1.0 Introduction and Background
Hart & Hickman, PC (H&H) has prepared this Phase II Environmental Site Assessment (ESA)
report to document assessment activities performed at the 8-acre Hamilton Street Property (Tax
Parcel ID No. 07845301) in Charlotte, Mecklenburg County, North Carolina (Figure 1). The
property consists of undeveloped vacant land with an unnamed tributary of Irwin Creek bisecting
the northern portion of the parcel.
The parcel consists of maintained grassy areas and
undeveloped wooded and brush covered areas. Historically, the property was developed with
residential properties prior 1935. A commercial store was developed prior to 1945 and a church
was developed prior to 1950. The southeastern corner of the property was developed with
residences and a commercial store prior to 1929. During construction of West Brookshire
Freeway in the late 1960s to early 1970s, onsite buildings were replaced by vacant land. The
property has been vacant since that time.
On August 28, 2013, Hart & Hickman, PC (H&H) completed a Phase I Environmental Site
Assessment (ESA) on the property described as the 8-acre tract of land. The Phase I ESA
identified the following recognized environmental condition (REC):

Southern Textile Company (also known as Southern Manufacturing Corp. and Southern
Asbestos Co.), located at 1000 Seaboard Street, was identified approximately 500 ft
south-southwest and topographically cross-gradient of the subject property. Historical
documents indicate that Southern Textile Company began operations at the facility in
1920. From 1920 through 2001 the facility manufactured asbestos containing textile
products from asbestos ore. H&H previously conducted an investigation of soils in the
Hamilton Street right-of-way to the south of the Site and just across West Brookshire
Freeway. The assessment found asbestos in soils fill along this right-of-way up to the
southern side of West Brookshire Freeway; however, the extent of impact was not
defined. The topography of the subject site and the presence of fill soil at the subject site

suggest that fill soil from grading activities for construction of West Brookshire Freeway
may have been placed on-site. Therefore, there was the potential that asbestos containing
soils were moved from the Hamilton Street and Southern Textile Co. area to the subject
site. The potential for asbestos containing soils to be present at the subject site was
judged to be a REC.
The purpose of this Phase II ESA is to collect data to evaluate the potential presence of asbestosimpacted soil on the property from historical fill operations. The Phase II ESA sampling activities
are described below.

2.0 Asbestos Soil Assessment
2.1 Soil Sampling
H&H mobilized to the site on March 2, 2015 and six (6) soil borings (SB-1 through SB-6) were
installed using direct push technology (DPT). The drilling was conducted by Environmental
Drilling and Probing Services (EDPS) of Rock Hill, South Carolina, a North Carolina-licensed
drilling company. Prior to conducting soil borings, utilities were marked by the public NC OneCall utility locating service and also by a private utility locator under H&H’s direction. The
initial 5 feet of each boring was also advanced by hand auger to avoid utility contact by
mechanical drilling equipment. The soil borings were advanced to various depths ranging
between 10 and 14 feet below ground surface (ft bgs).
Soil boring locations were selected based on areas which were estimated to have been
historically filled and/or graded. In addition, the soil borings were spaced across the 8-acre
property to provide good coverage of the property. The boring locations are shown on Figure 2.
Soil from each boring was field-screened at 2 foot intervals for potential soil impacts using a
photo-ionization detector (PID) and soil observations were recorded. Based on soil screening,
there were no indications of impacts in soil borings advanced at the site. In addition, no manmade suspect asbestos containing materials (i.e. fabric, rope, building material, etc.) were
observed within the borings. Two soil samples were collected for laboratory analyses from each
soil boring. Soil boring logs with field screening results are included in Appendix A.
After sample collection, the soil samples were placed into laboratory-supplied sample containers
and submitted by commercial carrier to EMSL Analytical, Inc. in Cinnaminson, New Jersey for
laboratory analysis using Polarized Light Microscopy (PLM) by EPA Method 600/R-93/116 with
milling preparation. Standard chain of custody procedures were followed. The analytical results
are discussed below.

2.2 Soil Analytical Results
Asbestos was not detected in the 12 soil samples collected for this Phase II ESA. The laboratory
analytical results are summarized in Table 1.
The analytical report with chain of custody
documentation is provided as Appendix B.
2.3 Investigation Derived Waste
Decontamination water and soil cuttings generated during the soil boring event were contained at
each boring location and were placed back into each borehole upon completion. Remaining voids
were filled to ground surface with bentonite or comparable backfill material, provided by the
drilling subcontractor, as needed.

3.0 Summary and Recommendations
H&H completed six soil borings (SB-1 through SB-6) at the site using direct push technology
probing techniques performed by a drilling subcontractor under H&H’s direction. Twelve soil
samples were collected from the six soil borings and submitted for laboratory analysis using
Polarized Light Microscopy (PLM) by EPA Method 600/R-93/116 with milling preparation.
Asbestos was not detected in the soil assessment. Therefore, no further asbestos assessment is
recommended at this time.
