The Airport will evaluate proposals based on the criteria and will select the Proposer(s) that best meet the RFP requirements and objectives. Proposer Question: How would collusion be addressed if a Proposer is working with a subcontractor that chooses to also propose as a prime contractor? Disqualification of Proposal Work Orders Answer: It is not the intent of Section III B (iii) to prevent a company from being both a proposing prime and subcontractor during the selection process. However, where a company proposes as both a prime and subcontractor the Airport will evaluate those proposals to ensure that in the Airport’s sole discretion there is no evidence of collusion. Proposer Question: What is the typical amount of time that the Company would have to respond with a proposal to a normal work order request and an emergency work order request? Exhibit E (Addendum #1) Proposer Question: Will the work orders focus more on older or newer areas of the Airport? Work Orders Answer: The work orders will typically focus more on the older areas of the Airport, as the new ones will tend to have everything they need already built in, but there will be exceptions. Proposer Question: How common is it for a Company to make multiple trips in order to complete a work order? Work Orders Work Orders Answer: It is very common / routine, and work can generally be done more easily at night at non-peak times when there are little to no passengers around. Proposer Question: Will the Airport provide a walk-through of the facility before the proposals are due? This would help Proposers to have a better understanding of the environment, including the most troubled areas, and the manpower and equipment that may be needed for work orders. Answer: Not at this time. However, work order documents (drawings, SOW) are typically sent to contractors prior to a scheduled walk-through of the facility, and prior to receiving proposals for a work order. Other Insurance Requirements CDIA Communications Infrastructure Standard Proposer Question: What name and address would an awarded Company give its insurance provider(s) to be added as additional insured? Answer: Please reference Section 9.1 of Exhibit B in the RFP for this information. Proposer Question: If the Communications Infrastructure Standard is revised in the future, will the awarded companies be required to provide some kind of acknowledgement of certifications? If so, will the Airport share in the cost of training or reimburse for training? This document is fluid and may change frequently. All awarded companies will receive an electronic copy of the updated Standard when changes are made. If a change in Contractor Qualifications is warranted, all existing awarded companies will be notified in writing and be given 180 calendar days from notification to ensure they are compliant with the new requirements. The Airport will not share costs nor reimburse for training. Proposer Question: Are there any SBE goals, or any dollar amount for percentage of the work that has to be SBE performed? 9 General Question Answer: No, there are no SBE goals set for this project, and there is no dollar amount or percentage of work that must be performed by an SBE(s). However, while there is no goal set, the Airport highly encourages participation by MWSBEs at both the primes and subcontractor levels. Proposer Question: Does the Airport currently have or look to have a mentorship protégé program in place for SBEs? 10 11 General Question General Question Answer: Mentorship protégé programs are recognized under the Charlotte Business INClusion program. The Airport follows this program in establishing MWSBE goals. Proposer Question: Are the funds allotted for this project Federal dollars or a combination of non-revenue dollars appropriated for special projects and government funds? Answer: This project is not funded with Federal dollars or government funds. Proposer Question: What is the annual spend of non-revenue projects? 12 General Question Answer: The Airport does not classify projects as “revenue” or “non-revenue”, but does differentiate between capital projects and non-capital projects. The contracts resulting from this RFP will support noncapital projects. Answer: The Airport currently has no short-term plans on integrating its energy management systems in the near future. This, like other systems, is subject to change without notice. In order to constitute a complete proposal response you must acknowledge receipt of this addendum with the Acknowledgement of Addenda found in Form 2, Section C. of the RFP in your Proposal. Any Service Provider not acknowledging receipt of an issued addendum may not be considered.
