Phase 3: Preliminary design plans have been prepared and are being reviewed. A
public meeting will be held this coming year to present the design improvements to
the residents in the area.

Phase 2: Easement acquisition has begun and affected property owners will soon be
contacted by a City acquisition agent.

Phase 1: Easement acquisition is complete and all permits have been obtained. The
project has entered the bid phase during which a construction contractor will be
selected. Construction is expected to begin in April 2007. The City will assign a fulltime construction inspector to serve as the day-to-day liaison for the project and to
inspect the contractor’s work for compliance with the plans, specifications, and
easement provisions. Contact information for the City’s construction staff will be
provided in a separate mailer to Phase 1 residents prior to the start of work. If you
have small landscaping or other items within the construction zone, you may want
to consider relocating them prior to construction.

Work on the three phases of the Jefferson Storm Water Improvement Project
continues. This project, being funded and managed by the City of Charlotte Storm
Water Services, is a high priority flood control project. The main goals of the
project are to reduce the potential for flooding and erosion and to repair old and
deteriorating portions of the existing drainage system.

Susan Lewis, Project Manager, will be on temporary leave until April. Chad Nussman
will be serving as project manager during her absence.
