Introduction
CDC's Strategic National Stockpile (SNS) has large quantities of medicine and
medical supplies to protect the American public if there is a public health
emergency (terrorist attack, flu outbreak, earthquake) severe enough to cause
local supplies to run out. Following the federal decision to deploy, SNS assets
will be transported by air or ground and delivered within 12 hours. Each state has
plans to receive and distribute SNS medicine and medical supplies to local
communities as quickly as possible.
I.
Purpose
In the event of a large scale emergency in North Carolina in which federal
resources from the Strategic National Stockpile (SNS) are necessary, the Office
of Public Health Preparedness and Response has a need for security personnel
at resource sites. In the event of the SNS deploying to {enter the facility address}

traffic management, and crowd control.
II.
Scope
The {enter agency name} will be responsible for the following:

Provide 24/7 security for the RSS/LRS warehouse when SNS assets are
received into {enter your city/county}, North Carolina from the Centers for
Disease Control and Prevention.
Limit access to the resource site to Public Safety personnel, the {Local
Health Dept}, and others authorized by that Office.
Provide security personnel to protect state/county RSS/LRS site; which
include but is not limited to security of the location, personnel staffing the
location, traffic and crowd control, cache of controlled substances and
other medications, and entrances/exits of buildings.
RSS/LRS Facility Security Standard Operating Procedures
Protection of the RSS/LRS facility is critical. Any impairment of its operations
could potentially stop the flow of SNS assets for a considerable length of time.
Our task is to protect this facility by keeping unauthorized personnel away from it
and its access routes.
Access Control and Interior Security

All entrances to the facility will be staffed by a {enter agency name}
Officer or designee. This officer will check the identity of all
persons entering the RSS/LRS facility.

All personnel will be required to enter and exit the facility through
the main entrance {describe the location of this entrance}. This
entrance is marked on the included map.
A police officer will staff the main entrance and ensure that all
personnel have proper identification and sign in on a check in
sheet. Authorized visitors must be escorted while inside the facility
and have proper identification badges.
A security sweep will be completed by the {enter agency name}
prior to the arrival of SNS assets.

Exterior Physical Security






A minimum perimeter of 300 feet will be established around the
RSS/LRS facility. Refer to the included traffic plan map to view
outer perimeter posts and assignments. Only distribution and
emergency vehicles will be allowed within the outer perimeter.
Other vehicles may be granted access with prior authorization.
The exterior of the facility is well lit and should provide sufficient
visibility during night hours.
All doors leading into or out of the facility will be properly secured
by posting a police officer at each location.
A police officer will be assigned to protect the delivery vehicles
while they are staged, being off loaded, or loaded.
Barrels and barricades will be provided at key outer perimeter
intersections.
Roving perimeter units will check any adjacent areas where there
may be access gained to the facility perimeter. An ATV will be
available to check areas that may be inaccessible by motor vehicle.
The on-duty outer perimeter supervisor will use the provided aerial
map to identify these areas.

Crowd Control




The threat of disorderly persons who assemble and threaten to
disrupt operations is a possibility.
Disorderly persons will be controlled and removed by {enter agency
name} officers or designees using current police department
guidelines.
In the case of a large civil disturbance situation, the {enter agency
name} or designees will respond to the situation in accordance with
federal, state, and local policies.
In the event of a large scale disturbance, a public safety staging
area will be established in {enter a detailed location description
here}. This area is marked on the supplied map.

Traffic

 Traffic control will be coordinated with the U.S. Marshal’s Office and
the NC State Highway Patrol.

 Escorts of incoming and outgoing distribution trucks will be handled by
the NC State Highway Patrol.

Facility Evacuation Plan
 In the case of a facility emergency that requires evacuation of the
facility, actions will be dictated by the current facility emergency action
plan.
 During a facility evacuation, all attempts should be made to maintain
secure access locations unless doing so would create a situation
where injury or death may occur.
 The on-duty security supervisor will coordinate evacuation procedures.

IV.
Incident Command and Management
 This document is not intended to serve as the incident action plan.
The Incident Commander will be responsible for completing an
Incident Action Plan that covers the duration of the incident.
 All activities will be in accordance with current ICS principles.
 In accordance with the state Emergency Operations Plan, North
Carolina Public Health will be the lead agency and assume Incident
Command responsibilities.
 On-scene supervisors will receive instructions and coordinate with the
established incident command.
 The initial radio channel will be GM-911 {enter radio channel}.

 Law Enforcement supervision at the site reserves the right to modify
the security plan as necessary.
