Monroe, Chief of Police;~(\ Date: June 24,2013 Subject: Extraordinary Event Declaration As the Charlotte-Mecldenburg Police Department prepares for the annual Presbyterian Hospital July 41h Spectacular, my staff has determined that this event meets the criteria for an Extraordinary Event, as defined in City Ordinance No. 4814. An Extraordinary Event is defined as a large scale event of national or intemational significance and/or an event expected to attract a significant number of people to a certain portion of the city. In order to provide a safe and secure environment we will need to expend significant public safety resources during this event. I recommend that the Presbyterian Hospital July 41h Spectacular and geographic location (see attached map) be declared as an Extraordinary Event. The Presbyterian Hospital July 41h Spectacular will take place in Center City Charlotte at Memorial Stadium (310 North Kings Drive). Family fun activities will take place from 4-9 p.m. and the fireworks show will begin at 9:30 p.m., as long as the weather permits. However, the festivities usually extend beyond the official site. • • • • • In previous years, nearly 100,000 people have gathered in the Center City to watch fireworks, celebrate the holiday or meet with friends. Significant numbers of young individuals have caused disturbances by blocking sidewalks and roadways. They have also engaged in fighting and shooting fireworks into crowds. Center City Arrests: In 2012, there were 7 adult arrests with no juvenile atTests. In 2011, there were 4 adult arrests and 11 juvenile curfew violations. In 20 10, there were 21 adult arrests in the center city. Large numbers of pedestrians and vehicles significantly impact the transportation and infrastructure of the Uptown Charlotte. In conclusion, we believe it is important that this event be declared an Extraordinary Event. 2 Declaration of Extraordinary Event WHEREAS, Charlotte City Code Sec. 15-311 authorizes the City Manager to declare an extraordinary as defined in City Code Sec. 15-310, to fix the location or boundaries of an extraordinary event, and to establish the period of time of an extraordinary event; and WHEREAS, in a Memorandum dated June 24, 2012, 2013, the Chief of Police advised me that the Presbyterian Hospital July 4th Spectacular, scheduled for July 4th, will take place in Center City Charlotte at Memorial Stadium (300 North Kings Drive) will meet the definition of an extraordinary event; and WHEREAS, in his, June 24, 2013 memorandum, the Chief of Police further advised that: • • • • • In previous years, nearly 100,000 people have gathered in the Center City to watch fireworks, celebrate the holiday or meet with friends. WHEREAS, based on the foregoing and other information available to him, the Chief of Police has recommended that I declare The Presbyterian Hospital July 4 1h Spectacular an extraordinary event and made further recommendations regarding the boundaries and time period for the extraordinary event. NOW THEREFORE, I HEREBY DECLARE: 1. 2. 3. 4. The Presbyterian Hospital July 4th Spectacular is an extraordinary event within the meaning of Charlotte City Code Sec. 15-310. The boundaries of the extraordinary event are the outside right of way or property lines of Church Street, Stonewall/Kennilworth Avenue, Charlottetowne A venue and Seventh Street. These boundaries are depicted on the attached map. The Extraordinary Event will begin on 12:00 am on July 4, 2013 to 6:00 am on July 5, 2013.
