and mathematics; geography and history) and one additional subject for non-formal education (computer literacy - operation system MS Windows 98). The three applications were developed on the basis of modern web interface (as internet pages) with interactive capabilities for independent work. They develop skills and abilities not only in the subject area, but also to work with the Internet. Project Title: COMOBI (PROJECT 4) An innovative product based on a unique technology protected with a patent application 108042/29.07.03. The product provides direct data exchange between two Symbian OS based mobile phones through the data channel. The technology used ensures smooth migration to 3G. 31.05.2016 1 ITU Projects Description WSIS – Stands in Halle 2 - Geneva, 9-12 December 2003 Project Title: ELECTRONIC INFORMATION SYSTEM FOR CIVIL REGISTRATION AND ADMINISTRATIVE SERVICES (PROJECT 5) The Bulgarian Electronic Information System for Civil Registration and Administrative Services (CRAS) is a centralized store for personal data of all Bulgarian citizens. Citizens are identified using Personal Identification Numbers (Personal ID) issued and maintained by the CRAS system. This function is like the Social Security Number (or similar) identification in other countries. The CRAS Information System gradually establishes itself as the central repository of citizen’s personal data. It will play central role in a new eGovernment pilot project providing data to other eServices using XML schemas. This will enable integration with Bulgarian eGovernment portal and other government information systems at central and local levels. Some Local Government offices have already started projects targeting one-stop shopping using integration with CRAS eServices. It is build on a mixture of standard modern technologies, ensuring high level of security and reliability: PKI and digital certificates on smart cards for mutual authentication, confidentiality and SSL data encryption; web applications enabling access from Internet and easing deployment and support; modern development tools; reliable and high performance platforms. ITU - EGYPT Project Title: THE FREE INTERNET INITIATIVE (PROJECT 1) Egypt, in its effort to make technology more affordable, launched, on 14th January 2002, the Free Internet Initiative. A unique Egyptian experience, where Telecom Egypt, in cooperation with local ISPs, are offering subscription-free Internet services to users nationwide, via dial-up to special-prefix numbers at the cost of local phone calls. A success story of public-private partnership, based on offloading/revenue-sharing agreements between Telecom Egypt and ISPs. The Free Internet is building the base of Egypt’s Information Society by providing high-quality affordable dial-up Internet services to users in urban and rural areas, thus increasing the number of online users, their usage patterns and boosting the data infrastructure as a whole. Since launching the number of users has increased by 140 %, reaching 2.4 million, international capacity has doubled to 845 Mbps and the total number of Internet dial-up minutes has grown up to 700 million per month. Project Title: PC FOR EVERY HOME INITIATIVE (PROJECT 2) The “PC for Every Home” initiative was launched on 21st November 2002, to increase computer penetration rates in households, by providing PCs at affordable prices to citizens nationwide. The initiative, in cooperation with international computer companies and local assembly plants, is to expand the local computer manufacturing industry. Within the framework of a successful public-private-partnership model, banks and financing agencies, in addition to Telecom Egypt and Banque Misr, have been enrolled to facilitate and underwrite the initiative. Customers sign up for computers at telephone exchanges and pay the cost on monthly installments. Latest statistics account for a total number of 47 thousand PCs sold nationwide. Increasing computer use lays the foundation for a digital society by providing a firm base for building a strong information technology sector, including the development and export of software and eservices. The “PC for Every Home” initiative will be showcased, using a multimedia presentation. Project Title: INFORMATION TECHNOLOGY CLUBS (PROJECT 3) The Information Technology Clubs programme provides access to technology in under-priviledged areas, so that all Egyptian citizens have the opportunity to learn new skills and expand their horizons. The clubs are an essential part of MCIT’s plan to build a digital society. In each club, instructors are available to train new users in basic keyboard skills, software applications and web design. The clubs provide Internet access for just LE 1 (USD 0.20) per hour. The goal is to make the Internet accessible and affordable to people with little experience in new technologies. To date, 550 clubs are up and running in rural and poor areas, and the ministry is looking to build on the ITC programme’s success by encouraging more to start up; MCIT partners with community organizations to create ITCs. The ministry provides all the equipment necessary. 