W. T. Harris Boulevard / Milton Road Intersection Public Meeting Questions and Answers 1. Can a through lane be placed from Milton to Meadow Rose Lane? The through lane was modeled and based on the traffic analysis allowing this movement the result will create an unacceptable level of congestion. 2. How many crashes were observed coming across Milton at the driveway between the gas station and the shopping center? Four collisions over a 3 year period involved vehicles making turns at this location. Only 1 collision involved a vehicle attempting to cross Milton Road, the rest involved vehicles turning from the driveways onto Milton. 3. Look at sight distance problem at Milton and Sharon Amity. The Signals Section of CDOT will evaluate adding a left turn arrow to address the sight distance problem. 4. Bottle neck at Sharon Amity and Milton backs up Sharon Amity to W.T. Harris which is a sight distance problem. Charlotte Department of Transportation has recently installed traffic signal communication equipment that will ensure the proper coordination between the signals at these intersections. 5. Need left turn arrows both ways on Milton at Sharon Amity. Charlotte Department of Transportation will evaluate and post findings. 6. Bus lays over on Milton going to Harris seems to contribute to crashes. We are working with the Transit Department (CATS) to either build a bus turnout or move the location where the bus waits. 7. Warn Drivers – No left turn from Milton to Harris. Project will provide a sign. 8. Put bus stop further down Milton. We are working with the Transit Department (CATS) to either build a bus turnout or move the location where the bus waits. 9. Left turn and straight out of Meadow Rose is dangerous. The proposed improvements will have a signal to control movements at Meadow Rose. 10. Left turn from Milton to Harris is dangerous. This proposed project will eliminate the left from Milton to Harris. 11. The No U-Turn sign has been down for 5 years at Milton and Harris. This project will replace and or install all needed old and new safety signage. U-Turns will not be permitted at Harris and Milton. 12. Lower speed limit on Harris. Project team shall contact NCDOT and make suggestions and post NCDOT’s answer. The North Carolina Department of Transportation has been contacted. Awaiting response. 13. Use striped cross walks. Striped crosswalks shall be a part of the improvements of this intersection. 14. A high volume of pedestrian traffic crosses Harris east of Milton. Pedestrians are leaving Rosecroft and going to and from the shopping center. The proposed intersection improvements will produce a pedestrian friendly environment at Milton and Harris intersection. One of the purposes of the project will create a location the pedestrians can go to in order to cross in a more safe condition. 15. What will adding a signal to Milton and Harris do to congestion with signals so close? Based on our analysis, the addition of a signal connected to the other signals and the lane (pavement marking) changes will reduce congestion. 16. What will happen at Williams Road? Additional traffic modeling will be performed by CDOT to identify any impacts at Williams Road. The results will be discussed with the State. 17. There is a problem taking a left turn from Williams Road on to Harris Blvd. Will the new light at Milton and Harris have a negative effect to the existing problem at Williams Road and Harris? The project is not expected to affect traffic at Williams Road either negatively or positively. The current project is to improve the intersection at Milton and Harris. 18. School bus blocks traffic west bound on Harris in the morning. The back up extends beyond Williams Road. The project will not change school bus operations. 19. U-turns on Harris at Williams create problems for traffic trying to exit Williams Road. Will the new intersection magnify this problem? CDOT will review needs of any movement restrictions and post findings. 20. Right turn out of Williams can not make u-turn at shopping center median. Need a bulb out. The project team will evaluate the need for a u-turn bulb out. If a bulb out is approved and funding is available the addition to the scope of the Milton/Harris project will be included. 21. Williams Road is a cut through for other traffic. CDOT will check for any previous traffic calming data for Williams Road and post what the outcome of that evaluation.
