RESOLUTION GSC 6/1 (Sapporo, Japan): International
Mobile Telecommunications (IMT)-2000 and Beyond
The Global Standards Collaboration 6 meeting
recognizing
a)
b)
c)
d)
that the World Telecommunication Standardization Assembly (WTSA)-2000 which meets
in September 2000 will be agreeing on Resolutions which will have a significant impact on
the effectiveness, efficiency and role of the ITU-T in the future;
that the ITU Telecommunication Standardization Advisory Group (TSAG) has agreed to
propose to WTSA-2000 an initial name and mandate for a group to work on “IMT-2000 and
Beyond”;
that the various initiatives on improving the ITU-T processes and working methods are
anticipated to produce concrete benefits beginning immediately after the WTSA-2000;
that the GSC Participating Standards Organizations (PSOs) and Liaison Organizations
have a vested interest in the ongoing success of the ITU-T and in the harmonization and
development of standards for global application,
considering
a)

that a main objective of GSC is to support the interaction and coordination of the GSC
PSOs and Liaison Organizations in support of ITU-T standards activities;
that an ITU-T structure which reflects the key technology areas and functional skills of the
ITU-T is desirable in terms of collaboration with the GSC PSOs and Liaison Organizations;
that it is necessary that the ITU-T be able to work quickly, effectively and efficiently in
response to dynamic industry needs and directions with respect to Third Generation
Wireless Systems (IMT-2000 and beyond);
that cooperation and coordination with other standards bodies, forums, consortia and, in
particular Partnership Projects, are crucial to the success of the ITU-T,
resolves
that the PSOs (and through their Member States, where applicable) urge the ITU-T at WTSA-2000
to:

give careful consideration to the best organizational structure for a group to address
“IMT-2000 and Beyond” based on the terms of reference agreed by TSAG;
if agreed by WTSA-2000, to put the “IMT-2000 and Beyond” group into operation as soon
as possible after WTSA-2000; and
if agreed by WTSA-2000, to direct the “IMT-2000 and Beyond” group to develop a
complementary program and strong cooperative relations with the 3G Partnership Projects.

RESOLUTION GSC 6/2 (Sapporo, Japan): Endorsement of ITU TSAG
Proposal for WTSA-2000
The Global Standards Collaboration 6 meeting
considering
a)
that many of the GSC Participating Standards Organizations (PSOs) and Liaison
Organizations actively participate in the ITU Telecommunications Standardization Advisory
Group (TSAG);
b)
that the package of draft new and revised Resolutions and Recommendations developed
via the meetings and correspondence groups of TSAG reflects their interests;
c)
that many of the new and revised Resolutions and Recommendations developed by TSAG
will improve the speed, efficiency and flexibility of the ITU-T;
d)
that ITU-T Member States and Sector Members may make additional or alternative
proposals on matters prior to the World Telecommunication Standardization Assembly
(WTSA)-2000 as they desire;
resolves
that, whilst noting considering d) above, proposals made by TSAG for WTSA-2000 consideration
and approval should be supported by GSC PSOs and Liaison Organizations.

RESOLUTION GSC 6/3 (Sapporo, Japan): ITU-T Reform
The Global Standards Collaboration 6 meeting
recognizing
a)

that the World Telecommunication Standardization Assembly (WTSA)-2000 which meets
in September 2000 will be discussing aspects of ITU-T Reform which could have a
significant impact on the effectiveness, efficiency and role of the ITU-T in the future;
that the Working Group on ITU Reform (and its Ad-hoc Group 1 to address the creation of a
new global standardization entity under the umbrella of the ITU) will meet next in
October/November 2000 to continue discussion on ITU-T Reform;
that the various initiatives on improving the ITU-T processes and working methods are
anticipated to produce concrete benefits beginning immediately after the WTSA;
that the GSC Participating Standards Organizations (PSOs) and Liaison Organizations
have a vested interest in an ITU-T Reform which maintains the leadership role of the ITU in
global standards development and increases the effectiveness of cooperation and
coordination with the ITU-T;
that reform of the ITU-T should reflect the leading role of the private sector in the
telecommunications environment;
considering
a)

the active participation by many of the GSC PSO members and Observer members in the
WTSA and in the Working Group on ITU Reform;
that a main objective of GSC is to support the interaction and coordination of ITU-T

that cooperation and coordination with other standards bodies, forums, consortia and in
particular Partnership Projects are crucial to the success of the ITU-T;
resolves
that the PSOs, including their ITU-T members, consider and evaluate the proposals for ITU Reform,
and as appropriate (and through their Member States and ITU-T members, where applicable), urge
the ITU-T at WTSA-2000 and the Working Group on ITU Reform (and its Ad-Hoc Group 1) to reflect
in their reform activities the need to:

