Overview
Each week the City of Charlotte provides garbage, recycling, yard waste and bulky item collection
services for single-family residences and multi-family complexes with fewer than 30 units in the City of
Charlotte boundaries. Citizens are asked to place items for collection at the curb by 6:30 am on the
scheduled day of collection. Bulky items must be scheduled for collection- please call 311 or visit
http://curbit.charlottenc.gov for more information.
General Questions
What are bulky items?
Items such as household furnishings, household appliances, mattresses, box springs, lawn equipment,
and similar household items too large to be placed in the rollout cart are considered bulky items.
How do I schedule a bulky-item collection?
Easy! You have two options:


When you submit your online request you will receive a collection day and a confirmation number
immediately! The system is available 24 hours a day, 7 days a week, and 365 day s a year.
How to find my day of collection?
You can find a property’s collection day by logging on to the GeoPortal at http://curbit.charlottenc.gov.
When you log on, put the property’s address in the search box at the top left of the screen. Then go to
the data tab in the box located just below the search box on the left side of the screen. Click services and
the collection day for the property will show (you may have to scroll down to see the collection day). You
can also call CharMeck 311 to get the collection day.
Please note, because the disposal processes differ for garbage, recyclables, yard waste and bulky items,
each collection service uses a different type of truck. These trucks arrive at different times on your
dedicated collection day.

I rent property; should I provide my tenants with bulky-item-preparation education?
It is important for the property owners of the rental properties to completely understand that fines
associated with unscheduled bulky item collection are assessed to the property owner, not the tenants. It
is for this reason that Solid Waste Services has developed several tools to assist property owners and
property managers help educate their tenants. The tools include:
1. A Lease Addendum: A copy of this addendum is located on page 6 of this document. This
addendum can be executed with current and new tenants to help educate them on the bulky item
scheduling provision of the Charlotte City ordinance.
2. Bulky item brochures and collection day cards with item preparation tips: Copies of these cards
can be downloaded from http://propertymanagement.charlottenc.gov or by emailing your order to
curbit@charlottenc.gov. Landlords and property managers should provide tenants with the
brochures and collection day cards when they move in.
What are the benefits of educating tenants for property owners and landlords?
There are several benefits of bulky-item-preparation education:

Improved neighborhood aesthetics, which can help increase property values.
♦
Increased perception of safety, which can lead to a reduction in crime.
What if the items that are cited are the result of illegal dumping?
Each property owner is responsible for the maintenance and upkeep of his/her property. If illegal
dumping is occurring on the property, it is your responsibility to take action. Solid Waste Services offers
the following tips to help deter illegal dumping on your property:

Enclose your property (i.e., fencing or some other type of enclosure).

Items too large for the gray rollout cart or not eligible for recycling or yard waste collection can be
scheduled for bulky item pickup.
You will find common bulky items listed below. Items that are not collected as a part of this program are
listed on page 5. Please refer to this list when scheduling bulky items.

Lease Addendum
This lease addendum is provided for landlords and can be executed with tenants immediately. Please
note that a fine of $50 will be assessed to the property owner/landlord when the property is found in
violation of Charlotte City Code Section 10.106 three times in two calendar years.

The parties hereto further agree to the terms of this addendum to the residential lease entered into
between the Landlord and Tenant dated ________________________,
200_, by which Landlord agreed to rent and Tenant agreed to take the premises located at
_____________________________________________________________________
for a term of ________________ beginning __________________.
WHEREAS the Landlord and Tenant desire to enter into a new agreement modifying or supplementing
the provisions of said lease in consideration of the mutual covenants contained herein, Landlord and
Tenant agree as follows:
1. The terms of this residential lease addendum are agreed to control over any residential lease
agreement to which this addendum specifically refers or to which it may be physically attached.
2. All provisions of said lease are incorporated herein and are hereby modified or supplemented to
conform herewith but in all other respects are to be and shall continue in full force.
3. Tenant acknowledges that the Landlord and/or its agents have made hi/her aware of the proper
procedures for disposing of bulky solid waste.
4. Tenant acknowledges that he/she fully understands the procedures.
5. Tenant agrees to dispose of bulky solid waste per City Code Section 10.106. Failure to do so will
result in a fine by Landlord of _____.
6. VIOLATION OF THE ABOVE PROVISIONS SHALL BE A MATERIAL AND IRREPARABLE
VIOLATION OF THE LEASE AND GOOD CAUSE FOR IMMEDIATE TERMINATION OF
TENANCY. A single violation of any of the provision of this added addendum shall be deemed a
serious violation and a material and irreparable non-compliance. It is understood that a single
violation shall be good cause for termination of the lease. Unless otherwise provided by law,
proof of violation shall not require criminal conviction, but shall be by a preponderance of the
evidence.
7. In case of conflict between the provision of this addendum and any other provision of the lease,
the provisions of the addendum shall govern.
8. In signing this LEASE ADDENDUM, the Tenant authorizes the Landlord or Landlord’s Agent to
release their rental information to solid waste officials or their agents upon request.

