This is an important milestone for Europe as the European Parliament passed a resolution on Sign
languages and the use of Total Conversation ITU F703 to enable deaf people to communicate in
sign language.

European Court of Justice has been considering the impact of UNCRPD within EU especially the
access by deaf people to EU institutions such as the European Commission and European
Parliament.
This is the reasoning behind the INSIGN project which the EC commissioned for tender. This
project is a proof-of-concept one to see how a deaf sign language user would use a telephone to a
person within an EU institution. The obvious method would be to use VRS – Video Relay Service.
Also to provide access to meetings where a deaf person is present. This would be carried out by
using VRI – Video Relay Interpreting.
The tender was carried out and a number of applicants were successful but this was immediately
stopped as hard of hearing people expressed their concern as there was no provision for them like
the deaf sign language users. In haste, they modified the tender and was re-issued by stating that
hard of hearing would be able to access EU institutions by remote captioning. In other words, to
use captioned telephone relay service for telephone calls and remote captioning for meetings.
INSIGN project focuses on 6 sign languages and two spoken languages.
Two one day demonstrations to take place.
First one has already been done in European Parliament last April and the next one in September at
the European Commission.
Both deaf sign language users using VRS and hard of hearing using remote captioning were able to
call their MEPs in the European Parliament using Total Conversation terminals.

If the project is successful, it is anticipated that this will roll out to all European institutions.
