5) The meeting provided me with information concerning how GPO defined its
agenda for change.

- Speaker very organized in presentation; very frank discussion.
- Industry method is somewhat unclear agenda for change – seems ad hoc, but makes some sense given GPO circumstances.
- Would have preferred a bit more details.
- Very candid and informative inside look at the GPO – interesting speaker.
- Because it dealt with gov. reform and how to restructure an org. to be cost-effective.
- Clear, articulate presenter.
- I didn’t get the impression that there was/is an agenda.
6) The meeting provided me with information concerning the problems and
pitfalls associated with a significant change effort.
7
- Mr. Partlow raised many unique & interesting concerns re: GPO’s change efforts.
- Losing your core business is a sizable pitfall!
- Although GPO is quite different from my agency, some of their strategies for change are very relevant.
- Dealt with funding problems and budgetary issues, and the potential issues of downsizing.
- Participant dialogue.
- This was informative, but not new information.

7) The meeting provided me with information concerning how to define an
agenda for change in my agency.
- Laid out the issues clearly.
- Some useful common principles.
- Difficult challenge.
- Because he mentioned using former SES-level retirees to evaluate/coach/
- Real-life example.
- I don’t understand what you mean by “define an agenda for change.”
- The program seemed more oriented toward how to implement an already-defined agenda.
8) My expectations were met.
YES: 13
- Excellent seminar – interesting speaker.
- Did not really know what to expect.

NO: 1
- But I got a lot of good ideas!
9) I liked most:
- Frankness of speaker. Good speaker with … knowledge & good participants. Frank’s personality! Listening to Frank Partlow. (4)
- The outline of GPO’s agenda – elements of what they actually did.
- Focus on how to apply what we were hearing.
- Q&A, final discussion. Interactions/comments from group. (2)
10) I liked least:
- Wanted some more effective practices, or (info on) where to go get them.
- No phone numbers on participant list.
- Half of the people at our table were interns with the Partnership, so they didn’t bring agency experience to the discussion – they should have spread out
among the tables. By the way, they were very enthusiastic and willing to share ideas, it’s just that by their numbers they changed the dynamic of the
table.
11) Suggestions for future meetings:
- A forum for leadership challenge in the federal government.
- OPM ideas on management competencies and development.
