BIG BOX DEMOLITION EXPENSE APPLICATION
•
Applications will be considered incomplete and returned if all items on the application form are not
answered and all required attachments are not included. Incomplete applications may not be considered for
participation in the program until the next quarterly review.
•
Applicants are responsible for obtaining all necessary governmental permits and authorizations, including
among other things demolition and grading permits.
•
Applicants understand that all work must be completed in conformance with all federal, state and local laws,
regulations, codes, ordinances, etc. of any and all kinds. It is the sole responsibility of Applicant to ensure
that all requirements are met.
•
The City does not reimburse for any work started or completed prior to application approval and contract
signing. Reimbursement for work is also contingent upon completion of the project as proposed by the
applicant and approved by the review team, payment of all related property taxes, and requirements set forth
in the grant contract.

BIG BOX DEMOLITION GRANT PROGRAM
What is the Big Box Demolition Grant Program?
The Big Box Demolition Grant Program is a component of the Façade Improvement Grant. The goal of these programs is
to remove blight by bringing sites into conformance with current codes while working to remove vacant commercial
structures of at least 25,000 square feet. The program provides 50% reimbursement up to the maximum award amount.
Maximum Award: $45,000 or 50% of actual costs, whichever is less. Additional funds may be available if eligible
minority, woman or small business enterprises (MWSBEs) are utilitized.
Eligible Expenses
• Approved big box demolition expenses and associated costs for debris removal.
• Costs related to installing infrastructure such as sidewalk, curb & gutter and landscaping that bring sites into
conformance with current codes.
• Costs related to securing the site such as approved fencing, gates, security lighting, etc.
Eligible Applicants
• Owners of vacant big box property where building has been vacant at least 2-years. Big box is defined as a
commercial big box building of at least 25,000 sq/ft. Smaller buildings are not eligible.
• Buildings under Code Enforcement must receive written approval from authorized Code Enforcement Staff to be
considered for participation in the program
• All related real property taxes must be paid in full.
• National and regional chains and non –profit entities are not eligible.
• Applicants must demonstrate evidence of legitimate financial need.

How does the program work?
• Applicant submits application to the Neighborhood & Business Services Department.
• An inter-departmental team of City staff reviews and approves proposals including the scope of work. Every project
is unique and the scope of work required for grant participation will vary from project to project. Applicants whose
property is under code enforcement should understand that the scope of work required to comply with the Code may
not be the same as that required for participation in the Big Box Demolition Grant program.
• Upon approval, the applicant will enter into a contract with the City setting forth, among other things, the work to be
performed as approved by the review team.
• Applicant completes the approved scope of work, pays all its contractors in full, and submits paid receipts and
cancelled checks for all work completed to City.
• Staff will be permitted to inspect the project to ensure conformance with the grant contract.
• After completion of the project and receipt of proof of payment, City reimburses Applicant for 50% of actual costs
incurred, up to the maximum amount of the grant awarded, after completion of the entire project. Expenses will be
reimbursed only after the approved demolition scope is complete as required by the grant contract and site is cleared
of all debris.
• The City will not contract to perform any of the work.
• Applicants are responsible for any and all known or unknown environmental hazards on the site. Applicants are
encouraged to conduct environmental assessments including but not limited to Phase I and II assessments.
• Applicants are responsible for obtaining all necessary governmental permits and authorizations.
• All work and the progress of work must be completed in conformance with all federal, state and local laws,
regulations, codes and ordinances of any and all kinds, including but not limited to the Charlotte Non-Residential
Building Code. It is the sole responsibility of Applicant to ensure that all legal requirements are met.
• The City does not reimburse expenses incurred prior to application approval and contract signing.
• Approved projects should be completed within 120 days of contract signing or funds may not be guaranteed.

Statement of Demolition Project Description – A written statement of what the demolition project will involve. Include
details such as whether the building slabs will be removed, what amount of asphalt will be removed, how you will secure the
site after demolition, (fencing, gates, closing driveways), abatement activities, etc..
Photograph(s) of Existing Building(s) and Site - Submit several electronic photos of your building and property in its current
condition. Include photos of interior and exterior building conditions as well as pictures of the site. Be sure to label each
photo.
Detailed Cost Estimates/Bids for Proposed Demolition – Estimates should be provided by the contractor(s) you plan on
using. A minimum of two estimates by qualified contractors should be provided. NOTE: Applicant must understand what
scope of work is required for program eligibility such that appropriate cost estimates can be obtained.
Copies of Financial Information demonstrating financial need. Copies of tax returns, project pro-forma statements, sales
contracts, etc.
SECTION 6: APPLICANT SIGNATURE
By signing below, the Applicant acknowledges that he/she has received and read the program guidelines for the Grant Program.
Also, the Applicant acknowledges that he/she is duly authorized to act on behalf of the Company or individual and/or each principal
of the company and that the Company is properly organized and licensed to conduct business in the state of North Carolina.
The Applicant assures that the above information is true and correct and agrees to comply with all City of Charlotte guidelines
applicable to this program. The applicant also agrees that in the event of his/her/their breach of any condition or provision, or if it is
learned that any information provided above is false, or if the property is not in compliance with all local codes and ordinances, or
whenever deemed to be in the interest of the City of Charlotte, the City has the right to terminate the program agreement.
The Applicant authorizes the City of Charlotte to request criminal record information about each principal of the Company for the
purpose of determining eligibility for this grant. The Applicant understands that the City will conduct a review of local property
taxes on the Company and each principal of the Company for the purpose of determining eligibility for this grant. All costs incurred
by the City pursuant to these records searches will be paid by the Applicant.
Applicant understands that all known or unknown environmental hazards at the site are the sole responsibility of Applicant. Further,
it is the sole responsibility of Applicant to ensure that all necessary governmental permits and authorizations of any and all kinds as
required by law are obtained and that all work is completed in conformance with all federal, state and local laws, regulations, codes,
ordinances, etc. of any and all kinds.
Applicant further understands that he/she must submit detailed cost documentation, including canceled checks and billing invoices
once the project has been completed.
The Applicant authorizes the City to use his/her/its name, likeness, photos and/or information about the project for promotional
purposes.
