Attachment A - Security Planning Information 1. Keeping staff and supplies safe at the LRS will be very important 2. Local Law Enforcement should be engaged in the SNS planning process. 3. Each individual LRS location shall have a written security plan. a. This plan should address the following: i. Potential risk areas (e.g. Large number of access points to pods) ii. Analysis of the surrounding area (e.g., providing adequate onsite or nearby parking near high-flow streets or freeways). iii. Specific physical security measures and measures to effectively safeguard personnel at the LRS iv. Security measures to mitigate risk (e.g., reducing number of access points to the LRS) v. LRS layout (e.g., allowing a controlled patient flow) vi. Procedures for managing disorderly persons or crowds, traffic into and out of the facility, and parking vii. Traffic plans (the mix of roads, streets, and highways at each will differ) viii. Number of security-support team members needed per shift ix. Communications resources and plans for security team members x. Security management structure (chain of command) b. The following Items MUST be included in the WRITTEN security plan based on requirements in the Technical Assistance Review Tool: i. Written security and vulnerability assessments for each facility 1. Location and facility strengths and weakness ii. Plans for interior and exterior physical security 1. Security sweep prior to SNS arrival 2. Establish command center 3. Establish sufficient number of Law Enforcement Officer assignments 4. Establish shifts 5. Crowd and traffic control 6. Determine if specialized units necessary (canine, Explosive Ordinance Disposal (Bomb Squad), tactical, traffic, etc.) 7. Determine if additional physical barriers are necessary and identify a source 8. Determine if additional lighting is necessary and identify a source iii. Access Control/Identification Plans 1. Established staging areas for personnel & vehicles 2. Incoming and outgoing vehicular traffic control 3. Determine proper identification for workers iv. Communications Plans 1. Provide radios to ensure communication and coordination between Law Enforcement Organizations 2. Determine radio channels v. Security Breach Plans 4. North Carolina recognizes that these written plans are likely to be considered secure documents by the law enforcement agency writing them. Each local SNS plan should include information on the following: a. What law enforcement agencies have jurisdiction within the area covered by the plan b. Contact information for the law enforcement agency responsible for the security plan c. Any pertinent general information related to law enforcement in the area
