STALLION REGISTRATION WORK IN KANSAS
The Stallion License Law was enacted in 1910, creating the
Kansas State Live Stock Registry Board to carry out its provisions
for the Improvement of Horse Industry in Kansas. While the
number of stallions licensed for Public Service has decreased year
by year since the passing of the Law the season of 1922 shows a very
considerable increase in the percentage of purebred stallions standing for public service over any other year as shown by these
figures:
These figures show that 77.3% of all stallions standing for
Public Service in 1922 were Pure-bred as compared with 40.7% in
1910, and that the percentage of Grades and Scrubs combined has
decreased from 58.9% to 22.5% all of which has been of direct
benefit to the Horse Industry and at the same time of Great Benefit
to tho Stallion and Mare owner.
The Attention of the Kansas Stallion Owners is especially directed to the following statements and provisions of the law:
No stallion can legally stand for public service in Kansas without a state license issued by the Live Stock Registry Board; and all
advertisements of every kind and nature, whether’ bill, poster or
other advertisement, must have a s a heading of such advertisement,
the class of license issued for the said stallion and the number of
his license: thus, “Pure-bred License No. . . . . . ..,” “Cross-bred License No. ........,” Grade License No. .........,“ or “Scrub License
N o . . . . . . . . . , ” a s the case may be. In all advertisements this heading shall be set in the largest and boldest type used in the advertisement.
To obtain such a license certificate a s herein provided, the owner
of such stallion shall comply with the following requirements; first,

Live Stock Registry Board for inspection, the registry certificate or
a certified copy of the registry certificate of such stallion, also other
necessary papers or documents relating t o the breeding and ownership of such stallion. Second, owners of cross-bred or grade stallions
shall forward to the Kansas State Live Stock Registry Board affidavit
showing the breeding of such stallion. Third, owners of scrub stallions shall forward to the Kansas State Live Stock Registry Board
a statement of the breeding of such stallion. Fourth, the fee for
such stallion license shall be $2.00 and such fee shall accompany
each application for license, provided, however, that in case the stallion was licensed previous to July l, 1913, under provision of chapter 168, Laws 1909, the fee for a new license shall be $1.00.
Each license issued by the Kansas State Live Stock Registry
Board shall expire on December 3 1 , of the year in which it is issued,
but each license may b e renewed each year, provided the owner of
said stallion make application for renewal before March 1, following
the date of expiration, and forward with such application for renewal
a fee of one dollar for each renewal, and submit satisfactory evidence
establishing the identity of stallions for which renewal of license is
requested. Each renewal shall expire on December 3 1 , of the year for
which i t is renewed. Failure to have license renewed, a s herein provided, before March 1 , following the date of expiration, shall forfeit
the right of renewal and when such right has been forfeited, the
owner of such stallion shall procure a new license a s provided in section 2, of the Law.
The owner of any stallion licensed by the Kansas State Live
Stock Registry Board to stand for public service in the State of Kans a s o r t h e owner of any jack standing for public service in the state of
Kansas, shall have a lien for the amount of the service fee charged, on
each mare bred t o such stallion or j a c k , also upon the offspring resulting from such service, for a period of twelve months from the
time of such service if mare bred does not produce a colt, and
twenty months from time o f service if she produces a colt from such
service, which lien shall be enforced in such a manner as hereinaft e r provided.
Provided, however, that such lien shall not he enforced until
mare shall foal from such service, except in cases where the owner
at the time of service sells, trades, exchanges, or removes from
county where bred, o r attempts to sell, trade, exchange or remove
from the county where bred such mare without first having paid the
regular advertised service fee or securing in writing from the owner
of the stallion t o which said mare has been bred permission to sell,
trade, exchange or remove from the county where bred.