RESOLUTION GSC 6/4 (Sapporo, Japan): ITU-T Relationship with the
Standards Development Organizations of the 3GPPs
The Global Standards Collaboration 6 meeting
recognizing
a)

that regional Standards Development Organization (SDOs) have established Third
Generation Partnership Projects (3GPPs) to produce specifications for IMT-2000 family
members to be transposed into deliverables by the SDOs;
that the ITU-T Telecommunication Standardization Advisory Group (TSAG) has produced a
draft Resolution for the World Telecommunication Standardization Assembly (WTSA)-2000
which includes the activities in the ITU-T for producing Recommendations on IMT-2000 and
Beyond;
that TSAG has sent a liaison to the relevant SDOs on improving communications on this
subject;
considering
a)

that the establishment of good communications between the ITU-T and the SDOs of the
3GPPs is desired;
that the close collaboration between the SDOs of the 3GPPs and the ITU-T on work
program proposals to avoid duplication of technical work is desired;
that the better understanding of the role of the ITU-T in providing the necessary
Recommendations for interworking functions for global mobility between IMT-2000 family
members is desired;
resolves
that the SDOs of the 3GPPs and the ITU-T should meet at the earliest opportunity to establish a
framework agreement for cooperation and coordination, recognizing the results of the 3GPPs
SDOs meeting with the ITU-R (September 99) and taking into account the ITU-T
Recommendations A.4, A.5, A.6 and the ETSI/ITU-T Memorandum of Understanding.

RESOLUTION GSC 6/5 (Sapporo, Japan): Internet Protocol (IP)
The Global Standards Collaboration 6 meeting
recognizing
in regards to IP-Telephony and IP-Related Services
a)
that the ITU, GSC Participating Standard Organizations (PSOs), Internet Engineering Task
Force (IETF), and other Standards Development Organizations (SDOs) have progressed
the development of telecommunication-based technologies supported by Internet Protocol
(IP);
b)
that many future networks will be based on IP, and will be designed to support existing
services as well as new multi-media services;
c)
that interworking of networks based on IP and other networks using both IP and other
technologies is a major requirement;
concludes
that harmonization of solutions is key to the deployment of IP-based activities, according to
architecture principles supporting the requirements of public networks
resolves
to encourage the ITU-T, the IETF, and relevant PSOs, fora and consortia to harmonize their
ongoing work in the area of integrating IP-based capabilities into telecommunication networks and
services and pay specific attention to:
a)
development of an architectural framework to support telecommunication networks based
on IP;
b)
underlying telecommunication network/protocol support for carriage of IP traffic, with
particular attention to:
IP over SDH
IP over ATM
IP over WDM;
c)
interworking between IP-based networks and telecommunication networks (e.g., Gateway
Architectures for Voice Service Interworking, Interaction with SS7-based networks);
d)
naming, numbering and addressing; and
e)
other relevant areas where interactions and interworking between IP-based networks and
other networks need to be defined.

Collaboration
Implementation of Meeting Results of GSC/RAST

recognizing
a)

that GSC and RAST have contributed considerably in drawing out and addressing High
Interest Subjects and other collaboration subjects for global standardization and
promoting collaboration among Participating Standards Organizations (PSOs);
that the follow-up of conclusions, resolutions, etc. reached at GSC/RAST meetings is
highly desired;
and further recognizing
a)

that the human resources for collaboration in global standardization are limited;
that it would be desirable to improve the working methods in support of GSC/RAST
collaboration;
resolves

to strengthen the follow-up of conclusions, resolutions, etc. reached at the GSC/RAST
meetings by introducing appropriate mechanisms to oversee the implementation;
for each relevant resolution, to designate a rapporteur responsible to follow up and, if
possible, to provide a status report at the next GSC/RAST meeting. Each PSO can
nominate collaborators to assist the rapporteur, as appropriate;
to further examine and develop, by correspondence, the details of a suitable improved
collaboration mechanism based on contribution GSC6(00)09 from TTA, and to provide a
report at the next GSC/RAST meeting for adoption.

