Plan Review Requirements for Residential Care Homes
per NCBC 425.2

Residential Care Homes are defined as homes keeping no more than six adults
or six unrestrained children who are able to respond and evacuate the facility
without assistance, determined by the state agency (DHSR) having jurisdiction to
be licensable, and shall be classified as single-family residential. The following
information is required for residential plan submittal and permitting for these
facilities prior to licensing;

Provide Division of Health Services Regulation (DHSR) plan review letter
for the 425 Licensed Residential Care facilities.
Provide building permit application and zoning plot plan with all pertinent
licensed contractor information and estimates.
Provide floor plan of home, to scale (Minimum 11” X 17”. ), dimensioning
rooms and halls, labeling all rooms, locations of all plumbing fixtures and
appliances, door and window sizes and locations and identifying two
remote exits. Identify all wall/ceiling covering types. Identify all fireplace
locations and type of fireplace.
Provide detailed elevations to scale of the house where the required exits
will are located.
Whole house residential smoke detectors are required to meet current
Code.
Provide site plan/survey of property.
If property is not owned by license applicant a notarized letter from the
property owner allowing alterations to the property must be provided.
Be advised that state licensing requirements are more stringent than the Building
Code. Building permit and any trades sub-permit final inspection applies to the
minimum requirements of the NC Residential Code and the respective trades
and the NC Building Code for Residential Care Homes. The plan review does not
encompass requirements of Fire Department, Health Department or Zoning
Department or any state licensing requirement that is outside the scope of the
above noted Building and Trades Codes.
