1. Reference Page 14; Exhibit A; “Scope of the Work”, Paragraph 2; “Parking
Enforcement”.
In regards to the scope of the enforcement; it is understood that all equipment,
maintenance, hardware and software will be required of the provider. But, will
Charlotte-Douglas International Airport entertain proposals that include providing
the qualified professional hourly enforcement staff and field supervisors for the ongoing daily operations?
No.
2. Reference Page 17; Exhibit B; “Form Contract, Agreement”, Paragraph 4,
“Compensation”.
Will Charlotte-Douglas Airport entertain a proposal that uses a fixed percentage of
collections processing as a full and inclusive compensation amount, instead of a
fixed price contract? Such a percentage pricing would of course include all services,
processing, equipment and other items named in the proposal and CharlotteDouglas Airport would never be subject to any additional charges.

3. For Parking Citation Manager Capabilities:
 Display customer name, ID Number and associated company name on the
citation if there is a customer assignment.
What does CLT mean by “customer assignment”?
If a customer has had a prior citation, their information should auto populate after
entering their tag number.
 Ability to transfer citation balance due items to organization-wide
account/billings receivable system.
Does this mean they wish to transfer items from our system to other CLT systems?
For what purpose?
Yes, the Airport would like to have the balance due items transferred from the Proposer’s
system to CLT’s system. The Airport wants to have access to this information.
4. For Citation Appeals and Hearings Capabilities:
 Relationally link and simultaneously update citation files.
What would this be needed for?
The Airport needs access to update information simultaneously from different
Workstations.

Ability to send user-defined customer statements in a variety of formats to
inform customer of all outstanding invoices on account (citations, permits,
boot/tow, etc.).
What do they mean by a variety of formats?
The Proposer should be able to notify the customer by different forms of communications
(i.e. US mail, email, etc.).
 Associate free-form financial transactions and adjustments to a customer.
What is meant by “free-form transactions?”
There needs to be section that allows for comments to be written in.
For Payment Capabilities:
 Separate module for quick and easy batch application of citation mail-in
payments.
Please clarify.
Separate payments by citation. Due to the volume of mail-in payments, this request is
not a necessity.
For Web Services:
 Web services must check apply and any business rules defined in the Oracle
parking database. This includes, but is not limited to, permit restrictions.
 Web services must offer real-time interaction with the Oracle parking
database.
For what reasons does CLT use the Oracle parking database?
It is intended to communicate with the CLT provider’s database.
For Communications:
 Host Communications Software – The system must offer a software manager
for host communications.
 High Speed Communications – The system must offer the capability of direct
host communication with multiple handheld units via high-speed data
communications. High speed communications include communication speed
of up to 11 Mbps using wireless 802.11b communications solution or
communication speed of up to 800 Kbps for Bluetooth communication. All
necessary hardware is provided by the vendor.
What type of “communications”? Handhelds to Citation Management Software?
Please clarify.
The information scanned by the handheld unit should be automatically downloaded to the
system.
Query Manager:
 The software system must include a query manager that can be used for
query building, data export, and posting (batch update).
Is this in relation to reports or citation management? Or does this relate to another
component?
Yes, reports and citation management.
10. Integration:
Is there specific integrations with existing systems or future planned systems you are
looking for at this time?
There are no plans at this time; however integration maybe necessary during the duration
of the contract.
11. Other (referred to in matrix):
There are many references to color-coding and color schemes. What need are you
trying to meet? What is the reason(s) for wanting different colors?
For readability of the reports.