31.05.2016 2 ITU Projects Description WSIS – Stands in Halle 2 - Geneva, 9-12 December 2003 ITU - ETHIOPIA : Project Title: ATCB ADAPTIVE TECHNOLOGY CENTER FOR THE BLIND (ATCB) Adaptive Technology Center for the Blind (ATCB) was established in 1999 with the prime objective of promoting the transfer of Braille computing technology into Ethiopia. The Center plans to achieve the accessibility of ICT to the blind and visually impaired. Following the request of ATCB to ITU at the AFRICAN TELECOM 2001, and the directives given by the BDT Director to The Regional Office for Africa to play a constructive role in order to empower ATCB, in view of ARTICLE 1, 6d of the Union’s constitution “.. to promote the extension of the benefits of the new telecommunication technologies to all the world’s inhabitants” also reaffirming ITU's commitment to 'Helping all of the world's people to communicate', this year's theme for World Telecommunication Day, The Regional Office for Africa discussed with ATCB officials to clearly identify a project that would enhance ICT usage by the blind. Consequently, a project was envisaged in which ITU played a pivotal role contributing $ 11,000 for the purchase of necessary equipment and the partner UNESCO contributing $ 8,000 for training. The project was successfully completed and inaugurated on April 4, 2003. Since this project is launched, 16 blind students out of 20 registered graduated and training for another 20 is going on. ITU - INDIA Project Title: SANCHAR DHABA (PROJECT 1) Sanchar Dhaba -a community information centre basically provides internet accessibilit to the rural and remote area with the objective to bridge digital divide among the vast population of the country. The unemployed persons can be franchisees to operate the Sanchar Dhaba - Community Information Centre thus providing more employment opportunities. This project aims at to make the internet accessible and afordable to large number of people living in the rural and the remote areas.. With this project the Government's commitment to bridge the digital divide are also being fulfilled. The project covers almost all the towns and villages in India using internet connections and satellite communication network. This mechanism is suitable for Developing and least developed countries. Project Title: VIDYA VAHINI (PROJECT 2) Vidya Vahini provides internet connectivity to schools across the country. This project helps in disseminating high quality validated contents that supplements the study materrial for the students and thus enhance their understanding of the core curriculam concepts. Spreading education through internet using VSATs, as a distance learning mechanism for large populace. This project covers most of the schools in small towns in India. Developing and least developed countries can derive benefits from such projects. Project Title: E-GOVERNANCE (PROJECT 3) E-Governance for building efficient citizen to government interface. Achieving digital unite through efficient & transparent citizen services by the Government. Most of the State Governments in India are maintaining the computerised cadestral information like land records, bench marking of quality of life of the rural India. Developing and Least Developed Countries can derive benefits from such projects. Project Title: GRAMIN SANCHAR SEWA (PROJECT 4) This is a unique scheme to provide phone facility at the doorstep of every rural household in India and is called the Gramin Sanchar Seva. Under the scheme, a wireless phone will be provided to postman/franchisee (Gramin Sanchar Sevak) who will carry the phone with him to large number of people living in rural and remote areas to enable the phone service to be available to every person in the particular area. The payment for the call is done instantly, for which the postman/franchisee for which he gets a commission. This project aims to make the telephone services accessible and affordable to a large number of people living in rural and remote areas. The project covers almost all villages in India wherever a postman travels to deliver post. ITU - ROMANIA Project Title: IBM ROMANIA SOLUTION FOR ‘DECWEB’ PROJECT, FOR MINISTRY OF COMMUNICATION AND INFORMATION TECHNOLOGY: EXTENSION OF THE MINISTRY OF FINANCE IT SYSTEM FOR BALANCE SHEETS SUBMISSION VIA INTERNET FOR THE WEB ENABLED COMPANIES (PROJECT 1) This application allows Companies to submit their balance sheet via Internet Digital certificates are used to identify the Companies and the server of the Ministry of Public Finance Connection is encrypted, the files are signed by the Companies and the receipt is signed by the Ministry of Public Finance Project Title: ELECTRONIC SYSTEM FOR PUBLIC ACQUISITIONS (PROJECT 2) The Electronic System for Public Acquisitions(ESPA) is an electronic commerce project initiated by the Romanian Government within the European eGovernment framework presenting itself under the form of a virtual marketplace on the Internet. It started as a pilot project on March 4th, 2002 and shortly reached a national level. It was intended to offer an alternative way to perform public acquisitions. The auctions are organized by public institutions and are available to