ANNEX 1
Identification and Location Services
This activity will assist in promoting the collaboration among relevant PSOs to achieve a
comprehensive framework outlining the general principles involved in the provision of
user-friendly identification and location services.
The need to provide user-friendly communications services has been recognized and the work
already underway in this area in some PSOs (e.g., STF 157 in ETSI)
An umbrella framework needs to be developed to:
1) separate and classify fundamental elements involved in the identification and location of
entities;
2) facilitate the deployment of naming and addressing schemes without prejudice; and
3) permit the definition of new and interoperable services.

ANNEX 2:
Digital Subscriber Line (DSL) Systems
Interoperable DSL systems have now been standardized by the ITU-T and by a number of PSOs.
In many countries, these systems will provide a major means of providing broadband access to
public and private networks.
PSOs are encouraged to share information about

Development of new DSL technologies and associated standards;
Deployment of DSL systems in national copper access networks (covering spectrum
management and deployment arrangements, including interaction of different DSL
systems and other systems using shared cables); and
Arrangements for customer equipment supporting DSL systems (covering deployment
arrangements, including the arrangements necessary to maximise efficient use of
available copper, and the impact on national regulatory arrangements).

ANNEX 3
Optical Transmission Networks
Optical Transmission Networks (OTN) cover the use of optical technologies to form end-to-end
transmission networks.
Key issues for information sharing are:
1)
definition of Optical Channel (OCh) overhead
2)
so called “digital wrapper,"
3)
"protection and restoration mechanisms," and
4)
the architecture and Wave Division Multiplexing (WDM) Wavelength Allocation.
Work on these issues, ongoing in ITU-T SG15, ETSI TC TM, T1X1, etc., is focused on phase 2
compatibilities (due late 2000 / early 2001) with subsequent work planned to cover optical layer
survivability and other extensions.
PSOs are encouraged to share information about:

Alignment of requirements for extensions of OTN compatibilities.

that a properly researched and unified user input would strengthen the global standards
development process making it more responsive to end users’ needs.

The Global Standards Collaboration 6 meeting
recognizing
a)
that the ITU-T has a well-established policy and guidelines for patents, and is in its final
phase of developing a policy for software copyright;
b)
that some Participating Standards Organizations (PSOs) have a requirement to distribute,
as part of their standards, the software codes included in ITU-T Recommendations;
c)
the value of continued information exchange among the PSOs on Intellectual Property
Rights (IPR) issues;
considering
a)
that database information on IPR declaration should be updated in a more efficient
manner and shared among PSOs and the ITU as much as possible;
resolves
1)
to encourage all PSOs and the ITU to find and implement a practical means, e.g., using
web pages, to update IPR holder’s contact information, together with a further view
towards agreeing on more harmonized forms of the IPR declaration and database;
2)
to support the TTC’s proposal to improve the draft ITU-T policy on software copyright to let
the copyright holder to grant not only the ITU but also recognized regional/national SDOs a
royalty-free license for publication and distribution; and
3)
to continue the exchange of information on IPR matters among the PSOs and the ITU
utilizing the exploder (gsc-ipr@ttc.or.jp) of the GSC IPR WG more effectively, as well as to
ask the hosting organization of the next GSC meeting to consult with the PSOs about the
need for an IPR WG meeting by July 2001.

Electronic Document
The Global Standards Collaboration 6 meeting
recognizing
a)
that considerable progress in the use of electronic tools for standards development and
dissemination has now made Electronic Document Handling (EDH) a commodity rather
than high tech;
b)
the continuing need to improve speed to market of telecommunications standards;
c)
the on-going development of electronic tools;
d)
the need to increase the use of electronic collaborative tools in standards development;
resolves
1)
to encourage each Participating Standards Organization (PSO) to exchange information
on their EDH activities using the GSC E-mail reflector (GSC-EWG@LIST.ETSI.FR) on an
ongoing basis;
2)
that GSC EWG members provide information to the ITU-T to assist in the development of
electronic document handling tools; and
3)
that GSC EWG initiate and guide decisions leading to selection of the proper tools and
encourage their use for collaborative activities among GSC members.
