Current Activities in CCSA
 Current Studies on CRS are undertaken in Working
Group 8 of Wireless Technical Committee, CCSA.
 The project was first discussed in WG8’s 27th
meeting in Nov, 2008; and initiated the work in its
28th meeting in Dec, 2008.
 Current activities can be summarized as two subprojects:
• Technical Report for WRC12 Agenda Item (AI) 1.19
• CR(S) Techniques and its relevant spectrum issues

 The original target of the project was for the
WRC12 Agenda Item 1.19.
 It is believed the techniques research is necessary
and critical for the AI1.19, the scope of the project
extended subsequently.
 Two sub-projects aimed or emphasized different
aspects but have internal relation.
• CRS techniques aspects and relevant spectrum issues
• On regulatory and policy aspects (AI 1.19)
 Two sub-projects’ life cycles are different.

Challenges of CRS standardization
 How to transfer CRS work from academia to
industry?
• Concrete use cases and scenarios for CRS deployment
• Tradeoff between advanced theory and industrial reality
 Different environment of regulation
• CRS deployment more influenced by regulation polices
than other radio technologies
• Common ground for consensus in standardization and
scale of economy
Strategic directions
 CRS for IMT system
• Intra-operator scenario
 Spectrum sharing among cells in one RAN
 Standard or mode handover for multi-standard/multi-mode terminal
 Spectrum sharing among different RANs
• Inter-operators scenario is FFS
 CRS for tri-network convergence
• Facilitate the Integration of telecommunications networks, cable TV
networks and the Internet
 Allow different operators to share TVWS band for different service
requirements
 Seamless coverage for different services between different networks
Next step
 To continue CRS work in CCSA
• To complete Technical Report for WRC12 Agenda Item
(AI) 1.19 by mid-2011.
 To promote collaboration between academia and
industry on CRS study
• Research projects on CRS in China: 863, 973…
 To promote collaboration among different regions
on CRS standardization
• In ITU-R, AWF…