any private company that has an Internet connection. The bidders make their offers in an easy way and the system guaranties that the best offer wins. The system has three major advantages: consolidating more efficient and transparent processes of public acquisitions by providing a single point of access through generally available means, simplifying the participation in the public procurement processes through an essentially paperless environment and providing information about the way in which the public acquisitions are made by empowering any interested parties. Moreover, it stimulates the open competition, the development of e-commerce in Romania, the use of Internet, of new technologies in general, especially in the business environment, and it generates beneficial shifts in mentality and culture in the public institutions, but also at the level of the entire society. 31.05.2016 4 ITU Projects Description WSIS – Stands in Halle 2 - Geneva, 9-12 December 2003 Project Title: NATIONAL ELECTRONIC SYSTEM (PROJECT 3) The National Electronic System was introduced by Law no. 161/2003, regarding the insurance of transparency through electronic means in providing public information and services. Following the EU framework for e-government services, the Romanian Government started to implement the 20 basic public services that the EU recommended to be provided through electronic means. The implementation is done in the following phases: Level 1: the spread of the information Level 2: one-way interaction – downloadable forms Level 3: two-way interaction – online form and their transmission via Internet Level 4: full integration: payment system, product and service delivery, etc. As an unique access point to the services and information of the local and central public institutions, the development of the National Electronic System is the beginning of what we call the „desk reform”, a far-reaching program through which the Romanian Government has in view to put forward transparency, to make administration more efficient by reducing costs and bureaucracy, to insure the large access to the public information and services, irrespective of time and place, to fight against the corruption through electronic means. All this is about a major change, the transition from only one possibility to contact the administration, which has been represented by the desk so far, to the opportunity to access a website from Romania and abroad in order to obtain forms and to find out more details about the way one may fill them in and even about the way to solve all the way out an issue in relation with the administration. We are gradually building an alternative to what has represented for many of us, throughout a long period of time, a real life style in Romania: people and companies have always had to queue up in front of the desks in order to solve out their current problems. www.e-guvernare.ro means transparency, but also re-establishing normal conditions to make an entire society function under civilized circumstances by increasing the comfort in the relation with the authorities, a very important fact especially in the world of today, characterized by a tremendous rhythm and an increased level of pressure. That is why the option of the present Government to enable change through transparency is firm and irreversible Project Title: PORTAL FOR ONLINE RENEWAL OF DRIVING LICENSES – PILOT PROJECT (PROJECT 4) The project was intended to produce a pilot system meant to facilitate the relation between government and citizens in the area of processing applications for renewal of driving licenses. The new system should provide means to avoid repeated appointments with office workers belonging to the Ministry of Interior in order for the citizen to apply for a renewal of his/her driving license. This new approach will change dramatically the government-to-citizen relationship, by employing state-of-the-art technology integrated in a modern solution, inspired by the slogan: don’t stand in line, get online. Computer assisted online application process for new driving licenses not only will save citizens critical time, but will also provide the Ministry of Interior with better means of organizing the appointments activity eliminating unnecessary ones and optimizing the schedule of driving licenses release to citizens. 31.05.2016 5 ITU Projects Description WSIS – Stands in Halle 2 - Geneva, 9-12 December 2003 Project Title: IC&T IN ROMANIAN EDUCATION NATIONWIDE IMPLEMENTATION OF THE EDUCATIONAL IT-BASED SYSTEM IN ROMANIA A SUCCESS STORY (PROJECT 5) The Educational IT-Based System (also named the SEI Program) is an ambitious endeavour initiated by the Romanian Ministry of Education, Research and Youth in 2001, integrated as a key component in the education reform in Romania. Within the SEI program, all secondary and high schools in Romania are provided with complete IT solutions, for use in the teaching/learning process by all the stakeholders – pupils, teachers, parents, administration, authorities or sponsors. The SEI program aims to bring the Romanian society into the high-tech age by providing new technology directly in schools.