Charlotte City Code Section 10-106 Bulky and Junk Items
(a) It shall be unlawful for anyone to place or leave bulky items or junk at curbside for collection by the
city except in accordance with the requirements of this section.
(b)
Bulky and junk items shall be as defined in section 10-32.
(c) Collection for bulky and/or junk items shall only be provided to single, special and multiple
residential units, except for the Charlotte Housing Authority units, for the benefit of the occupant of the
premises who might be currently residing on the premises or who might have recently voluntarily vacated
the premises. The service is not available for:
(1) Renovations, building material, appliance and equipment changes that are commercially related.
Such commercially related activities are the responsibility of the rental agent and/or owner of the property.
(2)
Items from business establishments operated from a residential unit.
(3) Any bulky item or junk that pertains to any legal eviction or is the result of any other legal
proceedings.
(4) Items that are the consequence of a fire at a business or residential structure. The solid waste
services key business executive or his designee shall have the authority to exercise discretion to provide
collections when as a result of a fire there is only a single bulky item or what would otherwise be a normal
collection amount as opposed to clearing the premises of burnt bulky or junk items.
(5) Other items that will not be collected as a bulky item or junk are: oxygen tanks and other medical
equipment; propane tanks; large oil tanks used for household purposes; parts of campers, boats, camper
shells, trailers; automotive parts, including but not limited to motors, doors, fenders, car seats or batteries
from a residentially used premises, etc.
(d) The solid waste services key business executive shall have the discretion to determine if items
constitute bulky items or junk as defined in section 10-33 and shall have the discretion to determine
whether a request for service is consistent with the eligibility standards as described in this section. The
solid waste services key business executive shall have the authority to require items to be prepared for
ease of collection and/or to ensure the safety of the employees performing the collection task. An item not
prepared properly may be refused for collection at the discretion of the solid waste services key business
executive. Special collection requirements for certain items are as follows:
(1) No bulky item or junk shall be collected if it is too large to be placed on the collection vehicle or if its
size or weight is such that two individuals could not be reasonably expected to pick it up.
(2) Fifty-five-gallon drums that are for personal use will be collected if both ends have been removed
and the drum is flattened.
(3) Wooden pallets will be collected only if they are broken into smaller pieces the size of boards or
lumber with nails removed.
(4)
Any appliance accepted for collection must be empty of its contents.
(5) Large furniture items shall be dismantled prior to collection such that a reasonable person can
expect two individuals to easily load them onto the special collection vehicle.
(6)
Gasoline and wheels must be removed from all lawn mowers prior to collection.
(7)
Tires must be removed from all bicycles prior to collection.

(8) All glass in windows, doors, mirrors and other items with large expanses of glass must have the
glass taped with an "X" mark so it will not shatter in the collection process.
(9) It shall be unlawful to place dangerous items and/or any waste materials of injurious nature such as
broken glass; light bulbs; sharp pieces of metal; fluorescent tubes and television tubes out for collection
unless they are securely wrapped and marked so as to prevent injury to the collection personnel.
Hypodermic syringes, hypodermic needles or any instrument or device for making hypodermic injections
shall not be disposed of except as provided in section 10-111.
(e)
Tires.
(1)
The solid waste services key business unit will not collect tires from any premises that do not
have a lawful residential use and will not collect tires that are generated from any
nonresidential and/or commercially related use as determined by the solid waste services key
business executive.
(2)
Tires eligible for collection are those used on bicycles, automobiles, motorcycles, large vans,
mini vans, and small pickup trucks. No large truck or farm equipment tires shall be collected.
(f) Eligible bulky or junk items must be scheduled with the solid waste services key business unit for
collection and placed at curbside prior to collection separate from any other items placed at curbside for
city collection. A date will be given when collection will occur. Bulky items and junk shall not be placed at
curbside for collection any earlier than the day before the collection date.
(g) Civil penalty. Any customer who places bulky/junk items at curbside prior to the day before the
scheduled collection date or who fails to remove bulky/junk items and/or containers from curbside by
midnight on the day of collection may be issued a civil penalty in the amount of $50.00. Any person who
fails to properly prepare a bulky/junk item for curbside collection or who places ineligible items for
collection may be issued a civil penalty in the amount of $50.00.
