The IPTV Global Standards Initiative (GSI) of International Telecommunication Union (ITU) has
been actively working on the standardization of IP-based delivery of multimedia content, such as
video, graphics, text and interactive content. One of the high-profile issues of this group is
accessibility for persons with disabilities.
In ITU-T, IPTV is defined as a multimedia service, such as television, video, audio, text, graphics,
data, delivered over IP based networks, managed to provide the required level of QoS/QoE,
security, interactivity and reliability.
In order to improve the quality of experience by adding accessibility features enabled by our IPTV
standards, we would like to initiate discussion with WFD on the requirements of closed-captioning
and sign-language carried over IPTV. We look forward to hearing from you on this matter.
In addition to standardization, ITU-T IPTV GSI has had several occasions to demonstrate the use of
our standard IPTV to provide closed-captioning at ITU-related meetings: One at the ITU-T Study
Group 16 meeting in January 2013 at Geneva, Switzerland, and another one in the ITU-T
Kaleidoscope Conference in Kyoto, Japan, in April 2013.
The most recent of such events is the live-streaming, supported by ITU-TSB and ITU-T members,
over IP network of the events in the 61st Annual Conference of the Japanese Foundation of the
Deaf, held in Yamagata, Japan, on 16 June, 2013, using IP-multicast technology implemented on

the ITU-T standard-based IPTV system, with captioning provided. This live-streaming was brought
to locations throughout Japan, as well as worldwide, using web-streaming, even in Helsinki and
Sydney. We would like to explore with you similar opportunities in the future.
For your information, our group will meet next during ITU-T Study Group 16 meeting in Geneva,
Switzerland, 28 October – 1 November 2013.
