104.1.3 North Carolina State Building Code, Plumbing Code. The provisions of the Plumbing Code shall apply
to every plumbing installation, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings
and appurtenances.
INTERPRETATION:

NCDOI/OSFM interpretation is the plumbing code would not apply to the sections and extensions of the water
supply system and sewer collection system that is reviewed by the Public Water Supply or Waste Water Collection
section of NCDENR. The NC plumbing code shall apply to building water services and sections of the water supply system and laterals of the waste water collection system that are not reviewed or inspected by the NCDENR
process.
Recent rule changes require that sewer mains/extensions (excluding laterals) serving more than one structure
and /or water systems (with fire sprinlers) are here by designated as extensions of a system and shall comply with
North Carolina Department of Environment and Natural Recourses rules and regulations (NCDENR).
Effective January 1, 2009
Designers shall direct sewer and water systems designed for multiple structures to the appropriate NCDENR department for their review and permit issuance. The designer or their designee is responsible to the Code Enforcement review and inspection process as follows:``
• Provide a copy of the “Right to Construct” permit issued by NCDENR with the Code Enforcement plan submittal drawings prior to project’s permit issuance.
• Submit a copy of NCDENR’s “Final Approval” document to Code Enforcement prior to the project’s TCO or
C/O.
Note:
Water extension projects (water service) or waste water collectors not accepted by NCDENR will be required to
meet the requirements of the current NC Plumbing Code.
